COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Ursula Muehllehner of the Euclid Lake Association requested the Village Board to continue to intervene in the rate increase requested by Citizens Utilities Water Company. Mayor Krause proclaimed the Snapdragon as the'official flower of the Village, after which the Garden Club presented the Mayor with a bouquet of Snapdragons. MANAGER'S REPORT Village Manager Burghard presented the Manager's Report, the first item being the 2nd reading of an ordinance creating the Community Development Department. Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2882 AN ORDINANCE ESTABLISHING THE OFFICE OF COIVIMUNITY DEVELOPMENT Upon roll call: Ayes: Floros Hendricks Murauskis Richardson Wattenberg Nays: None Motion carried. PAGE 1 - 4/4/79 Trustee Minton arrived at the meeting. A representative of the MSD gave a presentation on the Wheeling Road MSD interceptor to be installed at Wheeling, Hintz, and Camp McDonald Roads, to be known as the Upper Des Plaines #22 project. Mr. Burghard presented a resolution which would allow the Fire and Police Departments to cooperate with member communities of the Northwest Municipal Conference in testing recruits. Trustee Richardson, seconded by Trustee Wattenberg, moved for passage of Resolution No. 9-79. A RESOLUTION AUTHORIZING PARTICIPATION IN THE COOPERATIVE TESTING OF POLICE AND FIRE RECRUITS IN CONJUNCTION WITH THE NORTHWEST MUNICIPAL CONFERENCE Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Village Manager Burghard presented the two bids submitted for the purchase of 5 squad cars for the Police Department. The bids were from Grand Spaulding Dodge, 3300 W. Grand Avenue, Chicago, Illinois, for $5,919.00 per unit, totalling $29,595.00, and from Lattof Chevrolet, 800 E. Northwest Highway, Arlington Heights, for a total of $31,005.00. It was announced that the bid received from Grand Spaulding did not meet all the specifications set by the Police Department, therefore, Mr. Burghard requested the Board accept the bid submitted by Lattof Chevrolet. Trustee Richardson, seconded by Trustee Hendricks, moved to accept the low bid submitted by Lattof Chevrolet, for the purchase of 5 squad cars at a price not to exceed $31,005.00. Mr. Burghard stated that Well #2 was in need of repair in the form of acidizing,~ and requested the Board authorize J. P. Miller to perform such repairs. Trustee Floros, seconded by Trustee Richardson, moved to waive the bidding process and authorize J. P. Miller to repair Well #2 at a cost not to exceed $7,500. MAYOR'S REPORT Mayor Krause presented a resolution authorizing an alternate representative to be appointed to represent the Village's interest in the VENTURE water system. Trustee Richardson, seconded by Trustee Murauskis, moved to pass Resolution No. 10-79, designating the Chairman of the Public Works Committee as the alternate representative to VENTURE in the absence of the Mayor at such meetings. COMMITTEE REPORTS BUILDING COMMITTEE ZBA 2-Z-79 and ZBA 3-V-79, 3015 Lynn Court Trustee Hendricks, seconded by Trustee Minton, moved for passage of Ordinance No. 2883 AN ORDINANCE AMENDING MAP 37-S OF THE ZONING ORDINANCE Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Hendricks, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 2884 AN ORDINANCE GRANTING CERTAIN VARIATIONS FOR PROPERTY COMMONLY KNOWN AS 3015 LYNN COURT ? Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Hendricks, seconded by Trustee Wattenberg, moved to authorize the Mayor to sign and Clerk to attest her signature on the Lake BriarWood Unit #3 Plat of Subdivision, subject io posting of any bonds and meeting any other Village requirements. ZBA 83-Z'78 and ZB~ 84-V,78, 2013 Euclid Avenue Trustee Hendricks, seconded by Trustee Richardson, moved to bring the tabled motion to the floor to concur with the recommendation of the Building Committee to grant the requests under ZBA 83-Z-78 and ZBA 84-V-78. Upon roll call: Ayes: Floros Hendricks Minton Richardson ~ Wattenberg Nays: Murauskis Motion carried. PAGE 3 - 4/4/79 The petitioner presented the Site Plan for a building with 5 uses, and following discussion, the petitioner agreed to amend the plans to construct one building with one use at the subject location, with any other details to be worked out with the administration. Trustee Hendricks, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Building Committee to grant the requested re-zoning in ZBA 83-Z-78. In line with the amended request of the petitioner to have one use in the subject building, the petitioner withdrew ZBA 84-V-78. Trustee-Hendricks, seconded by Trustee .Wattenberg, moved :for passage of Ordinance No. 2885 AN ORDINANCE ADOPTING AMENDMENTS TO THE BUILDING CODE AND DELETING PORTIONS OF THE BUILDING CODE Upon roll call: Ayes: Floros Hendrieks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. The subjects of requiring elevators to be installed in buildings 3 stories or higher and requiring booster pumps to be installed in buildings over a certain height were referred to the Building Committee. FINANCE COMMITTEE Trustee Floros presented an ordinance regulating the time in which the salaries for Trustees may be amended for 2nd reading. Trustee Floros, seconded by Trustee Minton, moved for passage of Ordinance No. 2886 AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE VILLAGE OF MOUNT PROSPECT RELATING TO COMPENSATION Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Nays: Wattenberg Motion carried. Trustee Floros, seconded by Trustee Richardson, moved to waive the rule requiring two readings of an ordinance relative to an ordinance increasing the number of liquor licenses. Trustee Floros, seconded by Trustee Richardson, moved for passage of Ordinance No. 2887, increasing the Class "R" liquor licenses for Sskura Restaurant, and increasing the Class "B" liquor licenses for The Reunion. AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICIPAL CODE Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. PAGE 4 - 4/4/79 Trustee Floros presented a resolution requesting the MSD to create parking and recreational facilities at the retention basin located at Central and Busse Roads, in cooperation with the Arlington Heights and Mount Prospect Park Districts. Trustee Floros, seconded by Trustee Richardson, moved for passage of Resolution No. 11-79 A RESOLUTION REGARDING PARKING AT THE CENTRAL AND BUSSE ROAD RETEI~TION BASIN Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Nays: None Motion carried. FIRE AND POLICE COMMITTEE Trustee Minton presented for first reading, a_n ordinance raising the age for purchasing alcoholic beverages to 21. JUDICIARY COMMITTE No repori. PUBLIC HEALTH AND SAFETY COMMITTEE Trustee Murauskis presented an ordinance amending the Traffic Code for first reading. This ordinance would amend parking restrictions on certain streets. Trustee Murauskis, seconded by Trustee Minton, moved to authorize the Village Manager to direct the Village Attorney to draft the necessary ordinance regulating 2 hour parking as it applies to residential and commercial zones, and to authorize the Village Manager to have the necessary traffic control signs posted in the subject areas. PUBLIC WORKS COMMITTEE No report. A recess was taken at 10:00 P.M. with the meeting reconvening at 10:06 P.M. Trustee Richardson, seconded by Trustee Murauskis, moved to authorize the firm of Ross, Hardies, O'Keefe, Babcock and Parsons to file a Notice of Appeal in the Lincoln Green law suit (Golf and Goebert Roads) with the attorneys fees not to exceed $25,000. If the fees would appear to exceed $25,000, the matter would be brought before the Board for further authorization. Upon roll call: Ayes: Floros Hendricks Minton Murauskis Richardson Wattenberg Krause Nays; None Motion carried. A Public Hearing relative to a proposed annexation agreement was opened. Mr. John Zimmermann, attorney for the Village of Mount Prospect, gave a presentation as to the development proposed under this annexation agreement. The subject property being located south and west of the southern cul de sac of Carboy Road. Richard Kane, attorney for the developer of the subject property, stated the request was to be annexed and obtain I-1 zoning, with the present building under construction to be built in accordance with Cook County zoning, with the building to be used for warehousing, light industrial and office space. Following discussion, and wording added to the Annexation Agreement, the public hearing was declared closed. (A copy of the amended Annexation Agreement is attached to these minutes, and an official transcript of the hearing is in the Clerk's files) ZBA 8-Z-79, ZBA 9-V-79, and ZBA 10-Z-79 Trustee Hendricks, seconded by Trustee Minton, moved to concur with the recommendation of the Zoning Board of Appeals and Building Committee to grant the requested Variations under Case Nos.
