HomeMy WebLinkAbout04/26/1977 VB minutes MINUTES OF A SPECIAL BOARD MEETING OF THE MAYOR AND BOARD OF TRUSTEES April 26, 1977 SPECIAL MEETING OF THE COMMITTEE OF THE WHOLE Mayor Teichert called a Committee of the Whole meeting for 7:15 P.M. April 26, 1977, for the purpose of entering upon discussion with Paul D. Speer, Bond Consultant, and Dell Corporation relative to revenue bonds for senior citizen housing. Pursuant to Section 2.103 of the Municipal Code of the Village of Mount Prospect, Mayor Teichert celled a Special Board meeting of the Mayor and Board of Trustees of the Village of Mount Prospect for 8:00 P.M., April 26, 1977, to discuss the following agenda: CALL TO ORDER Mayor Teiehert called the meeting to order at 8:05 P.M. INVOCATION Trustee Rhea gave the invocation ROLL CALL Present upon roll call: Teichert Floros Hendricks Minton Rhea Richardson Wattenberg Mayor Teichert deviated from the agenda to bring to the floor presentations of Certificates of Merit and Commendations. The Mayor presented Commendations to Capt. Kordecki~ Lt. Felski, and Lt. Cavello of the Fire Department for their contribution as course instructors for the Alarm Operators Paraplegic Program. Robert McBride and Gilbert Liebenow were presented Certificates of Merit by Mayor Teichert for their contributions as members of the Business District Development and Re-development Commission. CANVASS OF THE VOTES OF THE REGULAR ELECTION, April 19, 1977 Trustee Minton, seconded by Trustee Hendricks, moved for passage of Resolution No. 9-77. APPROVAL OF BILLS Trustee Floros, seconded by Trustee Richardson, moved to approve the bills in the following amounts: General $23~,703.33 Parking System Revenue 5,629.74 Motor Fuel Tax 75,547.19 Corporate Purposes Constr. 1973 10,529.80 Waterworks & Sewerage Dept., Impr., Ext. 83,553.31 Operation & Maintenance 35,465.38 $445,428.48 Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Floros, seconded by Trustee Minton, moved to approve the Financial Report of March 31, 1977, subject to audit. Mr. Bud Cairns, Lions Club~ requested a waiver of fees for its carnival to be held July i thru July 5,~except for out- of-pocket expenses incurred by the Village. Trustee Minton, seconded by Trustee Richardson, moved to waive the fees except for out-of-pocket expenses for the Lions Club carnival. ADOPTION FISCAL 1977-78 BUDGET Trustee Floros suggested a hiring freeze on all newly proposed personnel and requested the budget be placed on the next agenda so that the newly elected Board may have the opportunity to amend it. Trustee Wattenberg spoke against the adoption of the proposed budget because funding allocations to several accounts appeared excessive to him. Trustee Minton stated although particular funds have been allocated, if the Board so chooses, they do not have to be placed in'the September, 1977, tax levy. Trustee Richardson asked for clarification regarding the monies~ allocated for the installation of the siren in the New Town a~a. Robert Nordli~ Library Board, requested the Board to reinstate the additional $31,900 cut from the Library Board budget. ~he Village Attorney requested an additional $8,700 in Personal Services to cover the hiring of temporary help due to the recent illness of the paralegal and legal secretary. Trustee Minton, seconded by Trustee Richardson, moved to amend the budget and increase by $8,700 the Personal Services Account of the Legal Department. Pg. 4 4-26-77 Trustee Richardson, seconded by Trustee Wattenberg, moved Ord.' for passage of Ordinance #2713: 2713 Ord. 2713 AN ORDINANCE GRANTING CERTAIN VARIATIONS FOR PROPERTY COMMONLY KNOWN AS THE SOUTHWEST CORNER OF PROSPECT AVENUE & CENTRAL ROADS (5-V-76, 25-V-76) Upon roll call: Ayes: Teichert Richardson Wattenberg Nays: Floros Hendricks Rhea Pass: Minton Trustee Minton explained he had not made up his mind on the issue as of yet. The Mayor explained that pass votes can only occur when there is a conflict of interest, of which there is none in this case for Trustee Minton. Trustee Minton, seconded by Trustee Richardson, moved to table the above named ordinance until the first part of the next Board meeting when as a member of the current Board he will vote on the issue. Trustee Minton was furnished with case files for the issue to aid in restudying the facts. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. COMMITTEE ANNOUNCEMENTS Finance Committee cancelled for April. SUBDIVISIONS Trustee Wattenberg, seconded by Trustee Richardson, mvoed to authorize the Mayor to sign and Clerk to attest Landmaster Resubdivision subject to posting of Public Improvements if necessary. Trustee Wattenberg, seconded by Trustee Richardson, moved to authorize the Mayor to sign and Clerk to'attest the Thunder- bird Subdivision subject to posting of Public Improvement Bonds if necessary. Time: 9:45 P.M. The Mayor reconvened the meeting to order. Time: 10:12 P.M.
