INVOCATION The invocation was given by Trustee Wattenberg. COMMUNICATIONS AND PEITITONS - CITIZENS TO BE HEARD AWARDS: Mayor Krause presented plaques to two members of the DOUG GOMM & Emergency Services and Disaster Agency upon their BOB SCHEMAN - retirement. Douglas Gomm had contributed 21 years E.S.D.A. to E'.S.D.A., as well as numerous other civic groups, and Robert Scheman had served 11 years as a member of this volunteer group. MAYOR'S REPORT An Ordinance amending Chapter 9 of the Municipal Code, ..Aj~_E. ND CH. 9 which would provide for 'sidwalk cafe' type operations, was presented for second reading. ORD. NO. 3236 Trustee Floros, seconded by Trustee Miller, moved for passage of Ordinance No. 3236 SIDEWALK CAFES AN ORDINANCE AMENDING CHAPTER 9 ENTITLED "STREETS AND SIDEWALKS" OF THE VILLAGE CODE WITH RESPECT TO THE ESTABLISHMENT OF A SPECIAL PERMIT GOVERNING USE OF THE PUBLIC SIDEWALKS FOR RESTAURANT PURPOSES Trustee Farley moved to amend the proposed ordinance by deleting reference to the service of alcoholic beverages at these tables outside the establishment, thereby prohibiting such a service. The motion failed for lack of a second. Upon calling the motion for passage of Ordinance No. 3236: Ayes: Arthur Floros Miller Wattenberg Krause Nays: Farley Murauskis Motion carried. CLASS "W" LIQUOR A request was presented to authorize a Class "W" LICENSE: liquor license for the Golden Bear Restaurant, [~OLDEN BEAR ~0t East Euclid Avenue. Trustee Miller, seconded by Trustee Floros, moved EU LI to authorize an ordinance to be drafted to create an additional Class "W" liquor license for the Golden Bear Restaurant 401 E. Euclid Avenue. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. An Ordinance will be presented at the August 3rd Village Board meeting for first reading. SLASS "W" LIQUOR An application has also been submitted for'a /~- Class "W" liquor license for Grandpa's Pizza SRANDPA'S PIZZA Pasta Pub, 713 East Northwest Highway. fPASTA PUB ~ ~.N~-THWEST HWY. Trustee Arthur, seconded by Trustee Wattenberg, moved to authorize an ordinance to be drafted creating an additional Class "W" liquor license for Grandpa's Pizza Pasta Pub, 412 E. Northwest Highway. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. An Ordinance will be presented for first reading August 3rd. There was discussion on the requirement of residency for the owner or manager of a liquor establishment. The Village Manager would advise the Village Board on whether there was such a requireraent. NO. 3237 AN ORDINANCE AMENDING MAP 8-S WITH RESPECT TO ZONING OF CERTAIN PROPERTY IN THE P-2, OFF-STREET PARKING, DISTRICT Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Trustee Farley, seconded by Trustee Wattenberg, DRUHOT'S PLAT moved to authorize the Mayor and sign and Clerk to VISI attest her signature on the Druhot's Plat of NO. 2 Resubdivision No. 2. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Semar's Subdivision, Chris Lane .SEMAR'S SUB- This matter was continued from the July 6th meeting DIVISION for discussion on the pedestrian sidewalk between lots within the subject subdivision. Joe Runtz, developer of the subject property, participated in the discussion. It was discussed that the pedestrian sidewalk originally required by the Village, was to accommodate school children. The new placement of the sidewalk was then amended to the south of Lot 4. The owner of the lot at the corner of Lonnquist and Meier had stated that the ~chool children cut across his property on their way to school and that he had considered dedicating' a portion of his property in order to have Lonnquist a full width street at that point as well as that portion of Meier Road. Mr~ Allen was to discuss the possible dedication with staff however he had not done so by the time of this meeting. Trustee Arthur, seconded by Trustee Miller, moved to delete the requirement for a pedestrian sidewalk between lots within the subject subdivision, p~ovided that the developer deposit with the Village the sum of $1,'100.00 that would have paid for such sidewalk ~hieh~$1,100 would be applied aga±nst sidewalks installed along Meier and/or Lonnquist Blvd. Upon roll call: Ayes: Arthur Miller Wattenberg Nays: Floros Murauskis Krause Pass: Farley Motion failed. Trustee Farley stated that he would contact School District 59 to obtain the requirements or alternatives from the District relative to sidewalks for school children. The Plat of Vacation for a utility easement between PLATS OF VACATIO] Lots 5 & 6 and Plat of Easement for a utility easement AND EASEMENT between Lots 4 and 5 were continued to the August 3rd Board meeting. MANAGER'S REPORT Village Manager Terrance L. Burghard presented the POLICE CONTRACT amendments to the Police and Public Works contracts, PUBLIC WORKS consistent with recent negotiations with the respective CONTRACT union and/or association. Page Three July 6, 1982 Trustee Floros, seconded by Trustee Arthur, moved to authorize the Mayor to sign and Clerk to attest her signature on the amendments to the existing contracts with the Police and Public Works Departments. NORTHWEST NEW BUSINESS A Resolution was presented authorizing the OPPORTUNITY CENTER Village to participate in the Northwest AGREEMENT Opportunity Center Program. NO. 45-82 moved for passage of Resolution NO. 45-82 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE NORTHWEST OPPORTUNITY CENTER Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. AMEN~ CH. 11 An Ordinance was presented that would comply with the recently amended State Statutes to SOLICITATION_ increase the hours permitted for solicitors from sunset to 9:00 P.M. Trustee Farley, seconded by Trustee Miller, moved to waive the rule requiring two readings of an ordinance in order to take action on the amendment Go the solicitation regulations. NO. 3238 Trustee Farley, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3238 AN ORDINANCE AMENDING ARTICLE XXVIII ENTITLED "VENDORS, SOLICITORS, TOBACCO DEALERS AND OTHERS ENGAGED IN RETAIL SALES AND SERVICES" OF CHAPTER 11 OF THE MUNICIPAL CODE Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. ANY OTHER BUSINESS ULLRICHS PLAT The Ullrichs Plat of Subdivision was presented for approval. This plat places the property 317 S. PINE ST. located at 317 South Pine Street into one lot of record. Trustee Murauskis, seconded by Trustee Floros moved to authorize the Mayor to sign and Clerk July 20, 1982 Page Four o attest her signature on the Ullrich's Plat of Subdivision. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. An Ordinance was presented that would amend the AMEND ORD. NO.321 recently adopted ordinance authorizing the issuance of industrial revenue bonds for Cummins-Allison. CUMMINS-ALLISON This amendment would permit bonds to be issued in a lesser amount than the authorized $3,500,000. Trustee Floros, seconded by Trustee Murauskis, moved to waive the rule requiring two readings of an ordinance in order to take action on the subject ordinance for Cummins-Allison. NO. 3239 for passage of Ordinance No. 3239 AN ORDINANCE AMENDING ORDINANCE NO. 3232, AUTHORIZING THE ISSUANCE OF UP TO $3,500,000 AGG}~EGATE PRINCIPAL AMOUNT OF INDUSTRIAL REVENUE BONDS (CUMMINS-ALLISON CORP. PROJECT) 1982 SERIES Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried.
