INVOCATION INVOCATION The invocation was given by Trustee Richardson. PpROVAL OF Trustee Wattenberg, seconded by Trustee Farley, moved to approve MINUTES. the minutes of the regular meeting of the Board of Trustees held November 6, 1979. Upon roll call: Ayes: Farley Floros Murauskis Wattenberg Nays: None Pass: Miller Richardson Motion carried. Trustee Floros requested information as to why the motion ARCHIPLAN relative to the contract with Archiplan for a new roof on the Public CONTRACT. Safety Building failed with a 3-2 vote. General Counsel, Marlin ,Public Safety Bldg. Smith, explained that a 2/3 vote is required when the motion Roof applies to the expenditure of funds. Trustee Miller, seconded by Trustee Richardson, moved to FINANCIAL REPORT accept the Financial Report dated October 31, 1979, subject to audit. CENTRAL COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Mrs. Judy Kermin, 1042 W~. Central Road, requested .the Board to look into the construction equipment operating at the 1000 W. Central Rd. site operating before 8:00 A.M. The Village Manager stated that additional action would be taken. GREGORY ST. AT RAND RD. Mrs. Menczywor, 509 N. Elm St., and Mrs. Passenheim, 519 N. Elm St. requested information as to why Gregory Street had been closed on a permanent basis at Rand Road. Mayor Krause stated that a meeting had been called with the Illinois Department of Transportation to clear up th~ situation, since that was not the intention of the Village Board when the Rauenhorst Development was approved. ELM AND HIGHLAND Mark Schoeffmann, 512 N. Maple Street, requested the proposed PARKING ordinance on the agenda regarding parking restrictions at Elm and Highand be referred back to Committee for further study, since several residents in that area did not want to see such restrictions imposed on their streets. Trustee Wattenberg invited those residents to attend the November 29th meeting of the Public Health & Safety Committee for further discussion on the problem. iELM & HIGHLAND PARKING Mrs. Passenheim, 519 N. Elm Street, noted that there was a problem with the parking problems in the area around Elm & Highland. WESTGATE ROAD IMPROVEMENT Miss Nipper, 1216 East Cardinal Lane, complimented the work being done on Westgate Road and that the contractor was doing a fine job. PROSPECT MANAGER'S REPORT MEADOWS WATER Village Manager Burghard presented a resolution for Board ,CO. ACQUISITION consideration relative to the purchase of Prospect Meadows Water ._ _ Company..~ Trustee Richardson, seconded by Trustee Wattenberg, moved .RES. 42-79 for passage of Resolution No. 42-79. A~RESOLUTION AUTHORIZING THE EXEC~]TION (~F AN AGREEMENT TO PURCHASE BETWEEN PROSPECT MEADOWS WATER COMPANY OF ILLINOIS AND VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Farley, seconded by Trustee Murauskis, moved to authorize the Mayor to sign and Clerk to attest her signature on any and all documents necessary for the purchase of Prospect Meadows Water Company. Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Mr. Burghard presented a resolution' and agreement relative NORTHWEST to the Central Dispatch Center, which would change the name CENTRAL to Northwest Central Dispatching System, which agreement DISPATCHING would be amended to include Fire Department in addition to the .SYSTEM existing Police Department dispatching. Trustee Wattenberg, seconded by Trustee Richardson, moved for passage of Resolution No. 43-79 and to authorize the Mayor to sign and Clerk to attest her s~.gnature on the subject Agreement. 2 ].1/20/79 A RESOLUTION AUTHORIZING~'~HE:~EKECUTION OF THE RES. 43-79 NORTHWEST CENTRAL DISPATCHING SYSTEMS VENTURE AGREEMENT Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Mr. Burghard requested direction from the Village Board relative ARCHIPLAN to the proposed repair or replacement of the roof on the Public CONTRACT - Safety Building since the motion had failed at the November 6th Public Safety Bldg. meeting to enter into a contract with Archiplan, Ine o for a Roof new pitched roof on that building, Trustee Richardson, seconded by Trustee Floros, moved~ to reconsider the action taken at the November 6th meeting relative to the Public Safety Building roof repair or replacement. Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. ~Trustee Floros, seconded by Trustee Richardson, moved to authorize the Manager to enter into an agreement with Archiplan, Inc. for the design, bidding and necessary inspections of the Public Safety Building roof in an amount not to exceed $7,500. ~ Upon roll call: Ayes: Farley Floros Miller Richardson Wattenberg Nays: Murauskis Krause Motion carried. A Resolution Authorizing the Participation in Manpower Eqi~ipment M .E .R.I.T & Resource Investigation Team (M .E .R .I.T .) was referred back PROGRAM to the Fire and Police Committee for further review. Mr. Burghard presented a~ ordinance changing the name of STREET NAME Whitegate Lane to Whitegate Drive. - CHANGE - Whitegate Drive Trustee Wattenberg, seconded by Trustee Farley, moved to waive the rule requiring two readings of an ordinance. Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None_ Motion carried. , Trustee Richardson, seconded by Trustee Wattenberg, moved ORD. 2959 - for passage of Ordinance No. 2959 AN ORDINANCE AMENDING ORDINANCE NO. 2948 RENAMING CERTAIN STREETS IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. - 3 - 11/20/79 Mr. Burghard stated that the Rand/Central/Mount Prospect Road improvement should be open for Rand Road traffic by the first week in December. SUPPORT FOR MAYOR'S REPORT AMERICAN Mayor Krause requested the Board offer a motion supporting __ 'HOSTAGES IN IRAN the action of the United States government during the troubled time in Iran and the fact that American hostages were being held. Trustee Richardson, seconded by Trustee Floros, moved to urge all Mount Prospect residents to fly the American flag to show support for the Americans being held in Iran for the entire period until the American hostages are freed. COMMITTEE REPORTS BUILDING COMMITTEE ZBA 48-A-79 ZBA 48-A-79, Zoning Ordinance Amendments Zoning Ordinance Trustee Floros, seconded by Trustee Murauskis, moved to ,~,mendments... passage of Ordinance No. 2960 ORD. NO. 2960 AN ORDINANCE AMENDING SPECIFIED SECTIONS OF __ THE ZONING ORDINANCE Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Krause Nays: None Motion carried. ZBA 63/64/65/66~79. ZBA 63-Z-79, ZBA 64-A-79, ZBA 65-SU-79, ZBA 66-V-79 Arrow Road Const. 3401 South Busse Road Trustee Floros deferred this report later in the meeting under OTHER BUSINESS. ZBA 67-Z-79 Trustee Floros also requested that ZBA 67-Z-79, proposed commuter ~hs Bonee & Maple parking at Sha Bonee Trail and Maple Street, be reported out Commuter Parking before the entire Village Board at the December 4th meeting,, instead of the Building Committee meeting. Ail interested parties would be notified. FINANCE COMMITTEE Trustee Miller presented the Finance Committee report of the meeting held November 11, 1979 -- DOMINICKS It was reported that the new Dominicks, Elmhurst Road and Golf LIQUOR LICENSE Road, requested a Class "C" liquor license. AMENDMENT Trustee Miller, seconded by Trustee Richardson, moved to concur TO CHAPTER 13 with the recommendation of the Finance Committee and create a Class "C" liquor license for Dominicks Finer Foods at Elmhurst and Golf Roads, provided that a separate cash register be provided for all such liquor~ purchases. - ~ 11/20/79 Upon roll call: Ayes: Miller Murauskis Richardson Wattenberg Nays: Farley Floros Motion ~carried. General Counsel was directed to draft the necessary ordinance creating a Class '~C",liquor license and to amend Chapter 13 requiring food establishments selling alcoholic beverages as an additional use to food sales, to provide a separate cash register Trustee Miller presented a request from Wag's Restaurant WAG'S RESTAURAN (Elrnhurst and Golf Roads) for a Class "W, liquor license. LIQUOR LICENSE T~Ustee Miller, seconded by Trustee Richardson, moved to ~oncur with the recommendation of the Finance Committee to create a Class "W" liquor license for Wag's Restaurant. General Counsel was directed to draft the necessary ordinance creating a Class ,W" liquor license. Trustee Miller presented two bids submitted for boiler and .BIDS: BOILER & machinery insurance: MACHINERY INS. Arthur J. Gallagher & ComPany $9,845 Radtke Insurance $7,384 Trustee Miller, seconded by Trustee Richardson, moved to concur with the recommendation of the Finance Committee to accept the low bid submitted by Radtke Insurance Company in the amount of $7,384 for boiler and machinery insurance. FIRE AND POLICE COMMIT~rEE Trustee Mur~uskis presented the Fire and police Committee report of the meeting held October 22, 1979. Trustee Murauskis, seconded by Trustee Miller, moved to FALSE ALARM concur with the recommendation of the Fire and Police COmmittee REGULATIONS to pass the necessary ordinance regulating false alarms. Upon roll call: Ayes: Farley Eloros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. - , General Counsel was directed to draft the necessary ordinance for the next Board meeting. Trustee Murauskis, seconded by Trustee Floros, moved to jBUILD~NG CODE concur with the recommendation of the Fire and Police Committee AM~MENT - to amend the Building Code to reflect additional wording relating LIFE~'~FETY to life safety features in multi-family dwellings.
