INVOCATION INVOCATION Trustee Wattenberg requested a moment of silent prayer in remembrance of Pearl Harbor. 'Bud' Richardson to fill the vacancy created by Edward Miller's resignation as Village TrUstee, stating that the appointment would be through the April, 1983 election, since that position was up for election in 1983. Trustee Farley, seconded by Trustee Murauskis, moved~ to concur with the appointment of E. F. 'Bud' Richardson to the Village Board of Trustee, which term would expire May 1, 1983. RiChardson, after which Trustee Richardson took his seat on the Board. Lincoln Street, requested PRIVATE ROADWAYS additional information on the Village's policy of providing specified services for private roadways. Mayor Krause stated that it is Village policy that no snow plowing be done on private roadways, being undedicated, nor are those roadways maintained by the Village. Residents in annexed areas receive all services offered by the Village, except, as stated, maintenance of roadways, driveways or streets that are private, undedicated, areas. MAYOR'S REPORT EDWARD MILLER A Resolution was presented that expressed appreciation to Edward Miller on his contribution to the Village RES. NO. 52-82 Trustee Arthur, seconded by Trustee Richardson,~m~ed for passage of Resolution No. 52-82- A RESOLUTION OF APPRECIATION FOR THE SERVICE EXTENDED BY EDWARD J. MILLER WHEREAS, EDWARD J. ~ILLER has devoted his time, experience, knowledge and dedication to the position of serving in the elected office of Village Trustee of the Village of Mount Prospect from May, 1979 to November, 1982; and WHEREAS, EDWARD J. MILLER served unselfishly and diligently on the Board of Fire and Police Commissioners, and served as Chairman of the Finance Committee of the Village Board; and WHEREAS, the Village of Mount ProSPect has been greatly enhanced by the knowledge and concentrated efforts expended by EDWARD J. MILLER in the performance of his position as Village Trustee; and WHEREAS, the residents of the Village of Mount Prospect are deeply indebted to EDWARD J. MILLER for his distinguished service to our Village; and WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect desire to express to EDWARD J. MILLER on behalf of all the residents of the Village their gratitude to him for his dedicated and distinguished service to this Village. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That by this Resolution the Mayor and Board of ~ Trustees of the Village of Mount Prospect express to EDWARD J. MILLER their deep gratitude for his dedicated, faithful and constructive service as an elected official, Village ' Trustee, of the Village of Mount Prospect. SECTION TWO: That as a perpetual memento a copy of this Resolution be spread upon the minutes of the Board of Trustees of the Village of Mount Prospect, and that a certified copy of December 7, 1982 Page Two same be presented to EDWARD J. A copy of this Resolution will be presented to Trustee Miller. A request for an amendment to the definition of a AMEND CH. 13 Class "G" liquor license was requested by the ~S "G" Mount Prospect Park District. The Class "G" license presently provides for the sale of beer and wine between 11:00 A.M. and 10:00 P.M., April 1 through November 1 of each license year. It is requested that the Village Code be amended to delete the April 1 through November 1 so that beer and wine could be sold throughout the entire year. This item will be placed on the December 21st agenda for Village Board consideration, since no representatives were present from the Park District. A request was also submitted to transfer an existing BALZAMO'S Class "C" liquor license for Balzamo Liquors, TRANSFER 2316 South Elmhurst Road. This store will be under . new ownership, with the name to be changed slightly BOLZAN0 to Bolzano. 2316 Elmhurst It was the opinion of the Village Board that the transfer for the above stated liquor store be allowed. OLD BUSINESS .M~UBLiC Mayor Krause called the public hearing to order at 8:30 P ' HEARING This Public Hearing, called pursuant to proper legal notice, was called for the purpose of considering an Annexation ARROW ROAD Agreement between the Village and the property owners of ANNEXATION land commonly known as Arrow Road Construction Company, 3401 South Busse Road. Robert Weber, attorney for the owners of the subject property was in attendance at the Public Hearing. It was stated that the owners of the property have petitioned the Village for annexation, in accordance with the proposed Agreement. ZBA 37-A-82 ZBA 37'Z-82, Text Amendment An Ordinance was presented for second reading that AMEND CH. 1~ would amend the Village Code to provide for a 70 foot height limitation on antenna in the I-1 District. RECEIVING Trustee~Arthur requested the subject of air-wave DISCS receiving discs being a regulated item be placed on a future Committee of the Whole agenda, as well as windchange systems. Inasmuch as the Village Board had approved the proposed TAXI CAB establishment of two additional taxi cab companies, COMPANIES: Courier 2000 and American Taxi, at the last Board meeting, contracts between the Village and these CONTRACTS companies were presented for approval that set forth the various provisions for senior citizen rat~s. ' Trustee Wattenberg, seconded by Trustee Murauskis, moved to authorize the Mayor to sign and Clerk to attest her signature on the Contracts between the Village and American Taxi and Courier 2000. SPECIAL An ordinance was presented for 2nd reading that would SERVICE AREA authorize the issuance of bonds in conjunction with NO. 5 the creation of Special Service District No. 5 (acquisition of Lake Michigan water). Ron Norene, BONDS Bond Counsel for the Village, stated that bids for bonds in the amount of $1,900,000.00 had been opened earlier and that Northern Trust had entered the best interest rate at 8.91715%. Trustee Farley, moved the adoption of said ordinance as read, and Trustee Richardson seconded the motion, ORD.NO.3292 for passage of Ordinance No. 3292 AN GRDINANCE PROVIDING FOR THE ISSU~E OF $1,900,000.00 UNLIMITED AD VALOREM TAX BONDS OF SPECIAL SERVICE AREA NUMBER FIVE OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, AND THE LEVY OF A DIRECT ANNUAL TAX SUFFICIENT TO PAY THE PRINCIPAL AND INTEREST ON SAID BONDS After a full and complete discusSion thereof, the President directed the Village Clerk to call the roll fora vote upon the motion to adopt said ordinance. CH. 18 An Ordinanc was presented for first reading that would amend the Traffic Code, Chapter 18, to include a 4-way PALM/ROBERT & STOP at Palm & Robert Drives and reduce the speed limit on Centennial Drive from 30 MPH to 20 MPH. December 7, 1982 Page Eight 177 MANAGER'S REPORT BIDS: Bid results were presented for improvements to the Crumley Retention Basin (Busse Road). The proposed CRUMLEY BASIN improvement'Would include a 15" sewer starting at the head wall of the basin increasing up to 24" in size for a new discharge pipe at the bottom of the basin discharging into Weller Creek, as well as several 6" lateral under drains in the center of the basin. The following bids were received: Productive Paving $ 82,653.10 Martam Construction 85,498.00 Plote, Inc. 97,138.00 Nagel Excavating, Inc. 102,448.50 Trustee Wattenberg, seconded by Trustee Farley, moved. PRODUCTIVE to accept the low bid for Crumley Basin Improvements, ~ pAVING as submitted by Productive Paving in the amount of $82,653.10. MINI-COMPUTER: Village Manager Burghard presented a report from the WORD PROCESSI~ Department of Community Development proposing the AND INFORMATION PROCESSING purchase of a work processing and information processlng~ system. Due to the complexity of the equipment and functions required, the report stated the various options, those companies offering such equipment, and that the bidding process would not be feasible for this type of purchase. After reviewing the needs and options available it was the opinion of staff that the equipment that could best handle the specialized needs would be an Exxon 510 at a cost of approximately $6,300.00 for the word processing functions and the information processing system offered by Victor 9000, at a total cost of $7,300.00 would be the recommended system EXXON 510 Trustee Wattenberg, seconded by'Trustee Richardson, moved VICTOR 900 to waive the bidding process in order to purchase the specialized equipment, and to authorize the Village Manager to purchase an Exxon 510 system, at a cost not to exceed $6,300 and the Victor 9000 system, at a cost not to exceed $7,300. ~ Upon roll call: Ayes: Arthur Farley Ftoros Murauskis Richardson Wattenberg Nays: None Motion carried. Mr. Burghard presented the following bids submitted to AUDIT 82r.83. conduct the Village's audit for fiscal 1982-83: Karrison & Byrne $12,000 Alexander Grant $13.000 Laventhol & Horvath $13.500 London, Witte & Company $14,000 Detterbeck & Company $16,800 Trustee Farley, seconded by Trustee Wattenberg, moved KARRISON & BYF~N to accept the low bid submitted by Karrison & Byrne in the amount of $12,000 to conduct the audit for fiscal year 1982-83. Page Nine December 7'1982 ~ The Village Manager requested Village Board ratification MAIN REPAIR of emergency action taken on the weekend to authorize the rental of specialized equipment to repair a 15" sewer main at Golf & Busse Roads. Mr. Burghard stated ROSSITTI that the Village did not have equipment capable of repairing this type of main break and that he had CONST. authorized Rossitti Construction to conduct repairs at a cost of approximately $15,000 to $20,000. Trustee Wattenberg, seconded by Trustee Arthur, moved to ratify the action taken by the Village Manager in authorizing emergency flood control repairs at Golf & Busse Roads by Rossitti Construction Company at a cost of approximately $20,000. Euclid Aven~e 28-SU; 34-V It was stated that at the request of the petitioner, ].690 E.EUCLID these requests for zones, special use and variations had been withdrawn from consideration. ZBA 43-SU & ZBA 43-SU-82 and 44-V-82, 817 S. Elmhurst Road 44-V These requests, submitted by Clearbrook Center for 817 S.ELMHURSTthe Handicapped, were for a special use to operate a group care home for 6 developmentally disabled adults at 817 S. Elmhurst Road, and a variation to allow two off-street parking spaces instead of the required four spaces. The Zoning Board of Appeals recommended approval of the requests. Trustee Wattenberg, seconded by Trustee Floros, moved to concur with the recommendation of the Zoning Board of Appeals and grant the requested special use and variation. Ordinances reflecting the above special use and variation will be presented December 21st for first reading. ZBA 45-V ZBA 45-V-82, 901 E. Ardyce Lane 901 E.ARDYCE This request to permit a solar room, exceeding the floor area allowed, was continued to the December 21st Village Board meeting in order for the petitioner to be requested to attend and present their case. The Zoning Board of Appeals recommended denial.
