INVOCATION INVOCATION Trustee Murauskis gave the invocation. ROLL CALL ~ Present upon roll call: Mayor Krause Trustees Arthur Farley Floros Miller Murauskis Absent: Trustee Wattenberg APPROVAL OF MINUTES APPROVE MINUTES: Trustee Miller, seconded by Trustee Murauskis, ~1/17/81 Meeting moved to approve the minutes of the regular meeting of the Mayor and Board of Trustees held November 17, 1981. APPROVAL OF BILLS APPROVE BILLS Trustee Miller, seconded by Trustee Farley, moved to approve the following list of bills: General Fund $ 243,455.45 Revenue Sharing Fund 1,996.74 Motor Fuel Tax Fund 39,526.05 Community Development Block Grant 6,838.40 Waterworks & Sewerage Fund: Operation & Maintenance 18,296.94 Parking System Revenue Fund 4,832.50 Contractor's Surety & Sidewalk Fund 650.00 Trust Fund 83360.00 $ 323,956.08 Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Nays: None Motion carried. COMMUNICATIONS AND PETITIONS CITIZENS TO BE HEARD M . Mrs. Bush explained that she is involved with trying STRAY ANIMALS to save stray animals from being put to sleep by the BOARDING PERIOD animal hospital when not claimed by their owners. It was stated that the Village presently provides for the animal to be boarded for 4 days and if not claimed the animal is destroyed. Mrs. Bush claims those animals and attempts to locate the owners or find new homes for them. It was Mrs. Bush's request that the Village extend the boaCding period from 4 to 7~days, which would give her the necessary time to locate the owners. It was the concensus of the Board to authorize the 7 day boarding period, which change is effective immediately, and authorized an ordinance to be drafted amending Chapter~20 to reflect 7 days instead of the existing 4 day boarding period. MAYOR'S REPORT AWARDS: Mayor Krause presented plaques to Cy Thomas CY THOMAS & RALPH and Ralph Owens for the time devoted to assisting and instructing senior citizens in drivers education. Mayor Krause presented a Resolution setting PALWAUKEE AIRPORT for the policy of the Village on the possible expansion of Palwaukee Airport. The following residents spoke on the subject: Esther Noffke, 1130 Milwaukeee Avenue Wheeling Herb March, 1815 Buckthorn, M. P. Bill Ritchie, 903 E. Central Rd., M. P. Maria Ivia, 1801 Park Dr., M. P. Mary Wager, 1513 Mura Ln., M. P. Chuck Klein, 1781 Parkview, M. P. Dick Graham, 20 Prospect Manor, M. P. It was explained that the Village, through this Resolution, would like to express the policy of the Board on the subject of the possible expansion of the airport. O'HARE AIRPORT A status report was given on the law suit NOISE pending opposing the noise generated by air traffic at O'Hare airport, noting that the subject law suit would be coming to trial within the next few months. OLD BUSINESS ~. An Ordinance Authorizing the Issuance of INDUSTRIAL REVENUE $1,200,000 of Industrial Revenue Bonds for Xytel Corporation was continued to the December 15th Village Board meeting. An ordinance was presented to amend the AMEND CH. 18 Traffic Code to provide for the new E ST alignment of Wille Street as a result of the Busse/Wi]le improvement. Trustee Floros, seconded by Trustee Miller, moved to waive the rule requiring two readings of an ordinance relat'ive to Wille Street traffic flow. ND. 3162 Trustee Floros, seconded by Trustee Miller, moved for passage of Ordinance No. 3162 AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC CODE) OF THE VILLAGE CODE Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Nays: None M6tion carried. December 1, 1981 - 2 An Ordinance was presented to amend the Traffic AMEND CH. 18 Code to remove the No Par~ing prohibition on ~ Gregory Street between Elm and William Streets. Trustee Murauskis, seconded by Trustee Miller, moved to waive the rule requiring two readings of an ordinance, relative to Gregory Street parking. NO. 3163 moved for passage of Ordinance No. 3163 AN ORDINANCE AMENDING CHAPTER 18 (TRAFFIC CODE) OF THE VILLAGE CODE Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Nays: None Motion carried. Dave Newman, Village Attorney, explained that SPECIAL ~PVT~ the recently passed ordinances 3143 and 3144 RE~ establishing Special Service Areas 3 and 4 required a payment schedule beginning with the A~END ORD. 3143 AND 1982 taxing period, however, that schedule has 3144 been moved up so that the 1981 tax bills will reflect the first payment. The change in this schedule requires that Ordinance Nos. 3143 and 3144 be amended to reflect the new schedule. Trustee Miller, seconded by Trustee Arthur, moved to waive the rule requiring two readings of an ordinance relative to Special Service Area Number 3. AN ORDINANCE AMENDING ORDINANCE NO. 3143, PROVIDING FOR THE ISSUE OF A $25,000 UNLIMITED AD VALOREM TAX BOND OF SPECIAL SERVICE AREA NUMBER 3 OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, AND THE LEVY OF A DIRECT ANNUAL TAX SUFFICIENT TO PAY THE PRINCIPAL AND INTEREST OF SAID BOND Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Nays: None Motion carried. An Ordinance relating to the same subject for Special Service Area Number 4 was also presented. NO. 3165 Trustee Arthur, seconded by Trustee Farley, moved for passage Ordinance No. 3165 AN ORDINANCE AMENDING ORDINANCE NO. 3144, AN ORDINANCE PROVIDING FOR THE ISSUE OF A $50,000 UNLIMITED AD VALOREM TAX BOND OF SPECIAL SERVICE AREA NUMBER 4 OF THE VILLAGE OF MOUNT PROSPECT, ILLINOIS, AND THE LEVY OF A DIRECT ANNUAL TAX SUFFICIENT TO PAY THE PRINCIPAL AND INTEREST ON SAID BOND Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Nays: None Motion carried. NEW BUSINESS An Ordinance was presented to amend Chapter 24 as it relates to penalties. This ordinance SUPERVISION would provide for supervision as an alternate penalty for various violations of the Village Code. This Ordinance had its first reading and will be presented December 15 for second reading. The Finance Commission had no recommendation TAX ABATEMENT on the possible abatement of taxes. There was discussion on the 1980-81 audit, lqg0-g] AUDIT prepared by Lester Witte and Associates. The management letter contained several areas of operation that should be changed, corrected or improved upon. These areas were noted and such actions would be taken to correct these areas of concern. Trustee Arthur, seconded by Trustee Murauskis, moved to acknowledge receipt of the audit for fiscal year ending April 30, 1981, the Management Letter and Data Processing Survey, all prepared by Lester Witte & Associates. Burehard & A RESOLUTION DESIGNATING REPRESENTATIVES ~eds~r~m FROM THE VILLAGE OF MOUNT PROSPECT TO THE INTERGOVERNMENTAL RISK MANAGEMENT AGENCY (IRMA) Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Nays: None Motion carried. gLECTRONIC It was noted that there was discussion at GAME MAC~YNES the last Committee of the Whole meeting to study various regulations governing MORA?npTUM electronic game machines. It was suggested that while the new regulations are being deveioped, a moratorium be placed on new arcades and electronic game machines. Trustee Murauskis, seconded by Trustee Arthur, ORD NO 3166 moved for passage of Ordinance No. 3166 AN ORDINANCE PROVIDING FOR A MORATORIUM ON THE LICENSING AND ZONING OF ELECTRONIC GAME MACHINES AND ARCADES Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Nays: None Motion carried. MANAGER'S REPORT No report. ANY OTHER BUSINESS Trustee Floros, seconded by Trustee Murauskis, HILL STREET moved to concur with the recommendation of the DEVELOPMENT Planning Commission relative to the installation of sidewalks in the Hill Street Development, which recommendation stated that when 50% of the subdivision is built, the developer will be required to install all the sidewalks, even on unimproved lots.
