COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD None MAYOR'S REPORT Mayor Krause presented a Resolution expressing holiday greetings. RES. OLD BUSINESS AMEND 20.206 An ordinance was presented extending the number of days for impoundment of stray animals. NEW BUSINESS The Safety Commission report of the ISABELLA ST.. November 2, 1981, meeting was presented. The Safety Commission recommended that Isabella Street,between Rand and Main, be designated as a collector street. The following residents spoke on that issue: John Corr, 301 N. William Following discussion, Trustee Fa?ley, seconded by Trustee Arthur, moved to deny the recommendation to designate Isabella, between Rand Road and Main Street, as a collector street. Upon roll call: Ayes: A~thur Farley Floros Miller Wattenberg Nays: None Motion carried. An Ordinance will be drafted for the January 5, 1982 Board meeting to amend Schedule IV of Chapter 18. Trustee Farley, seconded by Trustee Arthur, moved to ISABELLA PARKING deny the recommendation of the Safety Commission to prohibit parking on the north side of Isabella between Main and Rand, and between Owen and Rand on the north and south sides of Isabella. Upon roll call: Ayes: Arthur Farley Floros Miller Wattenberg Nays: None Motion carrie.d. _WEIGHT LIMIT ON Trustee Farley, seconded by Trustee Floros, moved ISABELLA to concur with the recommendation of the Safety Commission to place a weight limit of 5 tons on Isabella between Rand and Main Street. Upon roll call: Ayes: Arthur Farley Floros Miller Wattenberg Nays: None Motion carried. An Ordinance will be presented January 5, 1982, amending Schedule XVI of Chapter .18. It was recommended that the Safety Commission continue to monitor the possibility of prohibiting a left turn from Isabella on to Rand Road. The Board concurred with the Safety .Commission's BRIARWOOD/ALGONQUIN recommendation to deny the request for a traffic TRAFFIC SIGNAl. signal at Briarwood Drive at Algonquin Road, due to the fact such action did not meet traffic control warrants. It was also the opinion of the Board to concur wit~TMCO1'N/BUSSE the recommendation of the Safety Commission to deny TRAFFIC SIGNAL the request for a traffic signal at Lincoln Street and Busse Road. HUNTINGTON COMMONS R Trustee Arthur, seconded by Trustee Farley, moved,_& ELMHURST RD. TRAFF to concur with nhe recommendation of the Safety SIGNAl' Commission to authorize installation of s traffic signal at Huntington Commons Road and Elmhurst Road (Route 83), subject to the State of Illinois sharing in the cost and the homeowners association also sharing in the cost, and contingent upon available financing by the Village. Trustee Farley, seconded by Trustee Wattenberg, moved ' OA- & LAMA to concur with the recommendation of the Safety STOP SIGN Commission to deny the request for a 3-Way STOP at Lama and Burr Oak. Upon roll call: Ayes: Arthur Farley Floros Miller Wattenberg Nays: None Motion carried. ~AMEND CH. 18 ~HANDICAPPED PARKING Trustee Arthur, seconded by Trustee Farley, REGULATIONS moved to concur with the Safety Commission's recommendation to adopt State Statutes into the Village's Traffic Code, Chapter 18, relative to enforcing parking regulations for handicapped persons. Upon roll call: Ayes: Arthur Farley Floros Miller Wattenberg Nays: None Motion carried. An Ordinance will be prepared for the Village Board meeting on January 5, 1982 reflecting the above action. AMEND CH. 18 Trustee Arthur, seconded by Trustee Farley, moved to concur with the recommendation of W ~ ' ' ~ the Safety Commission to provide for 2-hour 2 HOUR PARKING parking on the west side of William Street between'Prospect Avenue and Lincoln Street. HIGHLAND ONE-WAY Trustee Farlmy, seconded by Trustee Miller, moved to concur with the recommendation of the Safety Commission to retain the one-way east bound traffic on Highland just west of Rand Road. Trustee Wattenberg, seconded by Trustee Arthur, CLO~TTR~ moved to concur with the recommendation of the Safety Commission to retain the closure of Gregory $tr~at at Rand Road and to'delete Gregory Street as a collector street. Upon roll call: Ayes: Arthur Farley Floros Miller Wattenberg Nays: None Motion carried. ..PARKWAYS - TYustee Arthur, seconfed by Trustee Farley, PROHIBIT PARKING moved to concur with the recommendation of the Safety Commission to prohibit parking on Village parkways. Trustee 'Arthur, seconded by Trustee Miller, moved to concur with the recommendation of the Zoning Board of Appeals to grant the variation to allow for a circular driveway, and to d~rect the staff to draft an amendment to the ~ 'ng Ordinance (Chapter 14) that would allow c~ £ar driveways in specified areas. The suggested amendment to the Zoning Ordinance must go before the Zoning Board of Appeals at the next available meeting. ~ZBA 26-Z-81 ZBA 26-Z-81, 102 E. Rand Road 102 E. Rand Road Trustee Floros, seconded by Trustee Farley, moved to concur with the recommendation of the Zoning Board of Appeals and deny the requested re-zoning from B-3 to B-4 at the subject location. ZBA 32-SU-81 & 33-V ZBA 32-SU-81 and ZBA 33-V-81, Briarwood Shopping Center At the request of the petitioner, ZBA 32-SU-81 was withdrawn. Trustee Arthur, seconded by Trustee Miller, moved to'concur with the recommendation of the Zoning Board of Appeals to grant the requested parking variations. It was noted that the requested variations came ~ASUKE CORP. to light due to the request for a liquor license for Yasuke Corp. Since the requested variations have been.approved by the Board, the liquor license could be issued, following proper approval by the various departments of compliance with all other Code requirements. It was also stated by Bernard Lee, attorney for the petitioner in ZBA 33-V-81, that the owner of this shopping center would provide landscaping in that area. · ~MEND CH. 13 An Ordinance was presented that would amend Chapter 13, Alcoholic Liquor Dealers, to provide regulations for samplings. Trustee Miller, seconded by Trustee Arthur, moved to waive the rule requiring two readings of an Ordinance. An Ordinance was presented that would amend AMEND CH. 2 Chapter 2 to provide for Committee of the Whole meetings instead of six standing Committees. December 15, 1981 6 MANAGER'S REPORT Village Manager Terrance L. Burghard requested WEL ] ~:. direction from the Board relative to the previously IMPROVEMENT approved improvement to Weller Czeek, stating that (NAGLE CONSTR.) although the improvement had been let for bid, and bids accepted, various groups had delayed the project. The successful bidder has now requested the Village Manager to permit an increase in the bid amount due to the delay and the fact that the improvement will now begin in 1982, rather than scheduled in 1981. Trustee Floros, seconded by Trustee Wattenberg, moved to authorize the Village Manager to negotiate with Nagle Construction (being the successful bidder for the Weller Creek improvement) for a slight increase in the original bid amount, after which the Village Manager will report to the Village Board on those negotiations. VARIATION to concur with the recommendation of the Planning Commission to grant a variation from the Development Code for St. Cecilia's Subdivision (Golf & Meier Roads) relative to the installation of sidewalks on unimproved lots, so that sidewalks will be required to be installed within one year in the entire subdivision, whether improved or unimproved lots.
