INVOCATION The invocation was given by Trustee Hendricks ROLL CALL Present upon roll call: Mayor Krause Trustees Floros Hendricks Murauskis Richardson Wattenberg Mayor Krause brought the subject of ZBA Cases 54-Z-77, 55-SU-77, 56~V-77 to the floor at this point, requesting they be referred to the January 3, 1978 Village Board meeting. Several citizens had expressed a desire to be present when these cases were discussed but were unable to attend the meeting due to the bad weather. The attorney for the petitioner had no objection to having the cases held over. APPROVAL OF MINUTES OF REGULAR MEETING, DECEMBER 6, 1977. Trustee Floros, seconded by Trustee Wattenberg, moved to approve the minutes of the December 6, 1977 meeting, with corrections noted. Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. APPROVAL OF BILLS AND FINANCIAL REPORT Trustee Floros, seconded by Trustee Richardson, moved to approve the following bills: General 273~889.55 Parking System Revenue 1,563.80 Motor Fuel Tax 8,285.13 Corporate Purposes Constr.1973 30,320.20 General Obligation Bd. & Int. 113,135.52 Waterworks & Sewerage Depr.,Impr., & Ext. 52,228.71 Operation & Maintenance t8,808.26 528,231.17 Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Floros, seconded by Trustee Richardson, moved to approve the financial report of November 30, 1977, subject to audit. Upon roll call: Ayes: Floros Hendricks Muramskis Richardson Wattenberg Nays: None Motion carried. Pg. 1 12-20-77 COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Mr. Charles Mason, 19 S. School Street, spoke to the Board relative to the bells at St. Paul Lutheran Church. Mr. Mason stated that the bells ?lng four times a day and due to Mr. Mason's work schedule, they interfere with his sleep. Mayor Krause st__ated an invitation would be extended to a representative Of the church to attend the Village Board meeting January 3, 1978, relative to this matter. Mary Stembridge, 600 Greenwood, also spoke relative to noise. June Kerstein, Chairman of the Blood Program, announced that 160 people had donated blood at the last drawing and stated that Mount Prospect Would be used as an example for methods of successful blood drawings. MANAGER'S REPORT Village Manager Eppley requested Board concurrence with a field change for Forest Cove apartments. Trustee Wattenberg, seconded by Trustee Richardson, moved to concur with the field change recommended by the Village Manager. Trustee Richardson, seconded by Trustee Hendricks, moved for passage of Resolution No. 44-?7 A RESOLUTION OF INTERGOVERNMENTAL POLICE SERVICE AND ASSISTANCE Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. Mr. Eppley announced that a meeting would be set for the Mayors of the eight member communities of Share + 3 relative to approving the By-Laws regarding obtaining Lake Michigan water. MAYOR'S REPORT Mayor Krause presented a resolution relative to the holiday season. Trustee Richardson, seconded by Trustee Hendricks, moved for passage of Resolution No. 45-77 A RESOLUTION FOR THE HOLIDAY SEASON Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. COMMITTEE REPORTS BUILDING COMMITTEE Trustee Hendricks announced that ZBA Cases 46-Z-77 and 47-V-77, would be reported out at the January 3, 1978 meeting of the Village Board, along with the ZBA cases referred earlier in the meeting. Pg.2 12-20-77 FINANCE COMMITTEE Trustee Floros, seconded by Trustee Richardson, moved to _, transfer $180,000 out of the bond issue authorized under Ordinance No. 2478 to the Waterworks and Sewerage Fund for the purposes of paying for the acquisition of the real estate commonly known as Sunrise Park, which acquisition has been accomplished in this year 1977. Trustee Floros, seconded by Trustee Richardson, moved for passage of Resolution No. 46-77 A RESOLUTION MAKING CERTAIN APPROPRIATION TRANSFERS WITHIN THE ANNUAL BUDGET ADOPTED FOR FISCAL 1977-78 Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Krause Nays: None Motion carried. JUDICIARY COMMITTEE Trustee Wattenberg presented the Judiciary committee's recommendation relative to an amendment to the Ethics Ordinance prohibiting former 'key' officials from appearing ~fore any commission o~ board of the Village. A vote on this matter was referred to the January 3, 1978 meeting for a full Board vote. Mr. Ed Miller, 131 S. Kenilworth, complimented the Village for the prompt action taken in clearing the snow from the streets. Mr. Miller also sppke in regard to the ProPosed amendment to the Ethics Ordinance. PUBLIC WORKS COMMITTEE Trustee Richardson, ~seconded by Trustee Murauskis, moved for passage of Resolution No. 47-77 A RESOLUTION REGARDING MAPLECREST TOWNHOUSE COMPLEX Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved to bring a matter to the floor that was not listed on the agenda. Upon roll call: Ayes: Floros Hendricks Murauskis .Richardson Wattenberg Nays: None Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved that the Village of Mount Prospect acknowledge its receipt of th8 donation of a certain sanitary sewer main from Gem Enterprises, which sewer lies parallel to Glenna Lane extended west from Westmate Road to Rand Road as well as certain easements for same upon portions of the Northern Illinois Gas properties. Pg. 3 12-20-77 THER BUSINESS Trustee Floros, seconded by Trustee Muraus~is, moved for passage of Resolution No. 48-77 -- A RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE MOUNT PROSPECT RURAL FIRE PROTECTION DISTRICT Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. ITEMS TO BE REFERRED ZBA Case 58-V-77 was referred to the Building Committee.
