COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD f~ Dolores Haugh, Executive Director of the Mount Prospect .C_Q~ Chamber of Commerce, presented the Mayor with ~membership M M~ for the Village in the Chamber for 1982. A resident of the Village requested the Village to have parking for the handicapped installed at the State Unemployment Office, located in the ~hopping center at Central Road and Main Street. MAYOR'S REPORT OM W ALT Mayor Krause presented a Resolution for consideration EDISON RATE objecting to the proposed increase by Commonwealth IJ~ Edison Company. Trustee Miller, seconded by Trustee Arthur, moved ~ES.O._~ for passage of Resolution No. 6-82 A RESOLUTION IN OPPOSITION TO THE COMMONWEALTH EDISON RATE INCREASE Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Krause Nays: None Motion carried. NO. 3179 AN ORDINANCE AMENDING CHAPTER 14 ENTITLED "ZONING ORDINANCE" OF THE VILLAGE CODE REGARDING AUTHORITY OF THE ZONING BOARD OF APPEALS TO DECIDE FENCE VARIATIONS Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. ZBA 31-A-81, Text Amendment ._ZBA 31-A-81 AMEND ~_ 14_ Trustee Farley, seconded by Trustee Wattenberg, R sz~entza~Care moved to concur with the recommendation of the Homes Zoning Board of Appeals to deny the request for residential care homes. George Van Geem and Jim Viger~ members of the Zoning Board of Appeals requested the Board remand the matter back to their Board for further study and recommendation. Trustee Floros, seconded by Trustee Miller, moved REMAND ZBA ~l-A-8] to remand ZBA 31-A-81, proposed amendment to permi~ACK TO ZBA and regulate residential care homes, back to the Zoning Board of Appeals. ~-~ Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg ~ Nays: Krause Motion carried. Mayor Krause stated that she would have prefered the matter to be decided at the Village Board level, noting that she, along with the Village Board, supported the concept of residential care homes. ZBA 30-A-81,Text Amendment ZBA 30-A-~l An Ordinance Amending Chapter 14 Entitled "Zoning ~M. END CH.'14 Ordinance" of the Village Code Regarding the ' TIONS Establishment of Automobile Service Stations as a Page 3 Jannary 19, 1qS2 Special Use in B-3 Business, Retaii and Service District, had its first reading and will be presented February 2, 1982 for 2nd reading. NEW BUSINESS AMEND CH. 18 An Ordinance was presented that would ~DWI" amend Chapter 18 to provide for stricter regulations on driving while intoxicated. Trustee Floros, seconded by Trustee Farley, moved to waive the rule requiring two readings of an ordinance in order to take action on the property ordinance. Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Trustee Farley proposed that the fines for those convicted of driving while under the influence be increased over the fines provided by State Statutes, so such fines would be a minimum of $500 and maximum of $2,5OO. ORD. NO. 3180 Trustee Farley, seconded by Trustee Wattenberg, moved for passage of Ordinance No. 3180, to include the increased fines. AN ORDINANCE AMENDING ARTICLE V ENTITLED "DRIVING WHILE INTOXICATED, TRANSPORTING ALCOHOLIC LIQUOR AND RECKLESS DRIVING" OF CHAPTER 18 OF THE VILLAGE CODE Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. AMEND CH. 18 An Ordinance was presented that would provide HANDICAPPED additional authority to our local law enforcement PARKING relative to parking for the physically handicapped. Trustee Arthur, seconded by Trustee Farley, moved to waive the rule requiring two readings of an ordinance to order to take action on the proposed ordinance. MANAGER'S REPORT Village Manager Terrance L. Mr. Burghard presented a Resolution of Agreement IDOT AGREEMENT with IDOT, which agreement specifies responsibility (MASTER AGREEMEN for traffic signal maintenance. NO. moved for passage of Resolution No. 7-82 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE ILLINOIS DEPARTMENT OF TRANSPORTATION (MASTER AGREEMENT) Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. Trustee Floros, seconded by Trustee Wattenberg, EXPENDITURE: moved to authorize an expenditure of an amount not to exceed $65,000 for repairs to Well #17 (Camp WELL #17 McDonald & Elmhurst Roads). The Village Manager presented an ordinance that SALE OF PROPERT] would authorize the sale of various pieces of video (?olice Dept.) and radio equipment by the Police Department. Trustee Murauskis, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an ordinance in order to take action on the subject ordinance. NO. 318__~3 for passage of Ordinance No. 3183 AN ORDINANCE AMENDING ARTICLE V ENTITLED "OTHER REGULATIONS" OF CHAPTER 8 OF THE VILLAGE CODE Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. MC CABE RE-SUB. A Plat of Resubdivision was presented for property 253 E. RAND RD. located at 253 East Rand Road, commonly known as Scotland Yard Restaurant, which plat is entitled "Mc Cabe Resubdivison". The resubdivision would comply with the Village Code and place the lot into one lot of record. Trustee Miller, seconded by Trustee Murauskis, moved to authorize the Mayor to sign and Clerk to attest her signature on the Mc Cabe Plat of Resubdivision. Trustee Wattenberg, seconded by Trustee Miller, EXECUTIVE moved te conduct an Executive Session for the purpose SESSION - of reviewing compensation for the Village Manager. MANAGER'S SALAR~ Upon roll call: Ayes: Arthur Farley Floros Miller Murauskis Wattenberg Nays: None Motion carried. The Executive Session began at 9:51 P.M. Mayor Krause reconvened the meeting at 11:19 P.M. RECONVENE Present upon roll call: Mayor Krause Trustees Arthur Farley Floros Miller Murauskis Wattenberg Trustee Wattenberg, seconded by Trustee Floros, moved to authorize an increase in salary for the Village Manager to $48,500 a year, which raise would be effective from January 1, 1982.
