INVOCATION The invocation was given by Trustee Richardson. MANAGER'S REPORT Village Manager Eppley presented public improvement plans for Elmhurst Road Plaza subdivision. Trustee seconded by Trustee Minton, moved to accept the public improvements for the Elmhurst Road Plaza subdivision. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. The public improvement plans for Huntington Apartments were presented. Trustee Richardson, seconded by Trustee Hendricks, moved to accept the public improvement plans for Huntington Apartments. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson .Wattenberg Motion carried. pg. 1 12/6/77 Trustee Hendricks, seconded by Trustee Richardson, moved for passage of Resolution No. 39-77, re Maple St. crossing A RESOLUTION AUTHORIZING THE FILING OF A PETITION WITH THE ILLINOIS COMMERCE COMMISSION Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Mr. Eppley was hopeful~ that the "S" curve improvement would be completed by the weekend of December 10th. MAYOR'S REPORT Mayor Krause proclaimed the week of December 4 through 10, 1977, as Christmas Seal Week. Commendations were presented by Mayor Krause with Police Chief DoPey, to the following police officers for serviffes rendered beyond the line of duty. Officers A. Halachoulis, G. Steiner, M. Kruchten, · , A. Kotlarz, and Detective R. Barone Public Information Officer Doloroes Haugh presented the Village Board with an Award of Merit awarded by the City Hall Public Information Awards Competition. This award was for the public information projects undertaken by the Village, especially the water conservation program. Mayor Krause requested the Village Board concur with her recommendations in appointmentS and re-appointments to. various commissions. Trustee Floros, seconded by Trustee Murauskis, moved to appoint Jack McLean, 604 S. Emerson Street~ to the Business District Development and Redevelopment Commission which term would expire May 1, 1979. Trustee Murauskis, seconded by Trustee Richardson, moved to appoint Paul Hester, 101 Lonnquist Boulevard to the Business District Development and Redevelopment Commissions which term would expire May 1, 1980. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Wattenberg, seconded by Trustee Murauskis, moved to appoint Ronald Cassidy, 708 E. Cedar Lane, to the Zoning Board of Appeals, which term would expire May 1, 1981. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Murauskis, seconded by Trustee Richardson, moved to appoint Thomas Grissom, 11 W. Milburn, to the Board of Local Improvements, which term is indefinite. pg. 2 12/6/?? Trustee Minton, seconded by Trustee Wattenberg, moved to reappoint the following people to the various commissions: Jack Ronchetto to the Finance Commission, which term would expire May 1, 1980; Roy Swenson to the Insurance Commission, which term would expire May 1, 1978; Terry Frakes to the Insurance Commission, which term would expire May 1, 1980; Earl Meeske to the Police Pension Fund, which term would expire May 1, 1978; Douglas Winkelmann to the Police Pension Fund, which term would expire May 1, 1979; Andrew Mitchell to the Safety Commission, which term would expire May 1, 1980 Arthur Coy to the Safety Commission, which term would expire May 1, 1981; Harold Abram0wski to the Safety Commission, which term would expire May 1, 1979; Dr. Donald Dreessen to the Board of Health, which term would expire May 1, 1981. Mayor Krause announced a meeting had been called for the local liquor license holders on December 17, 1977, at 10:30 A.M. at the Village Hall. It was announced that Mayor K~ause and Tom Murphy, Community Development Director, had met with HUD relative to grant monies available to the Village since the population of the Village is in excess of 50,000. Mr. Murphy will submit proposals to the Village Board as to which programs the Village would be eligible for. Mayor Krause then reported that a resident, Richard Barzak, had suggested the Village participate in a program where residents could donate 'balled' evergreens to the Village following Christmas. These trees would be used in the beautification program to be planted by the Public Works Department. COMMITTEE REPORTS BUILDING COMMITTEE Trustee Hendricks reported on cases that had been brought back to the Board following verification of proper notice. The first report was made on ZBA 43-Z-77, 44-V-77 and 45-V-77, Northwest Highway at Meadows Park. Trustee Hendricks, seconded by Trustee Richardson, moved for passage of Ordinance No. 2759 AN ORDINANCE VACATING ISABELLA STREET BETWEEN NORTHWEST HIGHWAY AND A POINT SOME 792 FEET EAST THEREOF Upon roll call: Ayes: Floros Hendricks Minton Richardson Wattenberg Nays: Murauskis Motion carried. Trustee Wattenberg, seconded by Trustee Richardson, moved to authorize the Mayor to sign and Clerk to attest the plats of vacation pursuant to Ordinance Nos. 2756 and 2759. Upon roll call: Ayes: Floros Hendricks Minton Richardson Wattenberg Nays: Murauskis Motion carried. Bernard Lee, attorney for the petitioner in ZBA cases 46-Z-77 and 47-V-77, were referred to the first meeting in January. This matter was also referred to the Building Committee December 15th in order to have the other members of that Committee vote on this case. Discussion took place on the subject of having concurrence with Committee recommendations and ordinances passed on a particular subject at the same Village Board meeting. It was the opinion of the Village Board that concurrence with the Committee's recommendation would take place at one meeting and after such concurrence the Village Attorney would be directed to draft the necessary ordinances. It was also determined that the rule requiring two readings of an ordinance would only be waived in the case of an emergency. The next case was ZBA 50-V-77, Southwest corner of Elmhurst and Camp Mc Donald Roads. Trustee Hendricks, seconded by Trustee Minton, moved for concurrence with the recommendation.of the Building Committee and Zoning Board of Appeals to grant the requested variations. FINANCE COMMITTEE Trustee Floros reported on the Finance committee'meeting held November 30, 1977. It was reported that the Finance Committee would have a recommendation in February relative to changing the present elected Library Board system. ~.~ Trustee Floros, seconded by Trustee Minton, moved to concur with the Finance Committee's recommendation to transfer $180,000 from the 1973 Corporate ~urpose Bond Issue into the Waterworks & Sewerage Fund, subject to a legal opinion to be rendered by the Village Attorney on said transfer. FIRE AND POLICE COMMITTEE Trustee Minton reported on the Fire and Police Committee meeting held November 23, 1977. The subject of returning to the 21 year old drinking age was discussed, and after the meeting scheduled for December 17 with the local liquor license holders, a recommendation would be given by the Committee. PUBLIC WORKS COMMITTEE Trustee Richardson reported on the Public Works Committee meeting held November 17, 1977. -~ Trustee Richardson~ seconded by Trustee Hendricks, moved for Board concurrence with the reconmendation of the Public Works Committee to accept the donation by Mr. Chez of the sewer line which runs through the Northern Illinois Gas property. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. pg. 6 12/6/77 Trustee Richardson, seconded by Trustee Floros, moved for Board concurrence with the recommendation of the Public Works Committee to draft a ~esotution for Board approval to be forwarded to Citizens Utilities Company relative to the Maplecrest townhouse complex. -- Upon roll call: Ayes: Floros Hendricks Minton MurausMis Richardson Wattenberg Motion carried. Trustee Hendricks left the meeting temporarily. Trustee Richardson, seconded by Trustee Floros, moved to concur with the Public Works Committee's recommendation and turn over the original $500 deposit from the developer of the Maplecrest area for street maintenance to the homeowners. Trustee Richardson, seconded by Trustee Floros: moved to concur with the recommendation of the Public Works Committee to appropriate $18,272.80 from MFT funds for Hatlen Heights Storm sewer public benefit Installment #6. Trustee Richardson, seconded by Trustee Murauskis~ moved for Board concurrence with the Public Works Committee recommendation to appropriate $430,000 from MFT funds for signal and road maintenance. Trustee Richardson, seconded by Trustee Minton, moved to concur with the Public Works Committee recommendation to authorize Metcalf & Eddy to explore the possibility of obtaining FAUS fund for the improvement of Linneman Road in 1979. Trustee R±chardson, seconded by Trustee Murauskis, moved for Board concurrence with the recommendation of the Public Works Committee to delay, for an indefinite period of time, any water meter deposit refunds except on final billings, in order to use that money as a part of the regular working fund. It was the determination of the Chair that all items on the agenda relative to property commonly known as 5026 S. Busse Road would have to re-petition the Zoning Board of Appeals for any zoning and variation requests. The petitioner chqse to withdraw the petition for annexation. OTHER BUSINESS Trustee Wattenberg, seconded by Trustee Murauskis, moved for passage of Resolution No. 42-77 A RESOLUTION OF APPRECIATION FOR THE SERVICES EXTENDED BY MABAS - MEMBER COMMUNITIES Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Richardson, seconded by Trustee Murauskis, moved for passage of Resolution No. 43-?7 A RESOLUTION ESTABLISHING PROCEDURES AND COSTS CONCERNED WITH THE CIRCULATION OF BOARD AGENDAE Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Nays: Wattenberg Motion carried. Mayor Krause acknowledged State Senator John Nimrod and State Representative Penny Pullen who were in the audience. COMMITTEE ANNOUNCEMENTS Trustee Hendricks announced the Building Committee meeting would be held December 14, and the following cases would be heard at'that time: ZBA 4~-Z-77, 47-Z-77; 52-Z-77, 53-V-77; 54-Z-77, 55-Z-77, 56-V-77. The Finance Committee would not have a meeting in the month of December. The Judiciary Committee would hold their meeting Dec. t2th. The Public Health & Safety Committee would meet Dec. 8th. The Public Works Committee would not meet in December. Mayor Krause requested the Village Board members to attend the Finance Com~mission meeting December 13th, at which time the 1976 audit would be reviewed. pg. 8 12/6/77 rustee Minton, seconded bY'Trustee Minton, moved to adjourn the meeting.
