ROLL CALL Present upon ~oll call: Floros Hendricks Rhea Richardson Wattenberg Absent: Teichert Minton The Clerk accepted nominations for Chairman Pro Tem. Trustee Floros, seconded by Trustee Wattenberg, moved to nominate Trustee Richardson as Chairman Pro Tem. Trustee Rhea, seconded by Trustee Hend~icks, moved to close the nominations. ~ Trustee Richardson assumed the chair~with unanimous consent. INVOCATION Chairman Richardson'gave the invocation. APPROVAL OF MINUTES Trustee Hendricks, seconded by Trustee Rhea, moved to approve the minutes with the following corrections: P. 4 add under the Public Health & Safety report, "Trustee Hendricks, seconded by %rustee Richardson, moved to authorize the Village to purchase 2 bicycle racks for location in the downtown area immediate- ly. Upon roll call: Ayes: Hendricks Richardson Nays: Floros Minton Rhea Motion defeated. Upon roll call: Ayes: Floros Hendricks Rhea Richardson Pass: Wattenberg ~ Motion carried. Trustee Minton arrived at 8:10 P.M. Chairman Richardson proceeded to bring the presentation of Resolution 7-77 to the floor. COMMUNICATIONS & PETITIONS -- CITIZENS TO BE HEARD Wheel±n~r. & Mrs. Miskowicz, landlords of Wheeling Apartments, requested Rd. the Board to rescin~ the 2 a.m. - 6 a.m. on-street parking park- restriction. -~- ing Both the Village Manager and Police Chief expressed doubts about granting such a request because of the precident it might set. After a thorough ~discussion, Trustee Floros, seconded by Trustee Wattenberg, moved to direct the Village Manager to instruct the Police Chief not to enforce the 2 a.m. - 6 a.m. parking restriction on Wheeling Road for a period of 2 weeks .... Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. The Police Chief asked for clarification to determine whether only Wheeling Road or the entire Boxwood area would be affected by the 2 week reprieve, i In order to avoid selecting enforcement, Trustee Floros, seconded by Trustee Minton, moved to amend the previous stated motion to include the entire Boxwood area. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Chairman Richardson read and presented proclamations issued by the Mayor to the Mt. Prospect Woman's Club and League of Women Voters. Trustee Wattenberg, seconded by Trustee Rhea, moved to waive the rules requiring two readings of an ordinance. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. Trustee Wattenberg, seconded by Trustee Rhea, moved for passage Ord. of Ordinance #2698: 2698 1977 REGULAR ELECTION ORDINANCE FOR THE VILLAGE OF MOUNT PROSPECT, COUNTY OF COOK, STATE OF ILLINOIS Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wattenberg Motion carried. FIRE & POLICE COMMITTEE Trustee Richardson, seconded by Trustee Minton, moved for concurrance of the Committee's report and accept the State Of Illinois Department of Insurance Report of Examination Mt. Prospect Police Pension Fund as of April 30, 1976. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson Wa~tenberg Motion carried. PUBLIC WORKS COMMITTEE Trustee Rhea presented a status report on the PUD Ordinance. An Ordinance Amending Section 23.103 of the Municipal Code had a first reading.
