'} Mayor Krause and Lt. Harold Barra, director of the Mount FIRE CADETS Prospect Fire Cadet Program, presented Graduation Certificates GRADUATION to the 24 cadets having successfully completed the two year course offered by the Fire Department. LOWELL J. FELL Mayor Krause introduced the four finalists in the Lowell J. Fell ~SCI~OLARSHIP FINALISTS, Memorial Scholarship, sponsored by the Mount Prospect Kiwanis Club. : Cynthia Zoller, 1410 S. Cypress Drive Cheryl Baumhardt, 204 S. William Street Mark Petri, 1834 Sitka Lane Deanna Jesse, 905 S. Hi Luse Avenue Each finalist gave a talk on their experiences in spending a day within one of the various depar~nents of the Village. The two recipients of the scholarship would receive $500 each toward their college tuition. INSURANCE RATING.- Mayor Krause announced that the Insurance Services Office of CI~ASS 3 l]l{nois had revised the rating for the Village from a 4 to 3, which would result in a reduced premium for those companies subscribing to that service. ANNEXATION REQUEST Mr. Ron Mueller, 748 Haven Street, unincorporated Elk Grove HAVEN STREET Township, requested Board consideration on his petition to annex to the Village. Mr. l~ueller also requested the Board to permit an emergency water and sewer connection since his systems had failed. The Board granted the permission to connecti and noted that the annexation would be considered at the July Ist Board meeting, following proper notice to the appropriate officials. It was also noted that curbs, gutters and sidewalks would be required to be installed by the petitioner, which costs would be approximately $3,000. Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. ~ABATEMENT ORD. - Mr. Burghard presented an abatement ordinance due to the SPECIAL SERVICE fact that the bids for the installation of the water mains in the AREA NUMBERq~WO Special Service Area Number Two were Considerably lower than the anticipated amount,and due to the fact that the interest rate offered by the banks were also below the amount stated in Ordinance No. 3009. Trustee Wattenberg, seconded by Trustee Richardson, moved to bring an item to the floor not listed on the agenda (being the abatement ordinance). Trustee Richardson, seconded by Trustee Farley, moved to waive the rule requiring two readings of an ordinance relative to the abatement. NO. 3013 for passage of Ordinance No. 3013 AN ORDINANCE ABATING A -PORTION OF TAXES HERETOFORE LEVIED TO PAY THE PRINCIPAL AND INTEREST ON VILLAGE OF MOUNT PROSPECT SPECIAL SERVICE AREA NUMBER TWO UNLIMITED AD VALOREM TAX BONDS Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. The Village Manager presented various options available BID: ENTRANCE to incorporate a beautification plan prepared by Mr. Tyznik ~ARKERS & for entrance markers with landscaping. The following LANDSCAPING were submitted for the plantings: Charles Klehm & Son Nursery $ 8,563.00 Berthold Nursery 14,664.00 Ralph Kottke Landscaping 9,652.20 I.L.T.Company, Inc. 10,895.00 EXPENDITURE: Mr. Burghard noted that $6,000 had been budgeted for entrance ENTRANCE MARKERS, markers and since the bids exceeded that amount, requested direction from the Board. The proposed entrance markers would incorporate Mr. Tyznik's landscaping plan and could be installed at'Northwest Highway at Mount Prospect Road and Northwest Highway at Waterman, both on Chicago Northwestern Railroad right-of-way. Trustee Murauskis, seconded by Trustee Floros, moved to accept the low bid submitted by Charles Klehm & Son in the amount of $8,563.00, incorporate a modified landscaping plan to be desighed by Mr. Tyznik, to be installed at the two locations on Northwest Highway, and to authorize the transfer of the necessary funds. Dolores Haugh, Executive Director of the Chamber of Commerce expressed appreciation for the action taken by the Board, noting that the Farmers Markets were scheduled for 7 Sundays throughout the summer, along with various other projects for the beautification of Mount Prospect. .JULY 4, 1980 Police Chief Doney gave an update on the plans for the TRAFFIC COI~TROL July 4th parade and festivities noting that Central Road .PLANS ~l would be closed from Main Street (Route 83) to Busse Road and that traffic would be detoured at Main Street to Lincoln, Lincoln to Busse Road and then Busse Road back .. to Central Road. Barricades would be placed on various side-streets with provisions to be made for residents and their guests parking only. Additional police officers as well as security guards would be on duty that day. NORTHWEST CENTRAL Mr. Burghard then requested Board authorization to j(~in .~DISPATCH - Honeywell with the other members of the Northwest Central Dispatch System in a law suit against Honeywell, Inc. It was alleged that Honeywell, Inc. was not cooperating in the transition of alarm board equipment, making the installation of the new equipment difficult. Trustee Richardson, seconded by Trustee Floros, moved to ~ join in with Elk Grove Village, Buffalo Grove, and Arlington Heights, being members of the Northwest Central Dispatch System, in a law suit against Honeywell, Inc. MAYOR'S REPORT AMEND CH. 5 - Dissolv~ Mayor Krause presented An Ordinance Amending Chapter 5 Drainage & Clean of the Municipal Code of the Village of Mount Prospect for a ~S~reams and Mental first reading. This ordinance would dissolve two Commissions, ~Health Commissio-~ namely the Drainage & Clean Streams, and the Community Services and Mental HealthCommission.' ' The ordinance will be presented July 1st for s~cond reading. 'SI! 7I~0 -4- Mayor Krause stated that the Insurance Commission was DISSOLVE INSUR,\~ originally established in 1961 as a Citizens Advisory Insurance COMShSSION Commission and due to the fact that the Finance Commission and Fin~ce Committee discuss questions relative to insurance, and the fact that Mount Prospect is a member of IRMA, the Mayor requested a motion to dissolve that Commission. COMMITTEE REPORTS BUILDING COMMITTEE ZBA 12-V-80, 1006 Grace Drive ZBA 12-V-80 - Trustee Floros presented An Ordinance Granting Specified 1006 Grace Drive Variations for Property at 1006 Grace Drive for first reading. Trustee Floros, seconded by Trustee Richardson, moved to waive the rule requiring two readings of an ordinance. ZBA 15-A-80 and ZBA 16-SU-80, Brickman Property ZBA ~LS~Z?& 16-SU-8( Trustee Floros presented An Ordinance Zoning and Granting ,BRIC~N PROPER~I A Zoning Amendment and Planned Unit Development For Brickman Property for a first reading. There was discussion aa to the method with which the developer would pay the $28,500 cash donation to the River Trails Park District with such wording being incorporated into the ordinance. The ordinance will be presented July 1st for 2nd reading. Mr. Fred Sehierhorn, 1517 Park Drive and President of the ~OODVIEW CIVIC Woodview Civic Association requested the Village Board to 'ASSOCIATION reimburse that Association in the amount of $2,500 for legal REQUEST FOR FUND expenses incurred by the Woodview Civic Association ~ during the law suit involved with the subject property. The i Board w~ll consider the request and will discuss it further I at the July 1st Village Board meeting. FINANCE COMMITTEE No report. FIRE AND POLICE COMMITTEE Trustee' Murauskis, seconded by Trustee Farley, moved ORD. NO. 3015 for passage of Ordinance No. 3015 AN ORDINANCE AMENDING CHAPTER 17 OF THE VILLAGE OF MOUNT PROSPECT MUNICIPAL CODE (changing due date for vehicle stickers) -5- 6/17/80 Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. Trustee Murauskis 'presented the report of the Fire & Police MAPLE CREST AREA Committee meeting held May 27, 1980. Trustee Murauskis WATER - Citizens reported tha.t the Committee had discussed the offer received Utilities from Citizens Utilities to exchange water in the Maple Crest area through an interconnection. Trustee Murauskis, seconded by Trustee Miller, moved to concur with the recommendation of the Fire and Police Committee and decline the offer from Citizens Utilities to exchange water in the Maple Crest area. AMEND CH. 15 PUBLIC HEALTH AND SAFETY COMMITTEE T~RAFFIC ~ cODE. Trustee Wattenberg presented An Ordinanc~ Amending the Mount Prospect Traffic Code (no parking 200 ft north of Central Road on Westgate and imposing 25 MPH on Busse Avenue) for first reading and it will be presented July 1st for second reading. Trustee Wattenberg, seconded by Trustee Farley, moved AMEND CH. 25 for passage of Ordinance No. 3016 AN ORDINANCE AMENDING ARTICLE IV OF CHAPTER 25 OF THE MUNICIPAL CODE OF THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Farley Floros Miller Murauskis Richardson Wattenberg Nays: None Motion carried. PUBLIC WORKS COMMITTEE Trustee Farley gave a status report on the following subjects: Central/Busse Road Detention Basin Lake Briarwood Drainage Problem Cable T .V. Rauenhorst - Phase One BEAUTIFICATION - Trustee Farley reported that the Committee had discussed WILLE/BUSSE AVE. the beautification of the Busse Avenue/Wille Street intersection~ relative to parking and landscaping. EXPENDITURE Trustee Farley, seconded by Trustee Floros, moved to ~ authorize the expenditure of $1,000 for the beautification of the Busse/Wille intersection. NO. 3017 for passage of Ordinance No. 3017 ~A.MEND CH. 16 AN ORDINANCE AMENDING SPECIFIED PROVISIONS OF THE DEVELOPMENT CODE Upon roll call: Ayes: Farley Eloros Miller ~{urauskis Richardson Wattenberg Nays: None Motion carried. An Ordinance Amending the Sign Ordinance was presented ~AMEND SIGN ORD. for 2nd reading, however it was held over to the July 1st Village Board meeting in order to give the Zoning Board of Appeals an opportunity to review the content. This ordinance pertains to signs located in the parkways. The Vaxrrus Plat of Subdivision (Charlie Health Club) was VAVRUS PLAT - presented for Board consideration. Charlie Club Trustee Wattenberg, seconded by Trustee Richardson, moved to approve the Vavrus Plat of Subdivision and to authorize the Mayor to sign and Clerk to attest her signature on the subject plat provided that any and all bonds be posted for public improvements.
