INVOCATION The invocation was given by Trustee Miller. ROLL CALL Present upon roll ~all: Mayor Krause Trustees Farley Floros Miller Murauskis Richardson Wattenberg APPROVAL OF MINUTES Trustee Farley, seconded by Trustee Murauskis, moved to approve the minutes of the July 3, 1979 meeting of the Village Board. APPROVAL OF BILLS AND FINANCIAL REPORT Trustee Miller', seconded by Trustee Richardson, moved to approve the following bills: General 343,472.48 Revenue Sharing F~und 10,200.00 Motor Fuel Tax 2,451.37 Community Development Fund 3,095.17 Special Sewer Fund 27,443.65 Waterworks & Sewerage Fund 80,401.66 Parking System Revenue 1,140.22 468,024.55 Upon roll calli Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Miller, seconded by Trustee Murauskis, moved to accept the Financial Report dated June 30, 1979, subject to audit. Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None. MANAGER'S REPORT Village Manager Burghard reported that bids were opened on May 30, 1979, for sign materials, however, the specifications were misinterpreted by the various bidders, necessitating re-bidding. On July 10, 1979, the following bids were submitted for sign materials (79-00000-00-GM) Minnesota Mining & Mfg. Co. Incomplete Bid 3M Center Bldg. 223-39 St. Paul, Minn. 55101 American Highway Sign Co. $3,682.45 P. O. Box 188 East Longmeadow, Mass. 01028 U.S. Standard Sign Co. $3,461.40 P. O. Box 4005 Toledo, Ohio 43609 Fosco Fabricators, Inc. $3,375.70 P. O. Box 200 Dixon, Illinois 61201 Trustee Richardson, seconded by Trustee Wattenberg, moved to accept the Iow bid received from Fosco Fabricators, Inc. in the amount of $3 ,~375.00 for the purchase of Reflective Face and Sign Materials. (MFT 79-00000-00-GM) Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Mr. Burghard presented a proposal for Boiler and Machinery Insurance submitted by A. J. Gallagher in the amount of $9,845.00, with $2,000 deductible. It was the determination of the Board to go out for bid on insurance coverage on this item. The Manager presented the plans submitted by Countryside Bank for an additional drive-up teller window. This plan had been reviewed by the Community Development Director and Village Manager and approval was given to proceed with the installation of the additional drive-up window with no substantial change to the existing landscaping. An MFT Resolution was presented by .the Manager relative to the Rand/ Central/Mount Prospect Road improvement, allocating $200,000 for the Villages share of that improvement (72-00045-00-00 PW) Trustee Richardson, seconded by Trustee Wattenberg, moved for passage of Resolution 21-79 (72-00045-00-00 PW) A RESOLUTION APPROPRIATING FUNDS TO PAY VILLAGE'S SHARE OF THE RAND/CENTRAL/MOUNT PROSPECT ROAD IMPROVEMENT Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Mr. Burghard gave a status report on the repairs of Well #6, noting that it appeared the bowl was defective, and necessary steps were being taken to repair that well. MAYOR'S REPORT No report. - 2 - 7/17/79 OMMITTEE REPORTS BUILDING COMMITTEE Trustee Floros presented those items appearing under the Building Committee. ZBA 21-V-79, 1000 West Central Road Trustee Floros, seconded by Trustee Richardson, moved to adopt Ordinance No. 2922 AN ORDINANCE GRANTING SPEciFIED VARIATIONS FOR PROPERTY LOC.~ED AT 1000 WEST CENTRAL ROAD Upon roll call: Ayes: Farley Floros Miller Murauski$ Richardson Wattenberg Nays: None Motion carried. Sharon Strobe, 16 North Lancaster, and Judy Kermit, 1042 W. Central, spoke relative to the proposed vacation of Henry Street, Prospect Avenue, and the alley. It was the determination 0f legal counsel that vacations must be discussed at a Public Hearing, and therefore a Public Hearing was established for August 13, 1979, at the Building Committee. Trustee Floros, seconded by Trustee Murauskis, moved that the President and Board of Trustees of the Village of Mount Prospect recognize the concern of the residents with respect to the subject property (1000 W. Central Road) was the vacation of certain streets', namely Prospect Avenue, Henry Street, and the alley, .and that in view of that the Board represents and moved that it will consider an ordinance vacating those streets after Publie Hearing and will adopt such an ordinance. ZBA 29-SU-79 and ZBA 30-V-79, Mount Prospect Plaza (K-Mart) Trustee Floros, seconded by Trustee Richardson, moved to pass Ordinance No. 2923 AN ORDINANCE AMENDING ORDINANCE NO. 2774 AND GRANTING A SPECIAL USE PERMIT FOR THE K-MART PROPERTY AND SPECIFIED VARIATIONS FOR THE CERMAK PROPERTY Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. ZBA 31-V-79, Southwest corner Elmhurst and Golf Roads Trustee Floros, seconded by Trustee Richardson, moved for passage of Ordinance No. 2924 AN ORDINANCE GRANTING SPECIFIED VARIATIONS FOR DI MUCCI PROPERTY AT GOLF AND ELMHURST ROADS Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. 3 7/17/79 FINANCE COMMITTEE Trustee Miller presented those items listed under the Finance Committee. Trustee Miller, seconded by Trustee Floros, moved for passage of Ordinance No. 2925 AN ORDINANCE AUTHORIZING THE VILLAGE OF MOUNT PROSPECT TO ISSUE INDUSTRIAL AND COMMERCIAL PROJECT REVENUE BONDS Upon roll call: Ayes: Farley Floros Miller Richardson Wattenberg Nays: Murauskis Motion carried. An Ordinance Establishing Procedures and Fees for Applications for Industrial and Commerical Revenue Bonds had its first reading. Col. Ralph Arthur, 14 W. Hiawatha, spoke in opposition to the issuance of bonds for K-Mart. Miss Nipper, 1216 E. Meadow Lane, spoke in favor of K-Mart. Trustee Miller, seconded by Trustee Wattenberg, moved for passage of Resolution 22-79 A RESOLUTION APPROVING MEMORANDUM OF AGREEMENT (Maisel, Cermak, and Village) Upon roll call: Ayes: Farley Floros Miller Richardson Wattenberg Nays: Murauskis Motion carried. Trustee Miller, seconded by Trustee Floros, moved to waive the rule requiring two readings of an ordinance relative to granting a liquor license to Pepe's Tacos (208 E. Rand Road) . Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Miller, seconded by Trustee Richardson, moved for passage of Ordinance No. 2926 (increasing Class "R" licenses by one for Pepe's Tacos) AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICIPAL CODE Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. FIRE AND POLICE COMMITTEE No report. LEGISLATIVE/JUDICIARY COMMITTEE Trustee Richardson presented House Bill 2167 pending in the State Legislature recommending the Village Board oppose this Bill. ~rustee Richardson, seconded by Trustee Floros, moved to authorize the Village 5[anager to send a telegram to the Governor - 4 - 7/17/79 tating the Village/of Mount Pros'ped~:0pP6ses House Bill 2167. Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. PUBLIC HEALTH AND SAFETY COMMITTEE An Ordinance Amending Chapter 11 of the Municipal Code (increasing the fares charged by taxi-cabs) had its first reading. An Ordinance Amen~ling the Traffic Code also had its first reading. Trustee Wattenberg requested that action he taken relative to the recent law suit filed by Teichert, Link, and Rhea against certain members of the Village Board and administration. T.rustee Wattenberg, seconded by Trustee Murauskis, moved to authorize Burke ~and Burke to file a Special and Limited Appearance on behalf of the parties named in the law suit 79 M 3 827. Upon roll call: Ayes: Farley Floros Miller Murauskis Wattenberg Nays: None pass: Richardson Motion carried. PUBLIC WORKS COMMITTEE Trustee Farley presented that part of the Public Works Committee relative to the proposed crossing signal at Council Trail and Route 83. Trustee Farley, seconded by Trustee Miller, moved to concur with the recommendation of the Public Works Committee for the Village to pay 50% of the installation costs of a crossing signal at COuncil Trail and Route 83 ~ which would be a pedestrian only signal. Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Nays: Wattenberg Motion carried. OTHER BUSINESS An Ordinance Amending the Electrical Code (Chapter 21) had its first reading. ITEMS TO BE REFERRED The subject of South Albert Street Traffic Proposal was referred to the Public Health and Safety Committee.
