INVOCATION INVOCATION The invocation was given by Trustee Wattenberg. ROLL CALL ~OLL CALL Present upon roll call: Mayor Krause Trustees Arthur Floros Miller Wattenberg Absent: Trustees Farley and Murauskis APPROVAL OF MINUTES APP I : Trustee Arthur, seconded by Trustee Wattenberg, moved ~/21/82 Meetinq to approve the minutes of the regular meeting of the Mayor and Board of Trustees held September 21, 1982. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Mr. Gits, 610 S. Can Dota, requested information for the process necessary tc expand an existing driveway to accommodate additional family cars. Mr. Gits was instructed to contact the Community Development Department in order to apply for a variation through the Zoning Board of Appeals. MAYOR'S REPORT Mayor Krause moved the items listed Under New Business, ALGONQUIN & Safety Commission recommendations, up on the agenda. BRIARWOOD ~ FFI It was reported that a request had been submitted to ~ 'i ; study the possibility of installing a traffic signal at Algonquin Road and Briarwood Drive. The Safety Commission had studies conducted, resulting in the recommendation that a traffic signal was not warranted at that intersection. GREGORY ST,: The next item was a request from residents to prohibit AMEND CH. 18 parking on both sides of Gregory, between Main & Wille. There is presently regulations prohibiting parking on 134 the south side of Gregory. AMEND CH. 18 Trustee Arthur, seconded by Trustee Miller, moved ALBERT ST & to concur with the recommendation of the Safety GO~. Commission to amend the Traffic Code to prohibit parking on both the north and south side of _ Gregory Street between Main and Wille Streets. Upon roll call: Ayes: Arthur Floros Miller Wattenberg Nays: None ~-~ Motion carried. An Ordinance will be presented October 19th reflecting the amendment to Chapter 18, Traffic Code. A request was also submitted to delete the parking restriction on Albert Street, between Central Road and Henry Street, which regulation prohibits parking between 6 P.M. and 6 A.M. The request was to allow parking on that street consistent with other areas of the Village, which prohibit parking between 2 A.M. and 6 A.M. Trustee Wattenberg, seconded by Trustee Arthur, moved to concur with the recommendation of the Safety Commission and amend the Traffic Code to delete reference to parking prohibited between 6 P.M. to 6 A.M. and amend the appropriate section of the Code to prohibit parking from 2 A.M. to 6A.M. Upon roll call: Ayes: Arthur Floros Miller Wattenberg ~ Nays: None : Motion carried. .STREET LIGHT: Residents in the Dogwood and Juniper section of the JUNIPER & no~woog Village requested a street light at that particular intersection. It was the feeling of the residents that such a light would reduce vandalism and increase the safety of the area. The following residents spoke on this issue: Dennis Brown, 1129 Juniper Col. Simonsen, 1132 Juniper Resident, 1131 Juniper Joe McClaughlen, 1118 Dogwood Mrs. Rudolphi, 1116 Dogwood It was suggested by some of the area residents that instead of locating a street light on the southwest corner of the intersection, a light could be installed mid-block. This alternative did not meet with the approval of the Village's Project Engineer. Trustee Arthur, seconded by Trustee Wattenberg, moved to concur with the recommendation of the Safety Commission to authoriz~ installation of a street light at Juniper and Dogwood. Trustee Floros, seconded by Trustee Miller, moved ~ABLED MOTION to table action of this motion in order to obtain additional information from the Village Engineer on the location of the proposed street light. October 5, 1982 AMEND CH. 13 Mayor Krause presented an Ordinance that would increase the number of Class "R" liquor licenses by one for MA , a new restaurant at 20 W. Northwest Highway, and 20 W. N/W Hwy. increase Class "W" liquor licenses by one for .SHOW BIZ PIZZA Show Biz Pizza, 1500 S. Elmhurst Road. 1500 S. Elmhurs~ Trustee Floros, seconded by Trustee Miller, moved to _ waive the rule requiring two readings of an ordinance in order to take action on the subject ordinance. NO. 3262 pass Ordinance No. 3262 AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE (Alcoholic Beverages) Upon roll call: Ayes: Arthur Floros Miller Wattenberg Nays: None Motion carried. A request was presented for a Class "R" liquor license AMEND CH. 13 for Giordano's Pizza, 821 East Rand Road, formerly GIORDANO'S PIZZ jo jos. 821 E. Rand Rd. Trustee Miller, seconded by Trustee Arthur, moved to authorize the creation of a Class "R" liquor license for a restaurant doing business as Giordano's Pizza, 821 East Rand Road. Upon roll call: Ayes: Arthur Floros Miller Wattenberg Nays: None Motion. carried. An Ordinance will be presented October 19th reflecting the increase. OLD BUSINESS STREET~ An Ordinance was presented renaming a portion of Mamiya Drive, which street is located within Kensington Center for Business. BIERMANNCIRCI Trustee Arthur, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance in order to take action on the subject ordinance. NO. 3263 AN ORDINANCE RENAMING A PORTION OF A STREET WITHIN THE CORPORATION LIMITS OF THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur Floros Miller Wattenberg Nays: None Motion carried. ZBA 23-V-82 ZBA 23-V-82, 1761 Corktree Lane 7 O An Ordinance was presented for first reading that would grant a variation to'allow an additional to a single family home, creating an encroachment into the rear yard. Elmhurst Road, Show Biz Pizza. Trustee Miller, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an Ordinance on the subject special use. NO.3265 moved for passage of Ordinance No. 326~ AN ORDINANCE APPROVING AND ~UTHORIZING A SPECIAL USE TO ALLOW THE OPERATION OF A GAME ROOM CONTAINING MORE THAN SIX AMUSEMENT DEVICES IN CONJUNCTION WITH A FULL SERVICE RESTAURANT ON CERTAIN PROPERTY LOCATED IN THE B-4 BUSINESS, RETAIL AND SERVICE, DISTRICT AS ZONED, IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur Floros Miller Wattenberg Krause Nays: None Motion carried. An Ordinance amending Article VII of Chapter 11 AMEND CH. 11. regulating the age of patrons permitted to operate an amusement devices without being accompanied by a parent was presented for first __ reading. Trustee Wattenberg, seconded by Trustee Miller, moved to waive the rule requiring two readings of an ordinance in order to take action of the amendment to Chapter 11. NO. 3266 AN ORDINANCE AMENDING ARTICLE VII OF CHAPTER 11 OF THE VILLAGE CODE - Upon roll call: Ayes: Arthur Floros Miller Wattenberg Nays: None Motion ~arried. ZBA 29-Z-82, 33 W. Kensington Road ZBA 29-Z-82 An Ordinance was presented that would change the 33 W. KENSINGTO! B-3 zoning on this parcel of land to R-1. Trustee Floros, seconded by Trustee Miller, moved to waive the rule requiring two readings of an ordinance in order to take action on the re-zoning. NO. 3267 AN ORDINANCE AMENDING THE ZONING MAP 15-N WITH RESPECT TO ZONING OF CERTAIN PROPERTY IN THE R-1 SINGLE FAMILY RESIDENCE DISTRICT IN THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur Floros Miller Wattenberg Krause Nays: None Motion carried. ZBA 35-V-82, 811 S. Emerson Street ZBA 35-V-82 The case was presented with a recommendation from 811 S. EMERSON the Zoning Board of Appeals to grant the request to expand an existing drive-way for a single family residence. Trustee Miller, seconded by Trustee Floros, moved to concur with the recommendation of the Zoning Board of Appeals and grant the requested variation in ZBA 35-V-82, 811 S. Emerson Street. Upon roll call: Ayes: Arthur Floros Miller Wattenberg Nays: None Motion carried. An Ordinance will be presented for first reading at the October 19th Village Board meeting. It was stated that although the ordinance has not been passed authorizing the variation for 811 S. Emerson Street, it was the opinion of the Board that the resident could obtain permits to begin construction, due to the possible change in weather, and the fact that the Board does intend to pass the necessary ordinance. PUBLIC HEARING P_~LIC HEARING_- This Public Hearing on a proposed Annexation Agreement ARROW ROAD CONS with Arrow Road Construction, 3401 S. Busse Road, was called to order and continued to the October 19th Village Board meeting. An Ordinance amending Chapter 22 was presented for Page Five October 5, 1982 AMEND CH. 2.2 second reading. ORD. NO. 3268 Trustee Arthur, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3268 AN ORDINANCE AMENDING ARTICLE V ENTITLED ~ "METER USER RATES" OF CHAPTER 22 Upon roll call: Ayes: Arthur Floros M~ller Wattenberg _Motion carried. AMEND CH. 17 An Ordinance was also presented for second reading that would amend Chapter 17 ORD. NO. 3269 Trustee Floros, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3269 AN ORDINANCE AMENDING CHAPTER 17 ENTITLED "VEHICLE LICENSES" Upon roll call: Ayes: Arthur Floros Miller Wattenberg Nays: None Motion carried. MANAGER'S REPORT BID: Assistant Village Manager Jay Hedges presented the following bid results for thermal windows for the Senior Citizen Center: Builders Architectural Prod. $15,842.00 Bockman Company $21,459.00 Peter A. Johnson & Son $23,207.00 Trustee Arthur, seconded by Trustee Wattenberg, ~' moved to accept the low bid submitted by Builders Architectural ProdUcts for the thermalwindows in the Senior Citizen Center in an amount not to exceed $15,842.00. NEW BUSINESS SELL VILLAGE An Ordinance was presented that would authorize · ~ the sale of certain personal property owned by (KARDVEYOR) the Village, namely a mechanical card file (Kardveyor), to be sold to the highest bidder. Trustee Arthur, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance in order to take action on the subject ordinance authorizing the sale of property. NO. 3270 Trustee Arthur, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3270 AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE VILLAGE Upon roll call: Ayes: Arthur Floros Miller Wattenberg Krause Nays: None Motion carried. 139 ANY OTHER BUSINESS KENSINGTON CENT~ A Resolution regarding certain easements within the EASEMENTS Kensington Center for Business was continued to a date when all documents are in conformance with Village requirements. Trustee Arthur requested the Board to consider BULLET PROO~ an expenditure of approximately $15,900 in order to UESTS purchase bullet proof vests for the Police Officers. Trustee Arthur brought this subject to the Board due to the ~act a Police Officer in another municipality had recently been shot and killed. Assistant Village Manager Hedges stated that the Police Chief was studying this matter and a full report will be presented to the Village Board for the October 19th Board meeting.
