COM~iUNICATION AND PETITIONS CITIZENS TO BE HEARD Trustee Wattenberg wished to thank the Police Department THANKS TO on their efforts to publicize crimes in the local POLICE DEPT newspapers. He also thanked the Police~Department on their efforts in a recent vandalism of a local school. ~YOR'S REPORT A presentation and Certificate of Appreciation was given CITIZENS to Mrs. Teresa Walsh on her efforts in apprehending AWARD GIVEN TC a thief at the Ra~dhurst Shopping Center on July 19. TERESA WALSH Chief Pa"!cck and Officer Klm Rovner presented a certificate cf appreciation to Mrs. Walsh. OLD BUSINESS OLD BUSINESS ZBA 33-V-85, Text Amendment ZBA 33-V-85 An Ordinance was presented for seccnd reading to amend TEXT AMENDME~ the Code to include private heli}~orts as a Special ~se 116 in an I-1 District. The Zoning Board of Appeals voted 4-1 to grant the amendment. Trustee Arthur, seconded by Trustee Floros, moved for the passage of Ordinance No. 3557. ORD. NO 3557 AN ORDINANCE AMENDING CHAPTER 14 ENTITLED "ZONING" OF THE VILLAGE CODE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. ZBA 36-V-85 ZBA 36~V-85, Carboy and Nordic Roads CARBOY & An Ordinance was presented for second reading to grant a NORDIC RDS. variation to a previously approved reduction in the number of required parking spaces. The request was to reduce the number from 32 to 27. The Zoning Board of Appeals voted 6-0 to grant the variation. Trustee Floros, seconded by Trustee Arthur, moved for the passage of Ordinance No, 3558. ORD NO. 3558 AN ORDINANCE GRANTING A VARIATION FOR CERTAIN PROPERTY COMMONLY KNOWN AS THE NORTHEAST CORNER OF CARBOY AND NORDIC ROADS IN THE VILLAGE Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, · . Van Geem, Wattenberg Nays: None Motion carried. DEVELOP. Development Code Modifications were requested by the ~: CODE petitioner, Mr. Marks, of ZBA 36-V-85 at Carboy and Nordi' MODIFICATION Roads. The code requires street lights, sidewalks, soddin~ REQUEST of parkways, and parkway trees for any development. The request was made to reduce the number of parkway trees and the elimination of the required sidewalk and street light. Also, to allow seeding instead of sod for the CARBOY & parkway. The Village Board discussed at length the need NORDIC RDS. to enforce the Village Code in order to keep a quality of standards for all developments in the Village. In an effort to help the petitioner with the street light costs Mayor Krause will send a letter asking the other property owners on a voluntary basis to share in the street light costs. Trustee Arthur, seconded by Trustee Farley, moved to grant ST. LIGHT the request to eliminate the requirement of a street light. Trustee Arthur, seconded by Trustee Floros, moved to PARKWAY TREES grant the request to reduce the number of parkway trees from 9 to 8. Upon roll call: Ayes: Farley, Van Geem Nays: Arthur, Floros, Murauskis, ~attenberg Motion failed. Mayor Krause called a Public Hearing to Order at 8:50 P.M. PUBLIC HEARING for the purpose of discussing the proposed 1985 tax levy. ON 1985 TAX LEV% Proper legal notice was published in the newspaper on August 21, 1985. After a brief discussion on both Ordinances for the levy of taxes as a portion of the cost necessary to fund tke operations of the Village and for each Special Service Area project, Mayor Krause called the Public Hearing closed at 9:00 P.M. An Ordinance was presented for second reading that would TAX LEVY FOR direct and authorize the County to levy real estate taxes VILLAGE in an amount of $5,892,545 as a portion of the costs necessary to fund the operations of the Village. Trustee Van Geem, seconded by Trustee F10ros, moved for passage cf Ordinance No. 3559 AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION ORD NO. 3559 OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING PLAY 1, 1985 AND ENDING APRIL 30, 1986 Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. An Ordinance was presented for second reading that would TAX LEVY FOR authorize the levy of specified amounts through real SPECIAL SERVICE estate taxes in order to fund the various projects as AREAS specified in each Special Service Area. Trustee Murauskis, seconded by Trustee Floros, moved for passage of Ordinance No. 3560. ORD. NO. 3560 AN ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR THE MUNICIPAL PURPOSES OF SPECIAL SERVICE AREA NUMBER ONE, SPECIAL SERVICE AREA NUMBER TWO, SPECIAL SERVICE AREA THREE, SPECIAL SERVICE AREA FOUR, AND SPECIAL SERVICE AREA FIVE OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL YEAR BEGINNING MAY 1, 1985 AND ENDING APRIL 30, 1986 Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. NEW BUSINESS ZBA 39.V-85, 611 N. Wille ZBA 39-V-85 The petitioner, /,Ir. Henry Muhthausen, is requesting 611 N. Wille a variation to allow a new detached garage 2 feet from the required side yard. The Zoning Board of Appeals recommended by a vote of 4-0 to grant this request. Trustee Farley, seconded by Trustee ~urauskis, moved to concur with the recommendation of the Zoning Board of Appeals to grant the request. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. 118 ZBA 41-V-85 ZBA 41-V-85, 205 S. Pine 205 S PINE The petitioner, Carol Tortorello, is requesting a varmation to permit an oversized garage (3-car 704 sq ft instead 6f the permitted 600 sq ft); and to permit a garage 2 feet from the side lot line rather than the required 5 feet. The Zoning Board of Appeals recommended by a vote of 5-0 to grant this request. Trustee Wattenberg, seconded by Trustee Farley, moved to concur with the recommendation of the Zoning Board of Appeals to grant the request providing that no other buildings be built on this property. __ Upon roll call: Ayes: A~thur, Farley, F~oros, Murauski~ Van Geem, Wat~enberg Nays: None Motion carried. ZBA 43-V-85 ZBA 43-V-85, 500 W. Carboy (Redeen, Village Lot) 500 W CARBOY A variation has been requested to permit a commercial building in an I-1 zone on a parcel less than 4 acres and a variation to reduce the number of parking spaces from 51 to 18. The Zoning Board of Appeals voted 6-0 granting the I-1 request and 4-2 denying the request on reduced parking. Trustee Arthur, seconded by Trustee Floros, moved to grant botk variation requests providing that any furthur expansion be presented to this Board for approval. Ordinances will be presented for 1st reading on the followin ZBA cases 39, 41 and 43-V-85, on September 17, 1985. RESOLUTION A Resolution was presented that would authorize an agreement FOR IRB'S between Northwest Partners and the Village of Mount Prospect NW PARTNERS for $5,500,000 in Industrial Revenue Bonds. It was requeste, that this Resolution be continued to the next meeting by agreement of all parties so that a possible amendment to the CON'T TO Memorandum of Agreement, regarding the required security, to SEPT 17th be negotiated. After short discussion the Mayor and Board MEETING of Trustees directed the Manager and Village Attcrney to enter into an agreemen~ with Northwest Partners on this matter. RESOLUTION A Resolution was presented that would authorize an agreement FOR IRB'S between Harold F. Busse and the Village of Mount Prospect HAROLD BUSSE for $2,000,000 in Industrial Revenue Bonds. A Public Hearin~ is set for October 15th. Trustee Floros, seconded by Trustee Arthur, moved for the passage of Resolution 45-85. RES. NO. 45-85 A RESOLUTION AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT WITH HAROLD F. BUSSE AND CALLING A PUBLIC HEARING ON THE PROPOSED PROJECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None }[otion carried. Sept 3, 1985 ?age 4 VILLAGE MANAGER'S REPORT Village Manager Terrance L. Burghard presented an Ordinance SALE OF PERSON~ that would authorize the sale of Public Works vehicles that PROPERTY PW are no longer necessary or useful to the Village. VEHICLES Trustee Arthur, seconded by Trustee Wattenberg, moved to waive the rules requiring a 2nd reading on this Ordinance. Upon roll call: Ayes: Arthur, Floros, Murauskis, Wattenberg Nays: Farley, Van Geem Motion carried. Trustee Arthur, seconded by Trustee Wattenberg, moved for the passage of Ordinance No. 3561. ORD. NO. 3561 AN ORDINANCE AUTHORIZING THE SALE BY PUBLIC AUCTION OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. The Village Manager reported on the emergency repairs EMERGENCY of a "pothole" on Northwest Hwy that was not listed on REPAIRS ON the Agenda. Public Works assessed that the pothole was NW HWY an apparent collapse of a 15" storm and sanitary sewer. The estimated costs for this emergency repair is $10,000- $15,000. Trustee Murauskis, seconded by Trustee Van Geem, moved to consider an item not on the agenda and to authorize the expenditure not to exceed $15,000 for the repair on Northwest Hwy. Upon roll call: Ayes: Arthur,. Farley, Floros, Hurauskis, Van Geem, Wattenberg Nays: None Motion carried. ANY OTHER BUSINESS A Public Improvement was presented for the Village Board's PUBLIC IMPROV. acceptance. The subdivision commonly known as Murphy & MURPHY & NOONAN Nconan's 1st Addition located on Westgate Rd. has fulfil- SUBDIVISION led all Village requirements. Trustee Farley, seconded by Trustee Wattenberg, moved to accept the public improvements for this subdivision. Upon roll call: Ayes: Arthur, Farley, Floros, Hurauskis, Van Geem, Wattenberg Nays: None Motion carried.
