COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Bob Graham, Boy Scouts of America, presented awards TIRE & POLICE to Fire and Police Explorer Advisors. Police Chief EXPLORER ADVIS Pavlock presented Joan Forton her award. Fire AWARD Chief Pairitz presented Lonnie Jackson his award. Mrs. Jeniss Bush made a presentation on Save-a-Pet. SAVE-A-PET This organization is opening a new facility for cats only. Once in the program, cats and dogs that were abandoned would not be put to sleep, instead, homes would be found for these animals. The Board acknowledged support of this program and instructed Mrs. Bush to continue working with the Police Representive on this program. 114 ~LAYOR'S REPORT GLASS "R" LIQUOR A request for a Class "R" liquor license was submitted for the former Dunkin Donut property. Mr. Peter Panagoupolus is building a restaurant at this location. Being that there was no representative present, this request will be continued at the September 21 meeting. .CLASS "C" LIQUOR A request for a transfer of a Class "C" liquor .~RANSFER license, inasmuch as there will ~e a change in ownership. Mr. &. Mrs. Meyer, the new owners, --~ were both present. Trustee Arthur, seconded by Trustee Wattenberg, moved to approve of the transfer of a Class "C" Liquor License. OLD BUSINESS TAX LEVY An Ordinance was presented for a second reading, .1982-83 following a Public Hearing which was held on August 17, 1982. Trustee Miller, seconded by Trustee Wattenberg, moved for the passage of Ordinance No 3251. ORD. NO. 3251 AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSE OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING MAY 1, 1982 AND ENDING APRIL 30, 1983 Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg-- Nays: None Motion carried. DIMARIA A request was received from Mr. DiMaria for an BONDS EXTENTED extention on the time period for completion of townhomes within the Colony Country. These bonds came due on September 7, 1982. Mr. DiMaria was present, and the following people also spoke on this matter: Arnold Seagel, President Colony Country Association Fred Pampoll, President #1 Colony Country Assoc. Harold Fusch, Resident Trustee Miller, seconded by Trustee Wattenberg, moved to authorize a one year's extension for the building permits on the townhouses already having walls constructed, subject to the developer, Mr. DiMaria, would grade the area and install some landscaping, such as small shrubs and grass seed, as well as making an attempt to conceal the cinder blocks and bricks in the area. An Ordinance was presented for a variation from the Zoning Ordinance to permit parking spaces within an established 'for fee' parking lot to be 9' X 18' instead of the required 9' X 20'. This Ordinance had its first reading, second reading will be on September 21st meeting. September 7, 1982 Page Two ZBA 22-V-82, 309 South George Street ZBA 22-V-82 An ordinance was presented for a variation 2~0_~ S. GEORGE ST. from the Zoning Ordinance to permit a 6" encroachment on a required 5' side yard. Trustee Floros, seconded by Trustee Arthur, moved to waive the rule requiring two readings of an ordinance in order to take action on this ordinance. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Trustee Floros, seconded by Trustee Farley, moved for the passage of Ordinance No. 3252. ORDINANCE NO. 3252 AN ORDINANCE GRANTING A SPECIFIED VARIATION FOR PROPERTY COMMONLY KNOWN AS 309 SOUTH GEORGE STREET, IN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. At this time Trustee Floros, seconded by Trustee INTRODUCE ITEM NO, Miller, moved to introduce an item not listed Q~ on the agenda. Trustee Floros, seconded by Trustee Wattenberg, VEHICLE STICKER move to increase the vehicle sticker fee from INCREASE $10 to $20 if purchased before May 1, and an increase from $15 to $30 after May 1. An ordinance will be prepared and discussed at the Committee of the Whole meeting September 14, 1982. MANAGER'S REPORT Village Manager Terrance L. Burghard presented the following bid results: BID RESULTS Parkway Tree Planting, a Share-cost program, PARKWAY TREE PLAN! the low bid went to Charles Klehm & Sons Nursery, for both 2 1/2" trees and 1 1/2" trees. A complete tabulation of this bid is attached to these minutes. Trustee Floros, seconded by Trustee Farley, moved to accept the lowest bid of $25,000.00 for 2 1/2" trees, and $5,000.00 for 1 1/2" trees, from Charles KLEHM & SONS Klehm & Sons Nursery. UNIFORM RENTAL Uniform rental/cleaning service for 49 Public Works & CLEANINg employees. This year a bid for a flat rate and an SERVICE alternate bid for a flat rate on rental and a charge for only those uniforms cleaned were submitted. STEINER CORP. The lowest bid went to the current vendor, Steiner Corp. A complete tabulation of'this bid is attached - to these minutes. Trustee Farley, seconded by ~-~ Trustee Floros, moved to accept the lowest alternat~ bid of weekly rental charge for each shirt and pants at $.15, and a cleaning charge of $.30 per shirt and $.35 per each pants, from Steiner Corp. Trustee Arthur, seconded by Trustee Wattenberg, moved to accept the lowest bid of $212,314.65 from Allied Asphalt Paving Company. The Village Manager presented an ordinance for AMEND CHAPTER ! first reading that would amend Chapter 5, Article ARTICLE VII VII of the Village Code. This ordinance will increase the membership on the Fire & Police FIRE & POLICE Commission from 3 members to 5 members. Trustee COMMISSION MEMBER Arthur, seconded by Trustee Miller, moved to INCREASE waive the rule that requires two readings of an ordinance in order to take action on this ordinance. Upon roll call: Ayes: Arthur Miller Murauskis Nays: Farley Floros Watten~erg Krause Motion failed. This Ordinance will have its 2nd reading on September 21, 1982. The Village Manager presented a proposal to IRMA AUDIT conduct an IRMA claims audit by Laventhol & Horwitz. The 1st phase cost of $5,000.00, with a total estimated cost of $12,500.00. Trustee Floros, seconded by Trustee Wattenberg, moved to accept the 1st phase cost of $5,000.00. Upon roll call: Ayes: Floros Wattenberg Nays: Arthur Farley Miller Murauskis Motion failed. The Village Manager will take this proposal to the IRMA Board. The Village Manager submitted the Village's Audit ~AGE'S AUDI~ from London Witte for fiscal year May 1, 1981 and 1981-82 ending April 30, 1982, and a Management letter for acknowledgement of receipt. Trustee Arthur, seconded by Trustee Murauskis, move to acknowledge the receipt of the V~llage's audit submitted by London Witte for the fiscal year May 1, 1981 to LONDON WITTE April 30, 1982. The Village Manager presented a proposal to enter ~ARATRANSIT into a program for a Paratransit Vehicle Program. VEHICLE PROGRAM This program offering transportation to elderly and handicapped residents requiring a vehicle with a mechanical lift. Trustee Arthur, seconded by Trustee Murauskis, moved to proceed with the preliminary application to be filed for a PRELIMINARY APP. Paratransit Vehicle Program. Trustee Arthur, seconded by Trustee Murauskis, move to waive the rule that requires two readings of an ordinance in order to take action on the proposed ordinance. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. The following people spoke on this matter: Ron Norene, Consultant, Norene & Associates Dave Newman, Village Attorney Kenneth Reed, Resident Bill Bolsinger, 514 S. Emerson Mr. Norene gave a total.project cost of $110,000,000.00 The following changes in the proposed ordinance were required. The insertion of Prospect High School Theatre.Auditorium, 801 Rand Rd, and the change from. 2 years to 10 years for the maturity of the bonds. Trustee Arthur, seconded by Trustee -- .QRDINANCE NO. AN ORDINANCE PROPOSING THE ESTABLISHMENT OF A SPECIAL SERVICE AREA IN THE VILLAGE OF MOUNT PROSPECT, AND'PROVIDING FOR A PUBLIC HEARING AND OTHER PROCEDURES IN CONNECTION THEREWITH Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. FORFEITURING An Ordinance was presented that would establish a OF UNCLAIMED procedure for unclaimed deposits for certain DEPOSITS construction bonds to be forfeited to the Village when unclaimed for a period of 6 months. An Ordinance was presented that declares certain TRANSFER OF funds unclaimed and authorizes the transfer of UNCLAIMED FUNDS those funds to the General Corporate Fund. ORDINANCE NO.. 3255 AN ORDINANCE TO DECLARE A FORFEITURE WITH RESPECT TO CERTAIN UNCLAIMED SIDEWALK CONSTRUCTION BOND DEPOSITS AND TO TRANSFER THE AMOUNT OF DEPOSITS TO THE GENERAL CORPORATE FUND Upon roll call: Ayes: Arthur Farley Floros Miller MurauskiS Wattenberg Nays: None Motion carried. An Ordinance was presented to authorize the TRANSFER OLD transfer of old and unclaimed funds from this ME FUNDS special assessment to the Public Benefit Fund. Page Seven September 7, 1982 20 POLICE DEPT. An Ordinance was presented for its first reading E T W that would authorize the Chief of Police to enter ~ into certain agreements with other Police Departments, Park Districts, and related police service agreements. The following changes were requested, to change Mount Prospect Park District and Des Plaines Park District to all Park Districts in the corporate limits of Mount Prospect. This ordinance will have a second reading on September 21th meeting. ANY OTHER BUSINESS --- ALLENS PLAT- Allen's plat of Subdivision was con%inued to the OF SUBDIVISION September 21st meeting being that there was no representation at this meeting.
