INVOCATION The invocation was given by Trustee Richardson. APPROVAL OF MINUTES Trustee Wattenberg, seconded by Trustee Richardson, moved to approve the minutes of the regular meeting of the Mayor and Board of Trustees held March 20, 1979. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Mayor Krause expressed appreciation to the following residents for · the years of service on various Commissions, and presented certificates of Merit to the following: Bob Teepe for serving on DAMP James Soyka for serving on the Drainage and Clean Streams Commission Jerry Clausen for serving on the Finance Commission Jack Meske, Chairman of the Mount Prospect Lions Club Carnival, requested the Board waive all the feel including out-of-pocket expenses involved with the 1979 Village Fair, to be held June 29 - July 4, 1979. Trustee Minton, seconded by Trustee Wattenberg, moved to waive the fees involved with the Lions Club Carnival, including out-of-pocket expenses. Busenhsrt Edgar Nee Alice Rustemeyer MANAGER'S REPORT Village Manager Burghard presented his report, the first item being an ordinance transferring funds within the 1978-79 budget. Trustee Floros, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance relative to appropriation transfers. Trustee Floros, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2898 AN ORDINANCE MAKING CERTAIN APPROPRIATION TRANSFERS WITHIN TI-I~ ANNUAL FISCAL 1978-79 BUDGET Upon roll call: Ayes: Floros Minton Murauskis Richardson Wattenberg -- Nays: None Motion carried. Mr. Burghard presented the various bid opening results. The following bids were received for the proposed sandblasting and painting of the interior of a water reservoir at Well #5: Jetco Ltd. $20,234.00 Neumann Co. Contractor Inc. $21,900.00 Trustee Wattenberg, seconded by Trustee Richardson, moved to accept the low bid submitted by Jetco Ltd. in'the amount of $20,234.00 for the sandblasting and painting of Well #5 and execute a purchase order for the work by Jetco. Mr. Burghard presented the bids opened April 12, 1979, for the purchase and planting of 163 trees and bushes to develop a neighborhood park at Thornwood and Tamarack. Ralph Kottke Landscaping $16,543.00 Berthold Nursery 22,532.00 Charles Klehm & Son Nursery 10,955.90 Charles Fiore Nurseries, Inc. 7,540.09 Since Charles Fiore Nurseries, Inc., submitting a bid that did not meet all the specifications, Mr. Burghard recommended accepting the low bid received from Charles Klehm & Son Nursery--. Trustee Wattenberg, seconded by Trustee Richardson, moved to accept the Iow bid submitted by Charles Klehm & Son Nursery in the amount of $10,955.00 and authorized the issuance of a purchase order to that effect. The Village Manager presented bids received for the installation of sidewalks around the park at Tamarack and Thornwood, which bids were opened April 16, 1979. The following bids were received: "K" Koncrete $5,874.80 Ray Clements & Sons 5,570.00 Schroeder & Schroeder Inc. 6,342.30 Mohawk Const. Co. 4,959.00 Trustee Richardson, seconded by Trustee Floros, moved to accept the low bid submitted by Mohawk Construction Company in the amount of $4,959.00 and authorized the administration to enter into a purchase order at a cost not to exceed $4,959.00. The Village Manager presented various quotes received from three insurance firms relative to property and casualty insurance coverage, which quotes are attached to these minutes. The subject of insurance coverage was deferred to a later date in order for the Insurance. and Finance Commissions as well as the administration to further review the specifications and other requirements of the Village. A public hearing for the purpose of discussing revenue sharing. recommended appropriation and recommended budget appropriations was held. The Village Manager noted that there was a total of $420,000 in revenue sharing funds with recommended areas to be funded as follows: Pg. 4 4/17/79 Purchase of 9 Police vehicles~ ~d ~s-i-bar units; The Village's portion ~f il~ ~}6~6~:~ 'Maple Street Crossing'; New pitched roof for Public Safety Building; Automatic fire detection device; Street sweeper replacement; Two snow plow replacements; Sidewalk snow removal unit; Snow p}ower replacement; Replacement of two Pool Cars; and Contingency fund for the Library. Mr, Burghard presented the 1979-80 budget, noting that although it would appear the budget had increased 7.5% over 1978-79, this was due to the new format which indicates reimburseable items not previously.shown in the budget, such as Federally subsized programs. With no further discussion coming from the Board or audience, the public hearing was declared closed. Trustee Minton, seconded by Trustee Richardson, moved to waive the rule requiring two readings of an ordinance, relative to the 1979-80 budget. Trustee Floros, seconded by Trustee Minton, moved for passage of Ordinance No. 2899 AN ORDINANCE ADOPTING THE ANNUAL BUDGET, 1979-80 Upon roll call: Ayes: Floros Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Mr. Burghard requested direction from the Board relative to discussion on the rate increase request presently pending before the ICC filed by Citizens Utilities Company. Trustee Wattenberg, seconded by Trustee Minton, moved to authorize and direct the law firm of Ross, Hardies, O'Keefe, Babcock and Parsons to irit?rc~e~on behalf of the Village of Mount Prospect relative to the request by Citizens Utilities Company for a rate increase. Mr. Burghard presented an ordinance listing various items no longer usable or needed by the Village and requested authorization to sell those items. Trustee Richardson, seconded by Trustee Minton, moved to waive the rule requiring two readings of an ordinance relative to the sale of s~ibjeet property. AN ORDINANCE AUTHORIZING THE SALE OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Floros Minton Murauskis Richardson Wattenberg Krause Nays: None Motion carried. Mr. Burghard also presented an ordinance authorizing the sale of certain Village owned property to be sold by auction at the Northwest Municipal Conference's annual auction to be held May 19, 1979. Trustee Richardson, seconded by Trustee 'Minton, moved to waive the rule requiring two readings of an ordinance, relative to the subject auction. Trustee Richardson, seconded by Trustee Minton, moved for passage of Ordinance No. 2901 AN ORDINANCE AUTHORIZING THE SALE BY PUBLIC AUCTION OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Floros Minton Murauskis Richardson Wattenberg Krause Nays: None Motion carried. The Village Manager brought to the Board's attention that a family at 1713 Pheasant Trail had recently experienced a fire which left the home unhabitable and requested the Village Board grant permission for a trailer to be installed as living quarters until the home was remodeled. Trustee Minton, seconded by Trustee Murauskis, moved to authorize the temporary installation of a trailer at 1713 Pheasant Trail for a reasonable amount of time to allow the house to be repaired. MAYOR'S REPORT Mayor Krause proclaimed the week of May 6 - 12, 1979, as FIRE RECOGNITION WEEK, and May 1, 1979, as LAW DAY. Mayor Krause presented a report of the Committee of the Whole held April 10, 1979, at which time Trustee Minton, seconded by Trustee Wattenberg, moved that the Building Committee be discharged from flfrther discussion on ZBA 11-V-79, ZBA 14-V-79 ZBA 15-Z-79 and ZBA 16-V-79. Clancy and Peter Jarvis presented the proposed plans for a light industrial development on the property known as the Ni-Gas property bounded by Kensington, Rand at Wheeling Road, extended. The petitioner had requested variations from the Zoning Ordinance relative to parking ~space requirements and the lot size reduction on two of the ten proposed lots in the first stage of development. Trustee Minton, seconded by Trustee Murauskis, moved to concur with the recommendation o~ the Zoning Board of Appeals and grant the requested variation to allow one parking per 2,000 sq. ft. of warehouse use, but to modify the recommendation of the Zoning Board of Appeals and grant a variation to allow one space for parking per 250 sq. ft. of office space use. Pg. 7 4/17/79 Trustee Minton, seconded by Trustee Richardson, moved to concur with the recommendation of the Zoning Board of Appeals . as it r~lates to lot size to permit two lots (Lots 4 and 5) to be designated as 1½ acres each and the remaining lots be at least 2 acres or more. Ordinances reflecting the above variations would appear on the May 1, 1979 agenda of the Village Board. At this point, Mayor. Krause called for a 5 minute recess. The meeting was reconvened at 11:30 P.M. Trustee Richardson, seconded by Trustee Murauskis, moved to concur with the recommendation of the Zoning Board of Appeals and grant the requested variations allowing parking in the rear, front and side yards to allow the relocation of a frame garage, and to waive the loading dock requirement. Trustee Minton, seconded by Trustee Murauskis, moved to over rule the Zoning Board of Appeals and grant the requested parking stall size of 9' x 20'. JUDICIARY COMMITTEE No report. PUBLIC HEALTH AND SAFETY COMMITTEE Trustee Murauskis, seconded by Trustee Minton, moved for passage of Ordinance No. 2904 AN ORDINANCE AMENDING THE TRAFFIC CODE Upon roll call: Ayes: Floros Minton Murauskis Richardson Wattenberg Nays: None Motion carried. An Ordinance amending Section 18.1320 A had its first reading, 2nd reading win be May 1, 1979. Trustee Murauskis presented the report of the Public Health and Safety Committee meeting heid March 29, 1979. Trustee Murauskis, seconded by Trustee Richardson, moved to concur with the recommendation of the Public Health and Safety Committee to amend the Traffic Code to reflect "No Parking 8:00 A .M. to 4:00 P .M. on School Days" along the west side of Elmhurst Avenue from Milburn Avenue to Lincoln Street. Trustee Murauskis, seconded by Trustee Minton, moved to concur with the Committee's recommendation to amend the Traffic Code to include two hour parking 7:00 A.M. to 6:00 P .M. on the north side of Evergreen from I-Oka to Hi Lust. Trustee Murauskis, seconded by Trustee Minton, moved to concur with the recommendation of the Public Health and Safety Committee to amend the Traffic Code to include the 5-ton weight restriction over the entire jurisdiction on Lonnquist Boulevard. The subject of raising the tax levy for the Forest Rive~ Fire Protection District was discussed and a meeting would be held with that District regarding that subject. ~The subjects of snow removal and towing were referred to the Public~ Health and Safety Committee for further ~eview. PUBLIC WORKS COMMITTEE No report. ~OTHER BUSINESS Trustee Minton, seconded by Trustee Richardson, moved for passage of Resolution No. 13-79 AN RESOLUTION CANVASSING THE VOTES CAST AT THE REGULAR MUNICIPAL ELECTION HELD APRIL 3, 1979, AND DECLARING THE RESULTS THEREOF Upon roll call: Ayes: Floros Minton Murauskis Richardson Wattenberg Nays: None Motion carried.
