INVOCATION INVOCATION The invocation was given by Trustee Wattenberg. ROLL CALL ~L%J~_CA~J~ Present upon roll call: Mayor Krause Trustees Arthur · Farley Floros Miller Murauskis Wattenberg APPROVAL OF MINUTES APPROVE MINUTES: Trustee Wattenberg, s.econded by Trustee Farley, moved 4/20/82 Meetin~ to approve the minutes of the regular meeting of the Mayor and Board of Trustees held April 20, 1982, with an amendment to the motion to concur with the recommendation of the Zoning Board of Appeals on ZBA 2-SU-82 and ZBA 3-V-82, which amendment would state that the left turn onto Rand Road from the eastern driveway would be allowed for a trial period of one year, after which time the traffic pattern impact would be reviewed. APPROVAL OF BILLS APPROVE BILLS Trustee Miller, seconded by Trustee Wattenberg, moved to approve the following list of bills: General Fund $ 460,352.54 Revenue Sharing Fund 1,866.53 Motor Fuel Tax Fund 20,995.78 Community Development Block Grant 4,835.17 Waterworks & Sewerage Fund: Operation & Maintenance 40,679.30 Depreciation, Improvement & Extension 121,792.00 Parking System Revenue Fund 928.42 Trust Fund 12,557.95 Library Investment Fund 957.49 $ 664,965.18 Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD LIONS CLUB- Jack Meske, representing the Mount Prospect Lions Club, WAIVE FEES FOR requested all fees and out-of-pocket expenses be 1982 CARNIVAL waived for the upcoming Village Fair (June 30 - July 4). Trustee Wattenberg, seconded by Trustee Arthur, moved to waive all fees and out-of-pocket expenses for the Lions Club Carnival, to be held at the Central & Busse MSD site, June 30 July 4, 1982. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Robert Kubycheck, 812 Busse Avenue, Patricia Foley, HIGH SCHOOL 412 N. Russel, and Judy Branick, 1106 W. Lincoln, CLOSING - DIST.2 requested the Board to address the issue of High School District 214 closing one of the area high schools. It was the opinion of the School Board that Hersey, Arlington or Prospect would be closed. Mayor Krause explained that Mount Prospect students are served by Forest View, Hersey and Prospect High Schools, with the number of students from Mount Prospect averaging 1.000 in each school. It was the opinion of the village Board that community identity should be a factor in deciding which high school to close, noting that Arlington Heights has three high schools within their corporate limits. Mayor Krause will direct a letter to the School Board of Dist. 214 expressing the Village Board's feeling that having a high school within this Village's limits does contribute to community identity and request the School Board take that fact into consideration when making their final decision. ~YOR'S REPORT PR ° Mayor Krause proclaimed the week of May 10 - 15 MUNICIPAL CLERKS as Municipal Clerk's Week and the week of WEEK, PUBLIC WORKS May 23 - 29 as Public Works Week. An Ordinance was presented that would delete WA PA GHETTI'S Wa Pa Ghetti's and Grandpa's Pizza from the GR/LNDPA'S Class "W" liquor license classification and SHOGUN transferring Shogun from the "S" classification to the "R" classification. AMEND CH. 13 Trustee Miller, seconded by Trustee Arthur, moved to waive the rule requiring two readings of an ordinance. OLD BUSINESS LINCOLN CIRCLE The Public Hearing on the proposed Annexation ANNEXATION Agreement for property commonly known as the "Lincoln Circle Estates Subdivision" was continued to the May 18, 1982, Village Board meeting. ZBA 25-V-81 ZBA 25-V-81 1740 W. Dempster Street 1740 W. DemDster An Ordinance was presented for first reading granting variations for Danny Boy Oil. Trustee Floros, seconded by Trustee Murauskis, moved to waive the rule requiring two readings May 4, 1982 Page Two of an ordinance in order to ta~e action of the proposed ordinance. NO. 3208 moved for passage of Ordinance No. 3208 AN ORDINANCE APPROVING AND AUTHORIZING A SPECIAL USE TO ALLOW THE OPERATION OF A GASOLINE SERVICE STATION ON CERTAIN PROPERTY LOCATED IN THE B-3 BUSINESS RETAIL AND SERVICE DISTRICT, AS ZONING, IN THE VILLAGE OF MOUNT PROSPECT Upon'roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. An ordinance was presented for first reading granting the specified special use and variations recommended by the Zoning Board of Appeals and Village Board. Trustee Floros, seconded by Trustee Miller, moved to waive the rule requiring two readings of an ~rdinance in order to take action on the proposed ordinance. NO. 3209 for passage of Ordiannce No. 3209 AN ORDINANCE GRANTING SPECIFIED VARIATIONS AND SPECIAL USE FOR CERTAIN PROPERTY COMMONLY KNOWN AS MC DONALD'S PROPERTY AT 100 WEST RAND ROAD IN. THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Trustee Farley, seconded by Trustee Miller moved MCDONALD'S PLAT OF SUBDIVISION to authorize the Mayor to sign and Clerk to attest her signature on the McDonald's Rand-Elmhurst Plat of Subdivision. NO. 3210 Trustee Arthur, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3210 AN ORDINANCE GRANTING SPECIFIED VARIATIONS FOR PROPERTY COMMONLY KNOW AS WINKLEMANN'S SERVICE, INC. AT 310 WEST NORTHWEST HIGHWAY, IN MOUNT PROSPECT Upon roll call: Ayes: Arthur Farley Ftoros Miller Murauskis Wattenberg Nays: None Motion carried. MANAGER'S REPORT EASEMENT AGREEMENT Jay Hedges, Assistant Village Manager, KENSINGTON CENTER - presented an easement agreement required CUMMINS ALLISON to permit the Village access to water service shut-offs within Kensington Center, inasmuch as the shut-off valves were not installed on Village owned right-of-way. Trustee Farley, seconded by Trustee Wattenberg, moved to authorize the Mayor to sign and Clerk to attest her signature on Easement Agreement with Kensington Center on specific lots. RIGHT-OF- The following bids were received for an eight WAY PATHWAY foot wide walkway on the Commonwealth Edison right-of-way between Elmhurst Road and Linnemann Road: Endurance Paving Co. 26,458.90 Arrow Road Construction Co. 28,147 18 J. A. Johnston Paving Co. 31,525 38 Martam Construction Co. 31,861 80 DeKaf Paving Inc. 33,510 30 McKeever Construction Co. 35,795 40 W. J. Olson Co., Inc. 40,430 78 ENDURANCE PAVING CO. Trustee Wattenberg, seconded by Trustee Miller, moved to accept the low bid submitted by Endurance Paving Company in the amount of $26,458.90 for the Commonwealth Edison pathway. The bid results were also presented for various CENTENNIAL improvements on the Village owned park area known ~ARK as Centennial. The complete bid tabulation results are attached to these minutes. Trustee Arthur, seconded by Trustee Wattenberg, moved to accept the low bids as follows: for concrete pathway, patio and planter to accept AL I the low bid from Alliance Company in an amount not to exceed $8,932.05; for landscaping Moore's MOORE'S LANDSCAP] Landscaping & Nursery in an amount not to exceed $23,091.75; and Endurance Paving for the lighting ENDURANCE PAVING. in an amount not to exceed $11,527.00. The Assistant Manager stated that funds have been R_~ IMPROVE- allocated by the State for roadway improvements. MENTS (IDOT) Two areas within the Village were slated for improvements, Wolf from Rand to Golf and River Road. It was the feeling of the Board that when the Transportation Committee met, that the Village of Mount Prospect would vote in favor of the two projects proposed for the Mount Prospect area. NEW BUSINESS An Ordinance was presented authorizing the sale S~ VILLAG~ of three vehicles at the Northwest Municipal OWNED PROPERTY Conference's auction, May 8th. (VEHICLES) Trustee Arthur, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance in order to take action on the proposed ordinance. An Ordinance was presented authorizing the sale of SALE OF VILLAGE certain ~iscellaneous equipment owned by the Village OWNED PROPERTY at the annual Public Works Open House Auction, (MISCELI~ANEOUS) May 22, 1982. Trustee Farley, seconded by Trustee Arthur, moved to waive the rule requiring two readings of an ordinance in order to take action on the proposed ordinance. An Ordinance was presented that would SALE OF VILLAGE authorize the sale of certain miscellaneous OWNED PROPERTY Fire Department equipment by sealed bid. (MISC. FIRE DEPT. ANY OTHER BUSINESS PEACE REFORMED A plat of subdivision was presented for SUBDIVISION Peace Reformed Church, Golf and Meier Roads. The church had given the Village that portion of land for Lonnquist Boulevard to have a half street at the rear of the church property. This plat created a lot of record for the church property and officially dedicated that portion of Lonnquist Blvd. Trustee Arthur, seconded by Trustee Farley, moved to authorize the Mayor to sign and Clerk to attest her signature on the Peace Reformed Church Plat of Subdivision. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. KENSINGTON A plat of re-subdivision was presented that CENTER RE-SUB- would change the lot lines on Lots 303, 305 DIVISION VIII and 307 within the Kensington Center for Business.
