COMMUNICATIONS AND PETITIONS, CITIZENS TO BE HEARD LIONS CLUB CARNIVAL Gene Hooten, President of the Mount Prospect Lions WAIVE FEES Club, requested the Village to waive all fees connected with conducting the 1985 Village Fair, as well as all out of pockets expenses involving the Village. Mr. Hooten stated that the Fair will be at Melas Park July 3 - July 7, with fireworks to be on the evening of July 4th. Trustee Wattenberg, seconded by Trustee Murauskis, moved to waive all fees required by the Village in order to conduct the 1985 Village Fair. Upon roll call: Ayes: Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. MAYOR'S REPORT POLICE Mayor Krause and the Village Board honored Police Officer Robert G. Barone upon the occasion of his OFFICER ROBERT BARONE retirement. It was noted that Officer Barone had RETIREMENT spent the past 20 years on the Mount Prospect Police Department and 10 years before that as a member of the Berwyn Police Department. His many accomplishments were acknowledged and a plaque was presented to Officer Robert Barone. AMEND CH.13 A request was presented from Bristol Court Banquet CLASS E Hall, 828 East Rand Road, for a class "E" liquor license. This property was the subject of a recent zoning case, BRISTOL COURT at which time all the necessary variations were granted 828 E.RAND RD. to convert the Cinema into a banquet hall. Trustee Wattenberg, seconded by Trustee Farley, moved to authorize the creation of one additional Class "E" liquor license for Bristol Court. OLD BUSINESS ZBA 23-V-85, 316 N Prospect Manor ZBA 23-V-85 An Ordinance was presented for first reading that 315 PROSPECT would grant a variation to permit a 2 foot side yard MANOR instead of the required 5 feet in order to construct a replacement garage. Trustee Floros, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an Ordinance. Page 2 ZBA 25-V-85, 1622 Greenwood ZBA 25-V-8 An Ordinance was presented for first reading that would 1622 GREE~N0 grant variations to permit an existing circular driveway and a reduction in the required side yard. Trustee Wattenberg, seconded by Trustee Murauskis, moved to waive the rule requiring two readings of an Ordinance. Upon roll call: Ayes: Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried, Trustee Wattenberg, seconded by Trustee Murauskis, moved ORD.NO. 35 for passage of Ordinance No. 3541 AN ORDINANCE GRANTING VARIATIONS FOR CERTAIN PROPERTY COMMONLY KNOWN AS !.622 GREENWOOD LANE Upon roll call: Ayes: Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. NEW BUSINESS A Public Hearing, called for the purpose of considering SPECIAL SER~ the enlargement of SPecial Service Area ~5, was called AREA #5 to order at 8:20 P.M. ~gI2LqG~G Mayor Krause explained that Special Service Area ~5 was created for the purpose of assisting with the cost of bringing Lake Michigan water to the Village. The Area includes all properties within the corporate boundaries being serviced by Village water. Since the time the Special Service Area was established, several parcels of land have been annexed, which means they are not part of the Special ServiCe Area. This Public Hearing is the first step involved in enlarging the Area to include these newly annexed parcels. Notices were sent to all property owners involved, as well as a legal notice published in the Mount Prospect Herald. A map of the entire Special Service Area was displayed, highlighting the properties having been annexed most recently. In accordance with State Statutes and local regulations, the property owners being the subject of this proposed enlargement of special Service Area #5 have a period of 60 days in which to file a petition objecting to their inclusion in the Special Service Area. The petition must be signed by 51% or more of the owners of the property involved. The date of August 20, 1985 was established as the Village Board meeting date following the 60 day period in which to acknowledge whether such a petition has been filed. There being no questions or participation from the audience, the Public Hearing was declared closed at 8:27 P.M. ZBA 27-V-85, 8 South Mount Prospect Road ZBA 27-V-85 This case deals with a request to permit a garage to 8 S.MOUNT be located within one foot of the side property line, PROSPECT ~ rather than the required 5 feet and to permit the proposed garage to cover 720 square feet, 600 square feet is the permitted size. The Zoning Board of APpeals recommended approving this request by a vote of 5-0, provided that no accessory buildings be permitted'Other than the garage. The petitioner in this case has also asked for an easement since his property abutts Village owned property, namely Page 3 JUhe ]8; 19~ the vacant lot on the southwest corner of Central Road and Mount Prospect Road. The petitioner is also employed in the Public Works Department of Village and has gone through all the requirements involved with a Zoning Board of Appeals hearing and easement request. Trustee Wattenberg, seconded by Trustee Murauskis, moved to concur with the recommendation of the Zoning Board of Appeals and grant the requested variations, subject to that no accessory buildings be allowed in the rear yard other than the garage. ZBA 28-V085 ZBA 28-V-85, 698 East Northwest Highway The petitioner in this case has requested a variation 698EAST from the site plan approved by the Village Board during NORTHWESTHWY a recent hearing in order to allow a greenhouse type addition to the building. The area being used by the proposed greenhouse would have been landscaped area. The Zoning Board of Appeals recommended, bY a vote of 6-0, to grant the request. Trustee Wattenberg, seconded by Trustee Parley, moved to concur with the Zoning Board of Appeals and grant the request in ZBA 28-V-85. Upon roll call: Ayes: Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. An Ordinance will be presented at the next meeting, July 2nd, for first reading. CLOSE STATE A Resolution was presented that officially requests ROADS FOR permission 0f the State of Illinois to close certain PARADE roadways in order to conduct the annual July 4th parade. RES.NO. 34-85 Trustee Murauskis, seconded by Trustee Van Geem, moved for passage of Resolution No. 34-85 A RESOLUTION REQUESTING TO CLOSE A STATE ROADWAY IN ORDER TO CONDUCT A PARADE Upon roll call: Ayes: Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. PREVAILING WAGES An Ordinance was presented for first reading that adopts the State of Illinois' prevailing wage rates for projects contracted out by the Village. This Ordinance will be presented July 2nd for second reading. VILLAGE MANAGER'S REPORT MEDICAL Village Manager Terrance L. Burghard presented the medical insurance proposals for Village employees. INSURANCE The 3 year contract with Fort Dearborn to administer BLUE CROSS/ the Village's self-insurance program for medical, has BLUE SHIELD ended and bids were requested. The low bid was submitted by Blue Cross/Blue Shield, J{me 18, 1985 Page 4 as provided in their proposal and reviewed by the Village Board at the Committee of the Whole meeting held June 11, 1985. Trustee Murauskis, seconded by Trustee Floros, moved to accept the proposal submitted by Blue Cross/Blue Shield for the administration of the Village's self-insurance program for medical insurance for Village employees and employees of the Mount Prospect Public Library. Upon roll call: Ayes: Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. BIDS: Mr. Burghard presented bids that were received for the proposed sidewalk along the north side of Northwest Highway NORTHWEST between Date and Forest Avenues: HIGH~ff SIDEWALKS Diversified, Inc. $25,844.50 Barrera Construction Co. 29,987.50 Triggi Construction, Inc. 31,784.50 Schroeder & Schroeder, Inc. 41,677.50 Trustee Floros, seconded by Trustee Murauskis, moved to DIVERS]~IED,~ accept the low bid submitted by Diversified, Inc. for sidewalks on Northwest Highway, between Forest and Dale Avenues, in an amount not to exceed $25,844.50. ARROW ROAD Trustee Wattenber~, seconded by Trustee Murauskis, moved CONSTRUCTION to concur with the recommendation of the administration and accept the low bid submitted by Arrow Road Construction in an amount not to exceed $129,220.00 for the improvement and/or reconstruction of the roadways specified, which improvements are to be paid out oi Motor Fuel Tax Funds. KENSINGTON The Village Manager presented an Ordinance that would CENTER FOR authorize Opus Corporation ko locate a monument type BUSINESS: sign of their development within Feehanville Drive at Wolf Road, which is the easterly entrance to the SIGN Kensington Center for Business. Opus Corporation would execus~ an Indemnification Agreement, holding the Village harmless and void of any responsibility relative to this sign. Trustee Wattenberg, seconded by Trustee Floros, moved to waive the rule requiring two readings of an Ordinance. Trustee Wattenberg, seconded by Trustee Floros, moved ORD.NO. 3542 for passage of Ordinance No. 3542 AN ORDINANCE AUTHORIZING AN ENCROACHMENT ONTO' VILLAGE RIGHT-OF-WAY IN THE NATURE OF A MONUMENT SIGN AND LANDSCAPING Upon roll call: Ayes: Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. ANY OTHER BUSINESS EILEEN Resolutions were presented that would permit a Village F~IEDRICHS IMRF June ]8, 1985 Page 6 79 employee to participate in the Illinois Municipal Retirement Fund (IMRF). When Mrs. Friedrichs began employment with the Village some 10 ago she was past the age permitted to be a member of the retirement plan. Since that time the courts have determined that age can not be a restriction in me~3ership in a retirement plan. Mrs. Friedrichs Will be required to pay her share of contributions, as if she had paid through payroll deductions over the past 10 years. Resolutions must be approved by the Mayor and Board in order for IMRF to acknowledge her membership.
