the rule requiring two readings on an ordinhnce in order to
take action on the subject ordinance.

ENERGY AUDIT A Resolution was presented that encouraged the residents
MONTH to participate in the energy audit by filling out the
application to be distributed with the Newsletter in an
effort to pinpoint areas that could save energy and related
costs.

support for legislation that would prohibit the use of

Field changes have been denied for the proposed development within OlD ORf/RARD'S
Old Orchard's Colony Countl~; because Frediani's proposed 3-3 story COLCNY ~0UNTR~
buildings depart from the original plans which calls for 2 buildings. FIELD CI4ANGES
Under the Consent Decree governing the Old Orchard Colony Country, the
village Manager, Terrance Burghard is allowed to make certain field changes.
Dae to imPact it could have on the neighbors, the Village Manager denied
the field changes. The Manager stated that Frediani could take his
proposal to the Zoning Board of Appeals which would require public hearings,
thereby informing the residents.

TEXT AMENDMENT This case proposed amending the text of the Zoning Ordinance,
REGARDING Chapter 14, to delete the requirement that a court reporter
COUR~ REPORTER take official minutes. The Zoning Board of Appeals recc~ended
5-2 to grant the text amendment.
Cu/rently transcripts are required for all ~oning cases which
has become a very time consuming and c~stly requirement. In an
effort to speed up the cases and reduce the cost to petitioners
the transcript requirement would be removed. The substitution of
sunm~m~y minutes would be prepared by a reoording secretary. There
would also be cassette tapes in a fall-back position for more
detailed study of the meeting. The petitioner would still be
given the option of a court reporter if they so desired and were
willing to pay for the service separately.

with the recommendation of the Zoning Board of Appeals and
grant the requested text amendment.

ZBA 5-SU-8~ This request dealt with the development of a vacant parcel with
ZBA 6-V-84 5 buildings, including a self-serv~ car wash, all buildings dealing
with auto care.
ZBA 4-Z-84 requests the re-zoning of subject property frc~l B-3 to B-4.
ZBA 5-SU-84 requests a Special Use in the nature of a Planned Unit
Development.
ZBA 6-V-84 requests variations frcm 14.2102.C to reduce rear yard
frc~ the required 20 feet to 0; 14.2101.A. 1 parking regulations
to permit fewer parking spaces as it applies to the car wash;
14.2105.B. to eliminate the requirement for off-street truck loading
spaces.
Mr. Kostakos, representing the petitioner (ENSREC COI~.) presented
the proposed project stating that the property would be developed
with five-one-story buildings, all of which would provide sc~e
type of vehicle maintenance facility, including a self-serve car
wash o

the requests in ZBA 4-Z-84, ZBA 5-SU-84 and ZBA 6-V-84.

MOVE TAXI A request to amend the Traffic Code to remove the posted "Taxi ~
STOPS INSIDE Stand" area on Prospect Avenue frc~ Emerson to Main and provide
DEPOT LOT 6 spaces within the train station parking lot.

A request to establish 4 hour parking on the north side of Prospect 4 HOUR PA~KING
Avenue, between Emerson and Pine Street, instead of the existing 2 NORIS{ SIDE OF

The Mayor and Board of Trustees postponed attaching a parking time
restriction on the the North side of Prospect Avenue, between Emerson
and Pine Street. The existing parking time is two hours and the proposed
time was for four hours. The Board of Trustees decided to postpone giving
a specific time regulation until the needs of the nearby stores was determined.
This request was continued to'._the February 21st Board Meeting.
A Resolution was presented for an ~anual renewal of the Agre~nent to
provide ~mergency services to the Forest River Fire Protection District.

PLAT OF VACATION
PLAT OF This plat vacates a parcel of land, Waverly Street extended,

WAVERLY Course, previously dedicated for a roadway. Since the Village
EXI'~NDED has no plans to extend th~ roadway, this will place the property
back on the tax rolls.
