INVOCATION The invocation was given by Trustee Hendricks. ROLL CALL Present upon roll call: Mayor Krause Trustees Floros Hendricks Murauskis Richardson Wattenberg Absent: Trustee Minton APPROVAL OF MINUTES Trustee Hendricks, seconded by Trustee Murauskis, moved to approve the minutes of the regular Board meeting held October 3, 1978. Messrs. James Sheldon and Carl Gerkin, Trustees of the Elk Grove Rural Fire Protection District, requested the Village Board reconsider the decision to discontinue the fire protection agreement as of December 31, 1978. Mayor Krause, on behalf of the Board, stated that the Village had determined that providing such service was no longer feasible. MANAGER'S REPORT Acting Village Manager Jesse presented a proposal by Fire Chief Pairitz to purchase an ambulance, as budgeted for in the Capital Outlay program. Trustee Wattenberg, seconded by Trustee Floros, moved to authorize the purchase of an ambulance from Midwest Ambulance Sales for $23,340, and waive the bid requirement. Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. The subject of Westgate Road improvement was referred to the Public Works Committee. MAYOR'S REPORT Mayor Krause proclaimed October 31, 1978, as Trick or Treat Day in Mount Prospect. The week of October 22 - 28, 19787 was proclaimed by Mayor Krause as Law Enforcement Week. Trustee Richardson, seconded by Trustee Hendricks, moved to ratify the action taken in retaining outside counsel to render an opinion on the interpretation of the Zoning Ordinance as it applies to "Knights of Huntington" (Huntington Comzaons). COMMITTEE REPORTS BUILDING COMMITTEE Trustee Hendricks presented the October 11, 1978, report of the Building Co~nittee. ZBA 59-Z--78~ 60-SU-78, 61-V-78, Pickwick Cor~imons Trustee Hendricks, seconded by Trustee Wattenberg, moved for Board concurrence with the recommendations of the Zoning Board of Appeals and Building Committee to grant the requested re-zoning, special uses, an5 variations in ZBA Cases 59-Z-78, 60-SU-78 and 61-V-78. Trustee Hendricks, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ~rdinance relative to the above mentioned cases. Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2828 AN ORDINANCE ANNEXING PROPERTY COMMONLY KNOWN AS PICKWICK COMMONS, PICKWICK COMMONS SOUTH AND PICKWICK COMMONS WEST Upon roll call: Ayes: Floros Hendricks Richardson Wattenberg . Nays: Murauskis Motion carried. Trustee Hendricks, seconded by Trustee Wattenberg, moved to authorize the Mayor to sign and Clerk to attest her signature on the Plat of Annexation for Pickwick Commons area. Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2831 AN ORDINANCE GRANTING CERTAIN VARIATIONS FOR PROPERTY COMMONLY KNOWN AS PICKWICK COMMONS, PICKWICK COMMONS WEST AND PICKWICK COMMONS SOUTH (ZBA 61-V-78) Pg. 3 10-,17-75 Upon roll call: Ayes: Floros Hendrieks Richardson Wattenberg Nays: Murauskis Motion carried. Trustee Hendricks, seconded by Trustee Wattenberg, moved that the Village Board authorize the Village Manager to direct the Chief of Police not to enforce the overnight parking prohibition (2:00 a.m. to 6:00 a.m.) on the north side of Ida Court. Upon roll call: Ayes: Floros Hendricks Richardson Wattenberg Nays: Murauskis Motion carried. ZBA 54-V-78, NJ-Gas Property It was determined that only a few residents within 250' of the subject property had been notified of the petition therefore the case was referred back ~o the Zoning Board of Appeals to cure any and all defects. FINANCE COMMITTEE Trustee Floros, seconded by Trustee Murauskis, moved for passage of Ordinance No. 2832 AN ORDINANCE AMENDING SECTION 13.107 O~ THE MUNICIPAL CODE (Liquor License) Upon roll call: Ayes: Floros Hendricks '~urauskis Richardson Nays: Wattenberg Motion carried. FIRE AND POLICE COMMITTEE No report. JUDZCIARY COMMITTEE No report. PUBLIC HEALTH AND SAFETY COMMITTEE Trustee Murauskis~ seconded by Trustee Richardson, moved for passage of Ordinance No. 2833 AN ORDINANCE AMENDING THE TRAFFIC CODE Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Nays: Wattenberg Motion carried. PUBLIC WORKS COMMITTEE Trustee Richardson, seconded by Trustee Hendricks, moved for passage of Ordinance No. 2834 AN ORDINANCE AMENDING SECTION 23.110 OF THE -- MUNICIPAL CODE (Emergency Water Use Plan) Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved to waive the rule in order to discuss a subject not listed on the agenda regarding Infra-Red Flyover Program. Upon roil call: Ayes: Floros Hendricks M~rauskis Richardson Wattenber~ Nays: None Motion carried. rustee Richardson explained the Flyover Program would indicate those structures with heat loss by way of an infra-red c~aera. Trustee Richardson, seconded by Trustee Wattenberg, moved to authorize the administration to participate with the Northwest Municipal Conference in the Infra-Red Flyover Program at a cost to the Village of $1,400. Mayor Krause adjourned the meeting into Executive Session at 10:07 P.M. to discuss litigation.
