The invocation was given by Trustee Wattenberg. ROLL CALL ROLL CALL Present upon roll call: Mayor Krause Trustees Arthur Farley Miller Murauskis Wattenberg Absent: Trustee Floros (who arrived later in the meeting) APPROVAL OF MINUTES Trustee Miller, seconded by Trustee Wattenberg, moved to approve the minutes of the regular meeting of the Mayor and Board of Trustees held June 2, 1981. June 16, 1981 COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD FIRE CADETS - Mayor Krause and Lt. Harold Barra, Director of the Fire ~GRADUATION Cadet Program, presented Graduation Certificates ~ to the CERTIFICATES following cadets, having successfully completed the two PRESENTED year course: Thomas Cappeletti Michael Chybicki John Heinz Henry Dawson Terrence O'DonneH Steven Geske Randall Borre Joseph Kapla Michael Jernt John Loesch Frank Tangney John Dodds Adam Brady LOWELL J. FELL Mayor Krause presented the three finalists for the SQHOLARSHIP Lowell J. Fell Scholarship, sponsored by the Mount Prospect FINALISTS Kiwanis Club. Each of the finalists had spent a day in a Department of the Village and gave a brief presentation on their experiences in that Department. The three finalists were: Karen Banas 206 E. Berkshire Ellen Bondzinski 1301 Ironwood Connie Ann Costello 1333 Peachtree ~ MAYOR'S REPORT AMEND CH. 13 Mayor Krause presented a request for a Class "B" liquor ~5_3_E. RAI~D ROAD license for 253 East Rand Road, the proposed site of .S_C_Q.TLAND YARD the Scotland Yard Restaurant, formerly the location of RESTAURANT the Flaming Torch Restaurant. CJ~A~_S "B" LICENSE Trustee Arthur, seconded by Trustee Wattenberg, moved to authorize the creation of a Class "B" liquor license for the Scotland Yard Restaurant, 253 East Rand Road. Upon roll call: Ayes: Arthur Farley Miller Murauskis Wattenherg Nays: None Motion carried. An ordinance will be presented July 7th for first reading reflecting the creation of the subject Class "B" liquor license. ~L OLD BUSINESS REHABILITATION Pursuant to prior direction of the Village Board, the subject PROGRAM of Residential Rehabilitation Program was presented for official ratification by the Board. Trustee Miller, seconded by Trustee Arthur, moved to authorize the staff to proceed with the implementation of the Residential Rehabilitation Program. ELMHURST (creating a Class "W" liquor license for Moloney's Family .ki~IL_Q.I~EY'S Restaurant, 1904 South Elmhurst Road) was presented for QLASS "W" first reading and will be presented July 7th for second reading. June 16, 1981 Page Two NEW BUSINESS The 1980-81 Annual Report was submitted, in accordance with LIBRARY REPORT the law, noting the various areas of expenditures and services 1980-81 offered by the Library. Trustee Floros arrived at the meeting at this point. Trustee Wattenberg, seconded by Trustee Farley, moved to acknowledge receipt of the 1980-81 Annual Report from the Mount Prospect Public Library. An Ordinance Amending Chapter 13 of the Municipal Code, which AMEN~D CH. 13 would provide that if a specific liquor license is not utilized by .~ the licensee for a period of six months that license would be terminated, was presented for first reading and will be presented July 7th for second reading. .... ~ NORTHWEST In accordance with the By-Laws of the Northwest Suburbe_n Municipal Joint Action Water Agency, it is necessary for each JOINT ACTION WAT~_ member municipality to designate alternate representatives to AGENCY the Board and Executive Committee. It was the recommendation ALTERN that Trustee Farley be designated the alternate representative to the Board of Directors and Assistant Village Manager Edward Geick ~ as the alternate representative to the Executive Committee. ~ Trustee Floros, seconded by Trustee Wattenberg, moved for passage of Resolution No. 24-81. RES. NO. 24-81 A RESOLUTION DESIGNATING ALTERNATE REPRESENTATIVES FOR THE VILLAGE OF MOUNT PROSPECT TO THE BOARD OF DIRECTORS AND EXECUTIVE COMMITTEE OF THE NORTHWEST SUBURBAN MUNICIPAL JOINT ACTION WATER AGENCY Upon roli call: Ayes: Arthur Floros Miller Murauskis Wattenberg Nays: None Pass: Farley Motion carried. ZBA 6-V-81, 218 S. Louis Street ZBA 6-V-81 This case is a request for a variation~ from the~Zonlng Ordinance 218 S, LOUIS ST. to ~low the enlargement of an existing driveway by 7 feet. The following residents spoke on the matter: Jean Parish, representing Mrs. Medal, 216 S. Louis Harry Nieman, 214 S. Louis Susan La Bruce, 220 S. Louis Carolyn Rob, 217 S. Louis David Rob, 217 S. Louis Mr. Hodges, 209 S. Louis Richard Leibfritz, 204 S. Louis John Polek, 222 S. Louis Bill Lugers, 220 S. Louis Mrs. Beulow, 221 S. Louis It was noted that at the Zoning Board of Appeals, the vote on this case was S - 3, with one abstaining, which vote would require 4 of the 6 Trustees to vote in favor in order for the request to be granted. June 16, 1981 Page Three Trustee Farley moved to remand ZBA 6-V-81 back to the Zoning Board of Appeals in a effort to secure a definite recommendation of that Board. The motion failed for lack of a second. Following further discussion, Trustee Floros, seconded by Trustee Farley, moved to remand ZBA 6-V-S1 back to the Zoning Board of Appeals. Upon roll call: Ayes: Farley Flores Miller Wattenberg Nays: Arthur Murauskis Motion carried. ~-~ This case will be heard by the Zoning Board of Appeals at the next regularly scheduled meeting of that Board. REFUSE REMOVAL Two bids were submitted for the Village's refuse nemoval CONTRACT contract, which contract is for a three year period. The bid tabulation'sheets reflecting the bids received with various BREWING FERRIS options is attached to these minutes. It was determined that Brewing Ferris Industries was the Iow bidder with a base bid of $979,234.05 allowing for a 1% discount. Trustee Farley, seconded by Trustee Wattenberg, moved to accept the low bid submitted by Brewing Ferris Industries for refuse removal and to authorize the 'Mayor to sign and Clerk to attest her signature on the contract with Browning Ferris Industries to include $5.58 single family residences, $2.70 multi-family residence and two days per week pick~up. Pursuant to Chapter 16 of the Municipal Code, a request for FOREST COVE the Village to accept easements for the Forest Cove Apartment (pBA SUBDIVISION) Complex, 1700 - 1729 Forest Cove Drive (south Busse Road) GRANT OF EASEMEN known as the PBA Subdivision was presented for Board consideration. Trustee Floros, seconded by Trustee Miller, moved to accept the Grant of Easement for Forest Cove Complex (PBA Subdivision) and to authorize the Mayor to sign and Clerk to attest the necessary documents. In accordance with the requirements of the Department of CENTRAL ROAD Transportation, the Village must officially request the closure of Central Road in order to conduct the July 4th Parade.
