COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD ~ Jim Goumas, Candidate for Eagle Scout from Troop 23, CANDIDATE gave a brief presentation on the importance of water PRESENTATION heater safety. It was stated that Jim, in co-operation with the Mount Prospect Jaycees, will offer thermometers to residents to test the temperature of the water in their heaters both for ~ ~ safety and energy efficiency purposes. ~ETITION: Mr Stan Pawlaski, 218 South George Street, '° ~uO_U~GEORGE S! presented a petition requesting the 'Village to RRO~ST FOR inst~ll curbs in their neighborhood. Trustee Floros, seconded by Trustee Arthur, moved to waive the rule requiring two readings of an ordinance in order to take action on the subject Ordinance. Trustee Floros, seconded by Trustee Wattenberg, .NO. 3215 moved for passage of Ordinance No. 3215 AN ORDINANCE GRANTING SPECIFIED VARIATIONS FOR PROPERTY COMMONLY KNOWN AS KOTEL'S SUBDIVISION MT 1310 NORTH RIVER ROAD, IN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. _ A plat of subdivision creating 3 lots will be presented to the Village Board following approval by.the Planning Commission. AMEND CH. 22 An Ordinance Amending Chapter 22, establishing a specific charge for sewer service was presented for 2nd reading. Trustee Farley, seconded by Trustee Miller, moved to amend the proposed ordinance to provide for 25 days from the date the statement is issued before payment must be made, instead of the proposed 20 day requirement. MANAGER'S REPORT BIDS: Village Manager Terrance L. Burghard presented the results from three bids. BID WAIVER: Mr. Burghard presented a request to waive the POLICE RADIOS bidding procedure in order to purchase radios for the Police Department that would be compatible with existing equipment· Trustee Arthur~ seconded by Trustee Miller, MOTOROLA moved to waive the bidding process and authorize the purchase of radios for the Police Department from Motorola at a cost not to exceed $15,270.40. NEW BUSINESS ~ES. NO. 39-82 Trustee Floros, seconded by Trustee Miller, CLOSE STATE ROAD moved for passage of Resolution No. 39-82 (CENTRAL RD. ) A RESOLUTION REQUESTING THE CLOSURE OF A STATE ROAD, CENTRAL ROAD, TO CONDUCT A PARADE - Upon roll call: Ayes: Arthur .Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. ZBA 11-A-82, ZBA 11-A-82, 12-SU-82, 13-V-82, 15 N. Elmhurst Ave. 12-SU-82, 13-V-82 These requests consist of the following: 35 N. ELMHURST AVE. (HABERKAMPS) A text amendment to Sec. 14.2001.C to allow the use of an existing resident on a lot with an existing commerical building; To amend Sec. 14.2001.A to add an additional permitted use in a B-3 District to-wit: "Premium Fulfillment/Mail Order Business"; · A special use to allow "the use of the existing single family residence on the same lot with a a separate business structure"; · Variations to: reduce the number of required parking spaces to seven and elimination of any required unloading spaces; to allow more than one business use within the same commerical structure; and to reduce the required rear yard to sixteen feet. Trustee Floros, seconded by Trustee Murauskis, NBA 12-SU-82 moved to concur with the recommendation of the Zoning Board of Appeals to grant the requested special use requested In ZBA 12-SU-82. Following discussiQn on the parking requirements, it was the opinion of the Village Board that a formula be worked out in order to meet parking demands on the proposed use of the commerical building, based on a minimum of 12 spaces, from the required 29 spaces. Trustee Floros, seconded by Trustee Farley, moved ~ZBA 13-SU-82 to approved the requested variation in ZBA 13-V-82 subject to a formula being worked out as to the number of parking spaces per employee and/or customers. Trustee Floros, seconded by Trustee Miller, moved to approve the request to grant a special use to Page Five June 1, 1982 permit a day care center to be located within four class room of the Sunset Park School, 603 W. ZBA 16-V-82 Trustee Miller, seconded by Trustee Farley, moved to grant the requested variation in ZBA 16-V-82 and permit more than one use in a building. Mayor Krause called a brief recess at 10:45 P.M. The meeting was reconvened at 11:05 P.M. Present upon roll call: Mayor Krause Trustees Arthur Farley Floros - Miller Murauskis Wattenberg M.P.LIBRARY Trustee Floros, seconded by Trustee Murauskis, ANNUAL REPORT moved to acknowledge receipt of the Mount Prospect Public Library Annual Report for fiscal 1981-82. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. HOT TUBS & Guidelines and recommendations for regulating SPAS hot tubs and spas was distributed to the Board members. The proposed regulations were drafted AMEND CH. 19 by the Health Directors within the municipalities in the Northwest Municipal Conference. Trustee Farley, seconded by Trustee Arthur, moved to authorize the staff to prepare the necessary ordinance regulating hot tubs and spas using the guidelines presented. An Ordinance amending the Mount Prospect Municipal Code relative to hot tubs and spas as soon as staff has put the ordinance is our local form. ANY~OTHER BUSINESS SEMAR'S SUB. Semar's Subdivision, Chris Lane and Meier Road A request has been submitted by the developer to re-locate the sidewalk required by the Village June 1, 1982 Page Six ~ o be placed between two lots in order to provide pedestrian access to Holmes Jr. High School. The previously approved action provided for the sidewalk to be placed between Lots 5 and 6. Following discussion,the Board authorized the re-location of the sidewalk, vacating the easement on the plat of subdivision, and recording the necessary documents indicating a 5 foot sidewalk on the southern lot line of Lot 4 in Semar's Subdivision. Trustee Farley, seconded by Trustee Wattenberg, moved to authorize the vacation of the easement shown on the Semar's Subdivision between Lots 5 and 6 and re-locate the 'Easement for Public.Sidewalk' on the south lot line of Lot 4 in the subject subdivision, which documents are to be recorded with the Recorder of Deeds of Cook County. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. SHEPARD'S SUB. The Shepard's Plat of Subdivision was presented ALGONOUIN & for approval. This property is located at .DEMPSTER Dempster and Algonquin Road is was the subject of a recent ordinance granting a special use. Trustee Farley, seconded by Trustee Arthur, moved to authorize the Mayor to sign and Clerk to attest the Shepard's Plat of Subdivision, subject to 20 ft. setback lines being shown and language allowing easements for cable T.V. appearing on the plat.
