INVOCATION Trustee Richardson gave the invocation. ROL_ CALL Present upon roll call: Teichert Floros Hendricks Mi'nton Rhea Richardson Wattenberg APPROVAL OF MINUTES OF DECEMBER 21, 1976 Trustee Wattenberg, seconded by Trustee Richardson, moved for approval of the minutes of December 21, 1976 with the following corrections: Under Approval of Minutes of December 7, 1976- Resolution 35-76 should read "A Resolution Authorizing the Acquisi- tion of Certain qeal Estate by Condemnation, if Necessary, which Re~l Estate is Generally Located on the East Side of Maple Street and the South Side of Prospect Avenue." APPROVAL OF BILLS Trustee Floros, seconded by Trustee Richardson, moved to approve the bills in the following amounts: General . . . $247,369.55 Parking ~y~t~ Revenue, 147.15 Motor. GQMMUNICATIONS & PETITIONS CITIZENS TO BE HEARD Norma Mura~ki~ p~e~ented one ga~lon B~OOO DO,Or AWardS, William H. Muhlenfeld, Executive Director - NWMC, presented NWMC the Conference's annual report. Mr. Muhlenfeld stated the pas~ year was one of great success for NWMC. Among the many accomplishmen%s initiated thrOugq NWMC efforts were: Creation of a join~ risk management/insurance entit · y, Equipment sharing in Public Works; Opposition to the County employer (head) tax; Joint purchasing and a grant award for a Boys Crisis Home. He praised the superb cooperation that he and his staff has re- ceived from the Elected Officials, Manager, and Departmen: Hea~s of Mt. Prospec~ since NWMC established headquarters ~n ~he Village Hall. Mayor Teichert reiterated the Board's pleasure in the excellent work the Conference is doing and the Village~s pride in having the NWMC centered in Mt. Prospect. MANAGER'S REPORT The Village Manager requested the proposed MSD s~orm sewer MSD reservoir at Busse and Central Rds. be charged to the Public Works Committee for further investigation. Request granted. The Manager reported the estimated costs for the spring census SPRING to be $33,125. He requested Board authorization to sign the 1977 necessary contracts for said census. CENSUS Trustee Wattenberg, seconded by Trustee Richardson, moved to authorize the Village manager to sign the necessary contracts with the U.S. Bureau of Census, for a special~ census, not to exceed $33,125. Upon roll call: Ayes: Floros Hendricks Minton Rhea Richardson wattenberg Motion carried. The Manager announced the Village was denied its Public Works Employment grant request. Also reported was the disabled veteran communication program (radio dispatchers). It began this month and is going smooth. MAYOR'S REPORT The Mayor oroclaimed January, 1977 as March of Dimes Birth Defects Prevention month. COMMITTEE REPORTS BUILDING COMMITTEE 66-V-76 Trustee Minton, seconded by Trustee Richardson, moved to have the Board not take action on Case 66-V-76 as amplified in._the Village Attorney's memo for said case. FINANCE COMMITTEE RESOLUTIO~rustee Floros, seconded by Trustee Rhea, moved for passage of 40-76 Resolution 40-76: (SHOULD BE A RESOLUTION AUTHORIZING THE EXECUTION OF A CERTAIN LEASE 1-77) FOR COURT ROOM SPACE Trustee Richardson them ~ointed out since this is the 1st Board mee~i~9 of a new year, the Resolution number should be 1-77. OTHER BUSINESS Trustee Richardson, seconded by Trustee Minton, moved for ORDINANCE pass.age of Ordinance 2688: 2688 AN ORDINANCE AMENDING THE TRAFFIC CODE Upon roll call: Ayes: Floros Hendricks Minton Rhea Ridhardson Wattenberg Motion carried. Trustee Richardson, seconded by Trustee Wattenberg, moved for passage of Resolution 2-77: RESOLUTION 2-77 A RESOLUTION DESIGNATING PERSONS WHO SHALL BE EXEMPT FROM PAYING FOR MOUNT PROSPECT MOTOR VEHICLE LICENSES Upon roll call': Ayes: Hendricks Minton Rhea Richardson Wattenberg Nays: Floros Motion carried. Trustee Minton, seconded'by Trustee Richardson, moved ~o waive the rules requiring two readings of an ordinance for the three ordinances affecting Algonquin Lane Subdivision. Trustee Richardson, seconded by Trustee Minton, moved for passage of Ordinance 2689: ORDINANCE AN ORDINANCE AMENDING MAP 31-S OF THE ZONING CODE OF THE 2689 VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Floros Minton Rhea Richardson Wattenberg Nays: Hendricks Motion carried. Trustee Richardson, seconded by Trustee Minton moved for passage of Ordinance .2690: AN ORDINANCE GRANTING A SPECIAL USE PERMIT IN THE NATURE OF A PLANNED UNIT DEVELOPMENT FOR PROPERTY LOCATED A~ ORDINANCE 2050 WEST ALGONQUIN ROAD, MT. PROSPECT, ILLINOIS 2690 Upon roll call: Ayes: Floros Minton Rhea Richardson Wattenberg Nays: Hendricks Motion carried.
