CO,~NICATIO~S A~D PETITIONS - CITIZENS TO BE HEARD None. 122 MAYOR'S REPORT BLOOD A presentation was given by the Blood Center of Northern CENTER Illinois to the Mount Prospect Police Association for their continuing donations (85 pints presently). Officer Joe Kowlanowski, representing the Police Association accepted POLICE the certificate and also told the Board of 2 new programs ASSOC. being sponsored by the Association. A 7th grade aluminum can collection in the spring and a key chain program to be given by the Officers to the public on Buckle up for safety. An Ordinance was presented for is% reading that would delete one Class "S" liquor license, held by Captains -- DELETE Steak Joynt and one Class "W" liquor license h~ld by CLASS "S" Godfathers Pizza. Both restaurants are closed at this ti~ . & CLASS "W" LIQUOR Trustee Farley, seconded by Trustee Murauksis, moved to LICENSE waive the rules requiring a second reading on this Ordinance Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem Nays: None Motion carried. ORD NO 3562 AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem Nays: None Motion carried. BABE'S A request has been received from the owner's of Babe's LIQUOR Hotdog's, Mr & Mrs Louis, for the issuance of a Class "W" LICENSE liquor license. This establishment will be located in the Crystal Court Shopping Center. There was cohsiderable discussion on this request considering all aspects of the proposal. Trustee Farley, seconded by Trustee Arthur, moved to DENIED increase the Class "W" liquor licenses by one. Upon roll call: Ayes: Floros, Van Geem Nays: Arthur, Farley, Murauskis Motion failed. OLD BUSINESS An Ordinance was presented for 1st reading that would DELETE delete the parking restrictions on the streets in the PARKING E~ward/ShaBonne neighborhQods. RESTRICT. ZBA 39-V-85, 611 N. Wille ZBA 39-V-85 An Ordinance was presented for 1st reading that would 611 N WILLE grant a variation to allow a replacement, detached garage 2 feet from the required side yard. The Zoning Board of Appeals voted 4-0 to grant the variation. Trustee Farley, seconded by Trustee Van Geem; moved to waive the rules requiring a second reading on this Ordinance. AN ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOW~ AS 611 NORTH WILLE Upon roll call: Ayes: Arthur, Farley, Floros Murauskis, Van Geem Nays: None Motion carried. ZBA 41-V-85, 205 S Pine ZBA 41-V-85 An Ordinance was presented for 1st reading that would 205 S PINE grant a variation to permit an oversized garage (3-car 704 sq ft instead of the permitted 600 sq ft); and to permit a garage 2 feet from the side lot line rather than the required 5 feet. The Zoning Board of Appeals voted 5-0 to grant the variations. Trustee Floros, seconded by Trustee Murauskis, moved to waive the rules requiring a second reading on this Ordinance. Trustee Arthur, seconded by Trustee Murauskis, moved to authorize the Mayor to sign and the Clerk to attest to her signature on the Tortorello's Plat of ReSubdivision. ZBA 43-V-85 ZBA 43-V-85, 500 W Carboy 500 W CARBOY An Ordinance was presented for 1st reading that would grant variations to permit a commercial building in an I-1 zone on a parcel less than 4 acres and a variation to reduce the number of parking spaces from 51 to 19. The Zoning Board of Appeals voted 6-0 granting the I-1 variation and 4-2 denying the parking variation. Trustee Arthur, seconded by Trustee Floros, moved to waive the rules requiring a second, reading on this Ordinance. ORD NO 3566 AN ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOWN AS 500 WEST CARBOY Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem Nays: None Motion carried. A Resolution, continued from the September 3rd meeting, NW PARTNERS was presented that would authorize an agreement between IRB'S Northwest Partners and the Village of Mount Prospect for $5,500,000 in Industrial Revenue Bonds. The amendments to the Memorandum of Agreement have been agreed to by all parties. A Public hearing is set for October 15th. Trustee Arthur, seconded by Trustee Farley, moved for the passage of Resolution No. 46-85. RES NO 46-85 A RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT WITH NORTHWEST PARTNERS AND CALLING A PUBLIC HEARING ON THE PROPOSED PROJECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem Nays: None Motion carried. Sept 17, 1985 Page 4 125 NEW BUSINESS ZBA 40-V-85, 906 S Albert ZBA 40-V-85 The petitioner is requesting a variation, from the si~e 906 S ALBERT yard requirments to allow for an existing air conditioning unit placed 3'9" from the property line instead of the required 7 feet. The Zoning Board of Appeals recommended by a vote of 4-0 to deny this request. This case was CONT TO OCT 1 continued to the October 1st meeting in order to notify the objecting neighbor. ZBA 44-V-85, 207 Catino Court ZBA 44-V-85 The petitioner is requesting two variations in order to 207 CATINO build a new two flat on his property. The variations are in floor area ratio and parking. The Zoning Board of Appeals recommended by a vote of 6-0 to grant this request. At the petitioner[s request, this case is being continued to CONT TO OCT 1 October 1st meeting. ZBA 45-V-85, 903 S We-Go Trail ZBA 45-V-85 The petitioner is requesting a variation from~the side 903 S WE-GO yard requirement to provide for a room addition. The ZoninglBoard of Appeals recommended by a vote of 5-1 to grant this request with the condition that no windows be located on the South wall. The petitioner, Mr. Waters submitted that he would like to install a bay window instead of a full room addition which would amount to a 6" variation. Trustee Floros, seconded by Trustee Murauskis, moved to accept the[Tne~eproposal for a bay window rather than the original request. ZBA 46-V-85, 411 Craig Court ZBA 46-V-85 The petitioner is requesting a variation to allow an 411 CRAIG CT oversized (3-car) garage (616 sq ft) and a 28' wide driveway. The Zoning Board of Appeals recOmmended by a vote of 6'0 to grant the request with the condition that the drive be tapered to 18' wide at the property line. Trustee Farley, seconded by Trustee Arthur, moved to concur with the Zoning Board of Appeals to grant the variation with the condition that no other b~ildings be allowed on the property. CECILI~ construction of an open patio cover in the rear yard. The Zoning Board of Appeals recommended by a vote of 6-0 to grant this request. Trustee Arthur, seconded by Trustee Floros, moved to concur %~ith the Zoning Board of Appeals to grant the variations. The Zoning Board of Appeals recommended by a vote of 6-0 to grant this request. Trustee Farley, seconded by Trustee Floros, move to concur with the Zoning Board of Appeals to grant the variations. NORENE & Associates Inc. as financial advisor for the T.I.F. TIF ADVISOR District. Trustee Farley, seconded by Trustee Van Geem, moved for the RES NO 47-85 passage of Resolution No. 47-85. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem Nays: None Motion carried. ANY OTHER BUSINESS A Public Improvement was presented for the village Board's PUBLIC acceptance. The subdivision commonly known as Ivy Green IMPROVE. (Cinnamon Cove) located on Algonquin at Dempster has IVY GREEN fulfilled all Village requirements. Trustee Van Geem, seconded by Trustee Farley, moved to accept the public improvements for this subdivision.
