COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Agnes McGrath, founder of Hearing Dog, Inc., gave a brief ~EARTNG DOG~: INC. presentation and demonstration on how properly trained dogs can help hearing impaired residents. It was noted that a young lady in Mount Prospect has recently received such a dog, being the second hearing impaired resident of Illinois to receive such a dog. MAYOR'S REPORT Mayor Krause proclaimed October 21, 1981, as Clara Dankert Day, at which time Mrs. Dankert will be celebrating her CLARA DANKERT DAY 100th birthday. BUSTNE~ Mayor Krause also proclaimed the week of October 18 - 24/ 1981 PRO¥~TONAL WOMENS as Business and Professional Womens' Week. WEEK Trusteee Floros, seconded by Trustee Murauskis, moved for AMEND CH. 13 passage of Ordinance No. 3145 ORD. NO. 3145 AN ORDINANCE AMENDING CHAPTER 13 OF THE MUNICIPAL CODE OF THE VILLAGE OF MOUNT PROSPECT (raising the drinking age to 21 years) Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. MOLONEY'S LIQUOR An Ordinance was presented to delete a Class "W" liquor LICENSE - CLASS W license by one, presently assigned to Moloney's Family Restaurant,south Elmhurst Road. It was noted that SIZZLER'S LIOUOR Moloney's has gone out of business. Mayor Krause LICENSE - CLASS W also presented a request from the new owners of Sizzler's, 110 East Rand Road, for a Class "W" liquor license. Trustee Farley, seconded by Trustee Arthur, moved to transfer an existing Class "W" liquor license from Moloney's Family Restaurant to Sizzler's Steak House. OLD BUSINESS ZBA 14-Z-81 ZBA i4-Z-81, Maple Street Parking Lot MAPLE STREET Trustee Miller, seconded by Trustee Farley, moved to PARKING LOT waive the rule requiring two readings of an Ordinance in order to take action on the proposed ordinance re-zoning the subject property. NO. 3146 Trustee Miller, seconded by Trustee Farley, moved for passage of Ordinance No. 3146 AN ORDINANCE AMENDING ZONING MAP 8-S WITH RESPECT TO THE ZONING OF A CERTAIN PUBLIC PARKING LOT IN THE P-2 OFF-STREET PARKING DISTRICT, IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. ZBA 15-V-81 ZBA 15-V-81, 621N. Main Street 621N. MAIN ST. An Ordinance Granting Specified Variations for Property at 621 North Main Street had its first reading and will be presented October 20th for second reading. NEW BUSINESS AMEND C~ 18 The Safety Commission report of their September 14th .SCHEDULE IV meeting was presented with several recommendations for amendments to the Traffic Code. Trustee Farley, seconded by Trustee Arthur, moved to concur with the recommendation of the Safety Commission to amend the Traffic Code (Chapter 18) to include STOP signs at: Southbound Wheeling Road at Business Center Drive; Eastbound Business Center Drive at Wheeling Road; and Westbound Business Center Drive at Wheeling Road. October 6, 1981 Page Two Trustee Farley, seconded by Trustee Wattenberg, moved AMEND CH. 18~- to concur with the recommendation of the Safety Commission SCHEDULE IV to amend the Traffic Code (Chapter 18) to include a STOP sign at Eastbound Pin Oak Drive at River Road. An ordinance will be prepared for the October 20th meeting of the Village Board reflecting the above stated amendments to t~e Traffic Code. Trustee Wattenberg, seconded by Trustee Arthur, moved to SOUTH HI LUSI, 100 BLOCg concur with the recommendation of the Safety Commission to deny the request for "No Parking" on the 100 block of South Hi Lusi. Trustee Wattenberg, seconded by Trustee Murauskis, moved NORTH EMERSO~, 20J~ to concur with the recommendation of the Safety Commission to deny the request for "No Parking" on the 200 block of North Emerson Street. Trustee Miller, seconded by Trustee Wattenberg, moved for RES. NO. 35-81 passage of Resolution No. 35-81 A RESOLUTION TO APPROVE AND AUTHORIZE A LICENSE AGREEMENT PERTAINING TO A BUILDING ENCROACHMENT ON WEST BUSSE AVENUE IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. An Ordinance Amending Chapter 9 Entitled "Streets and AMEND CH. 9 - Sidewalks" of the Village Code was presented for first ARTICL~ V reading. This ordinance will amend various areas of Article V of Chapter 9, including the distance allowed between parkway trees. Trustee Farley suggested that a Tree Commission be established to review the various requests and problems incurred by residents relative to planting trees in parkways, the species allowed, etc. Trustee Farley, seconded by Trustee Floros, moved to table the ordinance until such time as additional studies were conducted. Page Three October 6, 1981 AMEND CH. 9; 16 & 21 An Ordinance Amending Chapter 9 Entitled "Street and Sidewalks", An Ordinance Amending Section 21.620 Entitled '!Parkway Tree Deposit", and An Ordinance Amending Chapter 16 Entitled "Development Code" had their first readings and will be presented October 20th for second readings. RESIDENTIAL An ordinance was presented that would establish REHAB. LOAN the housing rehabilitation loan program in the PROGRAM Village. Trustee Arthur, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance in order to take action on the proposed housing rehabilitation loan program ordinance. NO. 3147 Trustee Arthur, seconded by Trustee Miller, moved for passage of Ordinance No. 3147 AN ORDINANCE ESTABLISHING A HOUSING REHABILITATION LOAN PROGRAM AND STANDARDS AND PROCEDURES IN CONNECTION THEREWITH IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. ~gi~SE/WILLE: MANAGER'S REPORT ~2T~OOD~N Village Manager Terrance L. Burghard presented two CONTRACT contracts for inspectional services on the Busse/Wille improvement project. Trustee Wattenberg, seconded by Trustee Arthur, moved to authorize the Mayor to execute a contract with Baxter-Woodman for an amount not to exceed $30,000 for inspection services on the Busse/Wille project. Trustee Floros, seconded by Trustee Wattenberg, moved CONTRACT to authorize the Mayor to execute a contract with Michael Beno and Associates for an amount not to exceed $8,800 in conjunction with the Busse/Wille improvement project. The following bids were received for the "Share the Cost" SIDEWALK REPLACEM~MT sidewalk program. A new estimate is now for approximately 5,000 square feet, and based on the unit price received from the bidders, a revised amount would be $9,400. Trustee Farley, seconded by Trustee Wattenberg, moved to accept the Iow bid submitted by Paolo Construction for a Pa~]~ unit price of $1.88 square foot, for approximately 5,000 square feet, at a cost not to exceed $9,400. FIRE DEPARTMENT The following bids were received for a ladder truck ~ADDER TRUCK for the Fire Department: Able Fire Equipment of Chicago $199,000.00 Illinois F.W.D. 195,600.00 Able Fire Equipment of Chicago 210,517.00 Pierce Manufacturing Co. of Appleton 301,000.00 Essential Services Sales, Inc. 277,965.00 Fire Chief Pairitz explained that the ladder truck is a very complex item to bid and the specifications varied from bidder to bidder, some not meeting specifications at all. It was the recommendation of the Fire Chief and Village Manager that all bids be .'-'- rejected and authorization be given to negotiate with the various bidders in order to consider a piece of equipment that would meet the Village's specifications and budgeted amount. .R~JECT BIDS Trustee Arthur, seconded by Trustee Wattenberg, moved to reject all bids on the Fire Department ladder truck Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. ES ~IAL SERVI~ Trustee Arthur, seconded by Trustee Murauskis, moved AND SALES to waive the bidding process for a ladder truck and to authorize the Village Manager and Fire Chief to negotiate ~i~h Essential~ Services and Sate~ ~or the purchase of a ladder truck, at a co'st not to exceed $236,251.00. AMEND SEC. 4.i03 An ordinance was presented for first reading that would amend Section 4.103 of the Municipal Code by raising the amount required to be bid from $2,500 to $4,000. It was stated that recent State Legislation has been passed to reflect this increase. This ordinance will be presented October 20th for second reading. October 6, t98i Page Six Trustee Murauskis requested additional information on PARKING: VILLAGE EMPLOYEi a parking arrangement the Village Manager had entered into with Fannie May Candy store, immediately south of the Village Hall. Mr. Burghard stated that he had arranged for 12 parking spaces, previously unused, to be made available to Village Hall employees, in exchange for the Village plowing their lot during snow falls. It was noted that although the Mount Prospect Public Library had agreed to permit 25 spaces under the library building for Village Hall employees, ~everal employees had expressed concern for their personal safety and the safety of their vehicles under that building. Trustee Murauskis moved to bring an item to the floor that was not listed on the agenda. The motion failed for lack of a.second. It was requested that this subject be placed on the agenda for the October 20th Village Board meeting for further discussion and any possible action the Board would like to take on this subject. ANY OTHER BUSINESS BUSSE/WTLI.E IMPROVEMENT Trustee Miller, seconded by Trustee Arthur, moved for VACATION passage of Ordinance No. 3148 ORD. NO. 3148 AN ORDINANCE TO VACATE PART OF DEDICATED STREET RIGHT-OF-WAY AT THE INTERSECTION OF SOUTH WILLE STREET AND WEST BUSSE AVENUE IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. A plat reflecting the above vacation was presented. PLAT OF VACATIO~ BUSSE AVE & WILLE ST. Trustee Arthur, seconded by Trustee Farley, moved to authorize the Mayor to sign and Clerk to attest the Plat of Vacation for a portion of right-of-way at South Wille and West Busse Avenue, in connection with the Busse/Wille improvement. It was noted that Dunkin Donuts has agreed to dedicate a PT.AT Q~ ~EDTCATTO~ - small portion of their property in order to create a ]~JJ~KIN DONUTS: better traffic flow along West Busse Avenue, also in ~ connection with the Busse/Wille improvement project. A plat of dedication was presented for approval. Trustee Farley, seconded by Trustee Arthur, moved to authorize the Mayor to sign and Clerk to attest her signature on the Plat of Dedication, of property from Dunkin Donuts (West Busse Avenue) to the Village. WILLE'S PLAT OF Also in connection with the Busse/Wille improvement, a RESUBDIVISI~N Plat of Subdivision of the Wille's Subdivision was presented, f$.E.CORNER~~; This plat reflects the dedication of a small portion of the southeast corner of that subdivision. HIGH Mayor Krause asked the Board their opinions on CLOSING - the possible re-zoning of the Dempster Jr. High ~OSSIBLE USg OF property, on Dempster Street just west of PROPERTY Elmhurst Road. It was stated that this school is one of those to be closed by School District 59 and the School District didn't know how they should approach prospective buyers as to the allowable use or zoning. It was the opinion of the Board that they would favor light commerical or multi- family at that location.
