Ms. Juracek announced Cases ZBA-08-2000 and ZBA-13-2000, which were postponed to this meeting at the April 27 meeting, would be postponed indefinitely. At 8:20, after hearing three other cases, Ms. Juracek inffoduced Case ZBA-18-2000, a request for a Map Amendment from R4 Multi-family Development to B3 CommuniW business, a Conditional Use, and Variations as may be required by the plan submi~ed, to permit the establishment of a stand-alone parking lot. JeffeW Perkins, Planner, introduced the case, stating that notice had been provided in ~he newspaper, mailed notices sent to prope~ owners within 250' of the subject prope~, and a sign placed on the prope~. He stated that the subject prope~ consists of three R4 zoned parcels with a total area of five acres that fo~erly contained a multiple family residential development. He info,ed the ZBA that United Air Lines is building an addition to their co,orate headqua~ers complex, which is adjacent to the prope~ in uninco~orated Cook CounW and has been the subject of numerous annexation discussions with the Village. He added that the addition will increase the parking needed to se~e the complex and will also eliminate some existing parking spaces and that the applicant proposes to construct a 519-space stand-alone p~king lot to allow for sufficient parking for the complex. Mr. Perkins stated that to accommodate the proposed use, the prope~ must be rezoned to B3 CommuniW Business and that a stand-alone parking lot is listed ~ a Conditional Use in the B3 district. Mr. Perkins described the proposed facility and outIir~ed how rl~e design of the parking lot meets Zoning Code requirements. He stated that no handicap spaces are sho~ r: m the proposed lot, but thai the Zoning Code requires 1 handicap spaces. He added that the proposed lot is retools from buildings, so providing handicap spaces in the [ot would be inappropriate. He suggested that the applicant sh:uld provide for 11 additional handicap spaces i~ existing lots at locations with the shoNest accessible routes to entrances . Mr. Perkins described the submized landscape plan for ~h~ parking [o~ and stated that the proposed plan meets al/ Zoning Code landscape requirements. Mr. Perkins then discussed the proposal in terms of Zoning Code Standards for Map .Amendments and Conditional Uses. Based on positive findings regarding those standards, he gave StafFs recommendation of approxal of the proposed Map Amendment and Conditional Use with the conditions identified in the staff repo~. Ms. Juracek confi~ed with Mr. Perkins that the Map Amendment does not go with the Conditional Use. that it is a pe~anent Map Amendment reg~dless of the use of the prope~'. Mr. Perkins said that was co~ect, the prope~ would be hereafter zoned Ba. Langdon Neal w~ sworn in and testified that United will be consolidating the three parcels, which total five acres cu=ently vacant and undeveloped prope~ within the United Airlines campus complex. The plan ~vill allow for 519 parking spaces, associated landscaping, with lighting and striping in confo~ance with Village Code and ail specifications of the Village. This will allow United Airlines to iacre~e their overall parking capaci~ in their world headqua~ers and allow for additional expansion in the campus for the proposed office use, which is located in uninco¢orated Cook Count. Ms. Juracek ~ked if Mr. NeaI was amenable to staffs condition to provide eleven handicapped spaces. Mr. Neal responded yes, United agreed with that and ail other conditions recommended by staff. Mr. Floros ~ked about United's expansion plans. He said he had read that United was moving co~orate headqua~ers to downtown Chicago. Mr. Neal said he would have Mr. Herb Gardner address that que~ion. Herb Gardner, Director of Public Affairs for United Airlines in the midwest, was swoN in and testified United is erecting a new building at their existing 140,000 square foot office complex. [t will be to the west of ~eir no~h building. It is their new Operations Control Center, which is the hea~ of the airline. It is an operation that is staffed 24 hours a day, 7 days a week, 52 weeks of the ye=. They ~e required to have staff in the dispatch center an~ime aiwlane rakes-off an~here around the world. It is being built as a stand-alone faciliD' and will eliminate some of their existing parking spaces. Mr. Floras ~ked about their plans to ~nex to Mount Prospect. Mr. Gardner said he could not address that question at this time. ~ey would be discussing those plans in the ~mre. Ms. Juracek stated she had toured the facili~ ~enW yearn ago and it was ve~ impressive at that time. She asked about securiW and lighting of the faoili~.
