INVOCATION The invocation was given by Trustee Floros. ROLL CALL Present upon roll call: Mayor K~ause Trustees Floros Hendricks Murauskis Richardson Wattenberg Absent: Trustee Minton APPROVAL OF MINUTES OF REGULAR MEETING, NOVEMBER l, 1977 Trustee Wattenberg, seconded by Trustee Hendricks, moved to approve the minutes of the reguIar meeting h~ld November l, 1977. Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Mo$ion carried. ~-/APPROVAL OF BILLS AND FINANCIAL REPORT Trustee Floros, seconded by Trustee Richardson, moved to approve the following bills: General 243,960.15 Capi~al Imp. Trustee Floros, seconded by Trustee Richardson, moved to accept the ~financial report of October 31, 1977, subject to audit. MANAGER'S REPORT Village Manager Eppley reported that the improvements being , ~.~ made to the "S" curve were near ~ompletion and that the traffic signal at Sha Bonee and street lighting were all that remained to be done. Mr. Eppley noted that he was hopeful Route 83 would be open for traffic by the end of · ~ November. MAYOR'S REPORT Mayor Krause proclaimed the week of November 20 - 27, 1977, as Bible Week. pg. 1 11/15/77 It was announced by Mayor Krause that, following meetings with citizens and various citizen groups, it had been determined that an advisory referendum for the purpose of the possible acquisition of Citizens Utilities Companies 'would not be held. It was noted that the various groups had expressed an interest in acquisition at a lower price. Trustee Richardson, seconded by Trustee Wattenberg, moved to authorize the Mayor to contact Citizens Utilities Companies and state that a price in the area of 14~ to 16 million dollars was unacceptable to the citizens and to seek negotiations to a lower price. Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Motion carried. Louis Muno, 1806 Basswood Lane, expressed his opinion that the Village water rates would create a deficit in that account. Mayor Krause announced that a meeting had been scheduled for Wednesday, November 23, 1977, at 7:30 P.M. in the Village Hall between the Trustees of the Elk Grove Rural Fire Protection District, members of the Village Board, and administration relative to the termination of that fire protection contract by the Village effective December 31, 1978. It was also announced by Mayor Krause that a round-table discussion session would begin the first Saturday in January, 1978, between residents and members of the Village Board. These sessions would be held on the first Saturday of each month for informal discussions, beginning at 9:30 A.M. until noon. COMMITTEE KEPORTS BUILDING COMMITTEE Trustee Hendricks reported on the Building Committee meeting held November 9, 1977. ZBA Case No. 49-V-77 was referred back to the Zoning Board of Appeals due to defective legal notice. Upon approval by that Board, Case No. 49-V-77 will be heard by the Building Committee. It was reported that ZBA Case No. 50-V-?? was referred back to the Zoning Board of Appeals since the petitioner requested an additional variation. The Building Committee did recommend grantinE the requested variations, subject to the final decision of the Zoning Board of Appeals. Trustee Hendricks presented the Building Committee's recommendation for the fee schedule relative to cases being heard by the Zoning Board of Appeals. The schedule will be presented to that Board for their review. ZBA Case No. 35-V-77 was then reported out. Trustee Hendricks, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance. Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2?54 AN ORDINANCE GRANTING CERTAIN VARIATIONS FOR PROPERTY LOCATED AT THE SOUTHWEST CORNER OF RAND ROAD AND HENRY STREET Pg. 2 11/15/77 Upon roll call: Ayes: ~or~.~Hendricks Murauskis Richardson Wattenberg Motion carried. Trustee Hendricks, seconded by Trustee Wattenberg, moved to bring an item to the floor not listed on the agenda. Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Motion carried. It was ~uggested that some form of procedure be set up in an effort to reduce the number of cases being referred back to the Zoning Board of Appeals due to insufficient legal notice. Following discussion, the matter was referred to the Judiciary Committee for further review. JUDICIARY COMMITTEE Trustee Wattenberg reported on that meeting held November 14, 1977. In the form of a status report, it was reported that discussion took place relative to any former elected official practicing before Village Boards or Commissions. The subject of proper legal notices had also been discussed. OTHER BUSINESS Trustee Hendricks, seconded by Trustee Richardson, moved to waive the rule requiring two readings for the four ordinances relative to property commonly known as 3026 South Busse Road. Upon roll call: Ayes: Floros Hendricks Richardson Wattenberg Nays: Murauskis Motion carried. Trustee Hendricks, seconded by Trustee Richardson, moved for passage of Ordinance 2755 AN ORDINANCE ANNEXING PROPERTY COMMONLY KNOWN AS 3026 SOUTH BUSSE ROAD. Upon roll call: Ayes: Hendricks Richardson Watt enb erg Nays: Floros Murauskis Krause Motion failed. Trustee Richardson, seconded by Trustee Murauskis, moved for passage of Ordinance No. 2755. AN ORDINANCE AMENDING THE MOUNT PROSPECT TRAFFIC CODE Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Motion carried. Trustee Richardson, seconded bk Trustee Hendricks, moved to authorize the Mayor to sign and Clerk to attest the Bruzek's plat of subdivision. Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Motion carried. Pg. 3. 11/15/77 rustee Richardson, seconded by Trustee Hendricks, moved to authorize the MayOr to sign and Clerk to attest the Licht-Larson plat of subdivision. Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Motion carried. ITEMS TO BE REFERRED A recommendation to return to the 21 year old drinking law was referred to the Fire and Police Committee. COMMITTEE ANNOUNCEMENTS The Public Works Committee announced the meeting date of November l?, 1977. The Finance Committee would meet November 30, 1977. The Public Health and Safety Committee meeting would be held December 8, 1977. ADJOURNMENT Trustee Richardson, seconded by Trustee Murauskis, moved to adjourn the meeting.
