INVOCATION The invocation was given by Trustee Murauskis. ? ROLL CALL Present upon roll call: Mayor Krause Trustees Floros Hendricks Minton Murauskis Richardson Wattenberg APPROVAL OF MINUTES Trustee Wattenberg, seconded by Trustee Minton, moved to approve the minutes of the regular meeting of the Village Board held March 21, 1978. Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Pass: Minton Motion carried. Trustee Wattenberg, seconded by Trustee Murauskis, moved to approve the minutes of the special meeting of the Village Board held March 28, 1978. Upon roll call: Ayes: Floros Hbndricks Murauskis Richardson Wattenberg Pass: Minton Motion carried. Trustee Murauskis, seconded by Trustee Wattenberg, moved to ratif~ the action taken at the special meeting held March 28, 1978. APPROVAL OF BILLS Trustee Floros, seconded by Trustee Minton, moved to approve the following bills: General 201,453.38 Parking System Revenue 93.71 Motor Fuel Tax 4,358.20 Corporate Purposes Const.1974 203.00 Waterworks & Sewerage Fund 78~692.78 284,801.07 Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Arthur Braband, ll N. Pine, suggested Trustees. should bring up any Comments they might have earlier in the meeting, possibly under this item. MANAGER'S REPORT An Ordinance Authorizing the Sale by Auction of Automobiles Owned by the Village of Mount Prospect had its first reading. PG. 1 4/4/78 Trustee Richardson, seconded by Trustee Minton, moved to approve the engineering plans relative to the Meadows development on Northwest Highway. Upon roll call: Ayes: F!oros Hendricks Minton Richardson Wattenberg Nays: Murauskis Motion carried. Trustee Richarson, seconded by Trustee Minton, moved to accept the public improvements relative to the J & R Subdivision (Mark'T~rrace and Meier Road) and to return $300 held in escrow for said improvement, with $684 to be held by the Village to guarantee the construction for two years. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Assistant Village Manager Geick reported that Mount ProspeCt had collected the largest amount of fines within the Third Municipal District for month of February, 1978. MAYOR'S REPORT Mayor Krause proclaimed April 13, 1978, as Mount Prospect Extensioneers Day, in honor of their 10th anniversary. An Ordinance Amending Section 13.103A of Chapter 13 of the Municipal Code had its first reading. Mayor Krause presented the names of seven residents to serve on the Advisory Committee to study the present Library Board system. Trustee Wattenberg, seconded by Trustee Murauskis, moved to approve the following members of the Advisory Committee: Rees Miller, 510 See Gwun Thelda Idyl Nipper, 1216 E. Meadow Lane Donald E. Barra, 235 Hatlen Dottie Griffith, 411 Na Wa Ta Paula Charron, 602 N. Eastwood Rev. Anthony Tolbert, 112 S. Waverly Mitzi Vavra, 502 N. Prospect Mano~ Upon roll call: Ayes: . Trustee Minton, seconded by Trustee Murauskis, moved to approve the appointment o~ David Levene, 416 N. Russel, to the Business District Development and Redevelopment Commission, which term would expire May 1, 1980. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Richardson, seconded by Trustee Murauskis, moved to approve the re-appointment of Roger Anderson to the Zoning Board of Appeals, which term would expire May 1, 1983. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. 1 (~. 2 4/~/78 COMMITTEE REPORTS BUILDING COMMITTEE ~ Trustee Hendricks presented reports on ZBA 46-Z-77 and 47-Z-77 (Mount Prospect Plaza) Trustee Hendrick~, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2773 (ZBA 46-Z-77) AN ORDINANCE AMENDING MAPS 9-N AND 10-N OP THE ZONING ORDINANCE Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg Nays: Floros Murauskis Motion carried. Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2774 (ZBA 47-V-77) AN ORDINANCE GRANTING CERTAIN VARIATIONS FOR PROPERTY COMMONLY KNOWN AS THE MOUNT PROSPECT PLAZA Upon roll call: Ayes: Hendricks Minton Richardson Wattenberg Nays: Floros Murauskis Motion carried. Trustee Hendricks, seconded by Trustee Wattenberg, moved to bring the tabled moti6n fo~ concurrence with the Zoning Board of Appeals and Building Committee and grant the requested re-zoning in ZBA 52-Z-77 to the floor. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Attorney Bernard Lee gave a presentation relative to the proposed parking lot to be located at 101 S. Maple for the Mount Prospect State Bank. The following persons spoke in favor of the proposed use: George R. Busse' George Anderson Lois Anderson Bart KelJik Hal Predovich Mr. Lee also read letters from C. O. Sehlaver and" Ben Trapani in support of the proposal. The following people spoke in opposition to the proposal: Pauline Marini, 14 S. Maple Arthur Braband, 11 N. Pine Donna Winkler, 20 S. Elm Trustee Floros expressed concern over the conversion of a residential area to a parking lot. Following considerable discussion, Mayor Krause called the motion for a vote. Upon roll call: Ayes: Minton MurauBkis Richardson Wattenberg Nays: Floros Hendricks Motion carried. An Ordinance Amending Map 8-S of the Zoning Ordinance (ZBA 52-Z-77) had its first reading. PG. 3 4/4/78 An Ordinance Granting a Variation for Property Commonly Known as 101 S. Maple (ZBA 53-V-77) had its first reading. Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2775 (ZBA 54-Z-77) 'AN ORDINANCE AMENDING MAP 25-N OF THE ZONING ORDINANCE Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2776 (ZBA 11-Z-78) ~ AN ORDINANCE AMENDING MAP 8-$ OF THE ZONING ORDINANCE Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2778 (ZBA 8-SU-78) AN ORDINANCE GRANTING A SPECIAL USE FOR PROPERTY COMMONLY KNOWN AS 2010 CAMP MC DONALD ROAD ~ Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg, Motion carried. FINANCE COMMITTEE A public hearing for the annual budget for the Village of Mount Prospect, 1978-79 was held. Ed Miller, 131 S. Kenilworth, complimented the Village Board for their efforts in holding the line Qn spending relative to the proposed budget. Adoption of the 1978-79 budget was referred to the April 18th meeting of the Village Board, and the public hearing to discuss the proposed budget was closed. Trustee Floros, seconded by Trustee Richardson, moved to waive the rule requiring two readings of an ordinance relative ~_~ to the sale of Village owned property at 309 N. William. ~pon roll call: Ayes: Floros Hendricks Minton i Murauskis Richardson Wattenberg Motion carried. Trustee Floros, seconded by Trustee Richardson, moved for Passage-~f Ordinance No. 2779. AN_ORDINANCE AUTHORIZING THE SALE OF CERTAIN PROPERTY OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS PG. 4 4/4/78 Upon roll call: Ayes: Floros~ Hendricks Minton Murauskis Richardson Watt~nberg.~. Motion carried. An Ordinance Establishing Cea~tain Plans for Deferred Compensation had its first reading. FIRE AND POLICE COMMITTEE No report. JUDICIARY COMMITTEE No report. PUBLIC HEALTH AND SAFETY COMMITTEE Trustee Murauskis, seconded by Trustee Richardson, moved for passage of Ordinance No. 2780. AN ORDINANCE RECODIFYING CHAPTER 20 OF THE MUNICIPAL CODE Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Motion carried. PUBLIC WORKS COMMITTEE An Ordinance to Provide a Revised Water Rate Schedule had its first reading. OTHER BUSINESS Trustee Murauskis, seconded by Trustee Floros, moved to authorize the Mayor to sign and Clerk to attest the George R. Busse Plat of Subdivision (Northwest corner of School Street and Northwest Highway) subject to the posting of any bonds for public improvements, if necessary. roll call: Ayes: Floros Hendricks Minton Upon Murauskis Richardson Wattenberg Motion carried. Golf Road COMMITTEE ANNOUNCEMENTS Trustee Hendricks announced the Building Committee would meet April 12th. Trustee Murauskis announced the Public Health & Safety Committee would meet April 13th. FOR INFORMATION ONLY It was noted that a Pre-Bid Conference relative to the proposed garbage contracts, would be held April 12th, at 4:00 P.M. in the Trustees' Room, A Committee of the Whole meeting was scheduled for April 17th at 8:00 P.M. in the Trustees' Room for the purpose of reviewing revisions to the Zonin~ ~rdinance. Mayor Krause called an Executive Session in order to discuss personnel and litigation.at 10:10 P.M. The meeting was reconvened at 10:44 P.M. Trustee Minton, seconded by Trustee Richardson, moved to authorize Ross, Hardies to defend the Villages interest in tax objection Case No. 78 CO 14-583.
