I~VOCATION The invocation was given by Trustee Flores. ROLL CALL Present upon roll call: Mayor Krause Trustees Flores Hendricks Minton Murauskis Richardson Absent: Trustee Wattenberg APPROVAL OF MINUTES Trustee Flores, seconded~ by Trustee Richardson, moved to approve the minutes of the regular meeting held February ?, 1978. Upon roll call: Ayes: Flores Hendricks Murauskis Richardson Pass: Minton Nays: None Motion carried. APPROVAL OF BILLS AND FINANCIAL REPORT Trustee Flores, seconded by Trustee Richardson, moved to approve the folIbwing bills: General $238,565.72 Parking System Revenue 539.52 Motor Fuel Tax 19,I88.58 Corporate Purposes Const. 1973 34,944,95 Corporate Purposes Const. 1974 1,367.90 General Obligation Bd. & Int. 10,953.20 Waterworks & Sewerage Fund' 53,745.38 359,305.25 Upon roll call: Ayes: Flores Hendricks Minton Murauskis Richardson Nays: None Motion carried. Trustee Flores, seconded by Trustee Richardson moved to approve the financial report dated January 31, 1978, subject to audit. Upon roll call: Ayes: Flores Hendricks Minton Murauskis Richardson Nays: None Motion carried. MAYOR'S REPORT Mayor Krause presented a Resolution congratulating the Forest View Girls Bowling Team. Trustee Minton, seconded by Trustee Murauskis, moved for passage of Rezotution 9-78 A RESOLUTION OF CONGRATULATIONS TO THE FOREST VIEW GIRLS BOWLING TEAM Upon roll call: Ayes: Flores Hendricks Minton Murauskis Richardson ~ Nays: None Motion carried. PG. i 2/21/78 i Mayor Krause expressed appreciation to Eugene Brad~ke and Ray Friend for serving on commissions, following their resignation, noting that Certificates of Merit would be forwarded to them. MANAGER'S REPORT Village Manager Epptey presented a Resolution relative to the poor condition of two State roads. Trustee Hendricks, seconded by Trustee Richardson, moved for passage of Resolution No. 10-78 A RESOLUTION REQUESTING EMERGENCY AID FOR HIGHWAY REPAIR ON STATE CONTROLLED HIGHWAYS #12 AND #83. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Nays: None Motion carried. Copies of Resolution No. 10-78 would be forwarded to Governor Thompson, Senator Regner, Department of Transportation and Mr. J. Moore, 616 Prospect Manor. Mr. Eppley brought the matter of lifting the hiring freeze in order to replace a part-time secretary in the Health Services Department, Senior Citizen Center. Mayor Krause noted to senior citizens in the audience that no change in services would take place due to the vacancy. The following residents spoke in favor of lifting the hiring freeze in order to fill the part-time vacancy. Fred Jilek, 20 W. Shabonee Trail Mr. Wagner, President of the Men's Club Rudy Vergin, 19 N. pine George Sanford, 1510 N. Emerson Irene Stephan, 318 S, William Edna Boler, 110 E. Lincoln Jerome Clauser, 302 S. Kenilworth, member of the Finance Commission, supported the recommendation of the Finance Commission and deny the request to lifb the hiring freeze. Trustee Minton, seconded by Trustee Richardson, moved to lift the hiring freeze and hire a part-time secretary in the Senior Citizen Center. Upon roll call: Ayes: Minton Richardson Nays: Floros Hendricks Murauskis Krause Motion failed. COMMITTEE REPORTS BUILDING COMMITTEE An Ordinance Increasing Fees Before the Zoning Board of Appeals was referred back to the Building Committee for ~-~ certain amendments. George Anderson, Chairman of the Chamber of Commerce, spoke in opposition to the proposed increase in Zoning Board fees. FINANCE COMMITTEE Trustee Floros reported on the Finance Committee meeting held February 2, 1978, relative to a proposal to dissolve the elected Library Board. Isabella The matter was continued to the March 7th meeting of the Village Board in order to gather additional in-put. FIRE AND POLICE COMMITTEE Trustee Minton, seconded by Trustee Richardson, moved to waive the rule in order to bring a matter to the floor that was not listed on the agenda relative to reconsideration of Ordinance No. 2769, An Ordinance Enacting Strict Controls Over Conflict of Interest. Upon roll call: Ayes: Hendricks Minton Richardson Nays: Floros Murauskis Krause Motion failed. Trustee Minton expressed concern over the passage of Ordinance NQ.~ 2769, noting that by passing said Ordinance it was his feeling a conflict of interezt-could arise hy representing a client in a real estate matter for property within the corporate boundaries of the Village of Mount Prospect. Trustee Minton also mentioned that House Bill No. 1317 would become effective July, 1978, Which Bill would govern conflicts of interest. Edward Rhea, 1829 Palm Drive, expressed his concern relative to the passage of Ordinance No.' 2769. Ed Miller, 131 S, Kenilworth~ spoke in favor of said ~ ~ Ordinance. Further comments relative to the matter would be set forth in the Trustee Minton's report from the Fire & Police Committee. PUBLIC HEALTH AND SAFETY COMMITTEE A Committee of the Whole meeting was sch~du~ed~for ~o~day, February 27th, at 7:30 P.M. in the Trustee's Room for the purpose of discussing bid ~roposals for scavenger service. PUBLIC WORKS COMMITTEE Trustee Richardson, seconded by Trustee Hendricks, moved for passage of Ordinance No. 2770 AN ORDINANCE ESTABLISHING PROCEDURES FOR SEWER AND WATER MAIN RECAPTURE AGREEMENTS Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Nays: None Motion carried. OTHER BUSINESS Mayor Krause presented a Certification of Results of the election held by the Public Works Department to determine whether an organizatign known as AI E should represent certain members of that department, The certification indicated 30 votes in favor of the question, 12 against. Trustee Minton, seconded by Trustee Floros, moved to accept the Certification of Results of the Public Works election. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Nays: None Motion carried. Trustee Richardson, seconded by Trustee Hendricks, moved to authorize the Mayor to sign and Clerk to attest the PG. 3 2/21/78 i Mucci's Tamarack-Thornwood Park Plat of Subdivision. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Nays: None Motion carried. Trustee Richardson, seconded by Trustee Floros, moved to authorize the Mayor to sign and Clerk to attest the three plats of subdivision known as Robert Joseph Unit #2 Robert Joseph Unit #3, and Robert Joseph Unit #4, subject to any public improvements bonds being posted, if necessary. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Nays: None Motion carried. Trustee Richardson, seconded by Trustee Floros~ moved to authorize the Mayor to sign and Clerk to attest the renewal lease with V & G Printers, 34 S. Busse Avenue. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Nays: None Motion carried. COMMITTEE ANNOUNCEMENTS' The following Committee meeting date~ were announced~ Building Committee - March 8 Finance Committee - February 23 Public Health & Safety - March 9 ADJOURNMENT Trustee Murauskis, seconded by Trustee Richardson moved to adjourn the meeting.
