ROLL CALL Present upon roll call: Floros Hendricks Minton Rhea Richardson Wattenberg Absent: Teichert The Clerk accepted nominations for Chairman Pro Tem. Trustee Rhea nominated T~ustee Richardson for Chairman Pro Tem. Trustee Minton nominated Trustee Wattenberg for Chairman Pro Tem. Trustee Wattenberg nominated Trustee Hendricks fbr Chairman Pro Tem. Trustee Rhea, seconde~ by Trustee Richardson, moved to close nominations. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Rhea, seconded by Trustee Hendricks, moved to withdraw .~ considerations of all nominees other than Trustee Richardson for Chairman Pro Tem and name Trustee Richardson Chairman Pro Tem. APPROVAL OF MINUTES Trustee Minton, seconded by Trustee Rhea, moved to approve the minutes of March 1, 1977. Upon roll call: Ayes: Floros Hendricks M~.nton Rhea Richardson Wattenberg COMMUNICATIONS '& PETITIONS -- CITIZENS TO BE HEARD The Mt. Prospect Campfire Bluebirds initiated operation cupcake. One gallon blood donors were presented with their awards. Dick Clark, Red Lobster Inns of America, requested the Board pass an ordinance creating a Liquor License for Red Lobster. Trustee Floros, seconded by Trustee Wattenberg, moved to bring the item to the: floor and waive the rules requiring two readings of an ordinance. Trustee Floros, seconded by Trustee Minton, moved for passage of Ordinance #2703: :Ord. 2703 Liquor AN ORDINANCE AMENDING SECTION 13.107 OF THE MUNICIPAL CODE Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Art Braband, ll N. Pine St., asked the Board to put a moratorium on the construction of senior citizens buildings as a water ~mn. servation measure. The Village Manager responded by pointing ou.t under the newly adopted buildiag code all buildings must be constructed with water saving devices'. The Board took no'action on the request. MANAGER'S REPORT The Village Manager stated April 5, 1977 will be Cadet Girl Scout Government Day. 'The Cadet Scouts will, in the afternoon of April 5th, assume the roles~of Manager, Assistant Manager, Police Chief, Fire Chief, Dire~'tor of Public Works and Director of Health Services. A report by the scouts will be presented at the Board meeting, April 5th. The Village Manager advised 5 grants under the Cook County Community-Development Block Grant Program have been filed. MAYOR'S REPORT Bill Draper , Dell Corporation, requested Board passage of a Resolution authorizing execution of an a~reement providing for issuance of Village revenue bonds financing senior citizen housing. Since this type of Resolution w~ould be a. first for the Village, it was referred to the Finance Committee for further.study. COMMITTEE REPORTS BUILDING COMMITTEE Trustee Minton discussed his memo of 3-9-77 pertaining to in- creased police security to curb vandalism and kidnapping of young children. He stated much of this is already underway and further requested the Village administration to draft a letter asking residents in p,-t~nt~al vandalized areas to be on the watch for vandalism and 'q. 2 3/15/77 FINANCE COMMITTEE Trustee Floros, seconded by Trustee Rhea, moved for concurrence of the Committee's report and grant a Class C liquor license for the purpose of issuing it to Matthew Mele. (Booze Boutique) Upon roll call:. 'Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. FIRE & POLICE COMMITTEE Trustee Richardson, seconded by Trustee Minton, moved for concurrence of the Committee's report and extended the non-enforcement of the overnight parking ordinance on Wheeling Road until such time as the Fire & Police Committge has a solution to recommend. JUDICIARY COMMITTEE Trustee Wattenberg requested the administration to explore the feasibility of acquisition of the Northern Illinois Gas Co. property. The Committee has received an update of current litigation from the Village Attorney pursuant to its request. OTHER BUS~NESS i Trustee Minton, seconded by Trustee Rhea', moved for approval of judges for the April 19th election. Trustee Rhea, seconded by Trustee Floros, moved to approve the contract between the Village and Cook County for the Vote-A- Matic rental. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried, Trustee Floros, seconded by Trustee Hendricks, moved to approve the engineering plans for Algonq!uin Lane Apartments. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Rhea, seconded by Trustee Floros, moved for passage of Ordinance #2704: Ord. 2704 AN ORDINANCE AMENDING SECTION 23.103 OF THE ~ MUNICIPAL CODE Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. An ordinance amending the official Comprehensive Plan had its first reading. Trustee Hendricks, seconded by Trustee Minton, moved for approval of Parkview Subdivision (located 2 blocks east of Arlington Heights Road in unincorporated Cook County). Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Mr. Dietsche, 201 E, Berkshire, asked the Board if it was requested by anyone tO join Arlington Heights in a suit dealing with the impending referendum for School District #59. The Board stated no such request was made. ITEMS TO BE REFERRED The Doyles Subdivision was referred to the Building Committee. EXECUTIVE SESSION The Board recess'ed at 9:30 P.M. to enter into Executive Session. The Board reconvened at 10:15 P.M.
