COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Trustee Miller presented a Resolution commending Police Chief ~ - Ralph J. Doney for his years of service. Chief Doney has ~ announced his retirement effective July, 1981. Trustee Miller, seconded by Trustee Farley, moved for passage ~ of Resolution No. 22-81. A RESOLUTION OF COMMENDATION FOR 21 YEARS OF SERVICE - POLICE CHIEF RALPH J. DONEY Upon roll call: Ayes: Arthur Farley Floros ~,~iller Wattenberg Krause Nays: None Motion carried. MANAGER'S REPORT BID: Village Manager Burghard presented the bid results TREE TRISTMING for the tree trimming contract: Nels J. Johnson Tree Experts, Inc. 51,192.00 Hendrickson Tree Experts, Inc. 55,854.70 Tree Toppers, Inc. 40,997.6Q Davey Tree Co. 56,196.00 Mr. Burghard explained that Tree Toppers bid did not meet the required specifications and therefore should be disqualified. Trustee Miller, seconded by Trustee Arthur, moved to accept NELS JOHNSON the low qualified bid submitted by Nels Johnson Tree Experts, Inc. TREE EXPERTS in the amount of $51,192.00 for tree trimming. Upon roll call: Ayes: Arthur Farley Floros Miller Wattenberg Nays: None Motion carried. .~_U_~ The Village Manager presented ordinances for consideration P~ that would establish the procedures for establishing Special Service Areas #3 and #4, being the Busse/Wille improvement. It was noted that the public hearing in connection with the creation of these Special Service Areas would be held on Tuesday, June 23 at 8:00 P.M. and in accordance with law, the electors and property owners within those areas would be notified of the hearing. SPECIAL SERVICE Trustee Floros, seconded by Trustee Miller, moved to waive the AREA ~3 rule requiring two readings of an ordinance in order to take action on the proposed ordinance (Special Service Area #3). M .P .NEW,q AGENCy The Village Manager stated thai the proposed lease between the ~ Village and the Mount Prospect News Agency for the sale of newspapers ~dthin the train station was not ready and will be presented June 16th for approval. Mayor Krause complimented the Public Works Department on the TRAIN STATION fine job they have done on improving the appearance of the train station since the Village entered into the lease with the Chicago- Northwestern for the maintenance of the station. It was also recommended by the Mayor that a marker be erected stating the Public Works Department of the Village has provided the necessary improvements. Mr. Burghard presented a Resolution that would authorize the F]~ ~ return of certain monies owed to the Village by the Governmental Interinsu~ance Exchance, which Resolution is required by the Illinois Department of Insurance. RES .NO. 23-81 Trustee Floros, seconded by Trustee Arthur, moved for passage of Resolution No. 23-81 A RESOLUTION APPROVING RETURN OF FUNDS FROM GOVERNMENTAL INTERINSURANCE EXCHANGE Upon roll call: Ayes: Arthur Farley Floros Miller Wattenberg Nays: None Motion carried. MAYOR'S REPORT No report. COMMITTEE REPORTS BUILDING COMMITTEE No report. FINANCE COMMITTEE AM~NrD CH. ].~ Trustee Miller stated a request had been received from Moloney's R LICENSE: Restaurant, 1904 S. Elmhurst Road, for a Class "W" liquor license. M_O_LQ.]IF. Jf_Ls. It was the recommendation of the Finance Committee at their meeting 1904 S .Elmhurst R( May 13, that such a Class "W" liquor license be created for I Moloney's Family Restaurant. June 2, 1981 Page Three AMEND CH. 13 Trustee Miller, seconded by Trustee Arthur, moved to concur with the recommendation of the Finance Committee to create a Class "W" liquor license for Moloney's Family Restaurant at 1904 South Elmhurst Road. FIRE AND POLICE COMI~IITTEE No report. LEGISLATIVE/JUDICIARY COMI~ITTEE Trustee Arthur gave a status report on the following subjects: Solicitors Ordinar~e Legislative Update Joint Meeting with other Government Bodies Frivolous Law Suits PUBLIC HEALTH & SAFETY COMMITTEE No report. CABLE. T.V. PUBLIC WORKS COMI~IITTEE Trustee Farley, seconded by Trustee Wattenberg, moved for ~ passage of Ordinance No. 3120 AN ORDINANCE AMENDING THE MUNICIPAL CODE OF THE VILLAGE OF 1V~©UNT PROSPECT TO ADD THERETO A NEW QRD. NO. 3120 CHAPTER 6 ENTITLED "CABLE COI~IMUNICATIONS CODE" PERTAINING TO THE FRANCHISE AND OPERATION OF A CABLE TELEVISION SYSTEM WITHIN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS Upon roll call: Ayes: Arthur Farley Floros Miller Wattenberg Nays: None Motion carried. LIBRARY Village Manager Burghard announced that bids had been opened June 2nd at 11:00 A.M. for the General Obligation Note, in the BID: amount of $200,000 for the Mount Prospect Public Library. The GENERAL one bid received was from the Mount Prospect State Bank at 9.5% OBLIGATION interest. NOTE · Trustee Floros, seconded by Trustee Miller, moved to accept the ,M.P. STATE BANK bid submitted by the Mount Prospect State Bank at an inferest rate of:9.5% for the issuance of $200,000 in general obligation notes. NO. 3121 passage of Ordinance No. 3121 AN ORDINANCE PROVIDING FOR THE ISSUANCE OF A GENERAL OBLIGATION NOTE OF THE VILLAGE OF MOUNT PROSPECT. COOK COUNTY, ILLINOIS, AND PROVIDING FOR LEVYING AND COLLECTING A DIRECT ANNUAL TAX TO PAY THE PRINCIPAL OF SAID NOTE ~'~ AND INTEREST THEREON ! COMI~{ITTEE ANNOUNCEMENTS The first Committee of the Whole meeting will be held June 9th at 8:00 P.M. in the Public Safety Building.
