COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Mr. Pat Carbon, resident of Bralen Townhomes, 1326 Dove FIELD CHAN Court (Huntington Commons) has requested permission to HUNTINGTON install a six foot high fence around his rear yard. While COMMONS: the Village permits a maximum height of 5 feet, the subject 1326 DOVE property is under a Planned Unit Development. Carbon's nelgt~oc, Fs ~%av_ 6 ft high fences. Mr. Burghard requested tl~e Village Board ratify a field change in order to permit Mr. Carbon to install a 6 ft.~ high fence on hhe subject property. It was the unanimous consensus of the Village Board to ratify the action taken by the Village Manager in permitting a fence 6 feet in height at 1326 Dove Court. MAYOR'S REPORT .ZBA 60-SU-85 Mayor Krause announced that the Zoning Board of Appeals Case No. 60-SU-85, relative to property commonly known as " the Sporty Nine, located within the Old Orchard Colony Country would not be heard at this meeting. This Case will be the subject of a Special Meeting of the Village Board to be held Tuesday, June 24, 1986 at the hour of 7:30 P.M. Mr. Norm Samuelson, attorney for the petitioner, stated that it is the understanding of the petitioner and agreeable to them that this matter be continued to June 24, 1986. Trustee Murauskis, seconded by Trustee Floros, moved to continue ZBA Case No. 60-SU-85 to June 24, 1986, fbr a Special Meeting at which time action would be taken by the Village Board. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. ,FIRE CHIEF Mayor Krause presented a Resolution acknowledging the L.A.PAIRITZ contributions of Fire Chief Lawrence A. Pairitz, upon the occasion of his retirement from the Mount Prospect Fire Department. Trustee Murauskis, seconded by Trustee Van Geem, moved IRES.NO.16-86 for the passage of Resolution No. 16-86 A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF FIRE CHIEF LAWRENCE A. PAIRITZ ON THE OCCASION OF HIS RETIREMENT WHEREAS, LAWRENCE A. PAIRITZ has served on the Mount Prospect Fire Dep~rtment over 28 years, being a member of the Mount Prospect Volunteer Fire Department from 1958 to 1961 when he became a sworn' member of the Mount Prospect Fire Department, being the first full time firefighter in the history of the village of Mount Prospect; and WHEREAS, in 1963 LAWRENCE A. PAIRITZ was promoted to Lieutenant in the Fire Department, and in 1970 was appointed to the position of Fire Chief; and WHEREAS, the life-saving paramedic program was established under the leadership of LAWRENCE A. PAIRITZ, in conjunction with the local hospitals, being the first community in the northwest suburbs to offer this service; and WHEREAS, during his years of fire service FIRE CHIEF LAWRENCE A. PAIRITZ initiated many programs including the Public Education, Fire Recognition Week, Children's Safety Festival, and assisted in the establishment of the Central Dispatch System; and Page 2 - June 17, 1986 WHEREAS, the Mount Prospect Fire Department under the direction of FIRE CHIEF LAWRENCE A. PAIRITZ achieved the excellence necessary to earn a Municipal Fire Insurance Class III rating; and WHEREAS, FIRE CHIEF LAWRENCE A. PAIRITZ has earned the respect of his peers, having been named FIRE CHIEF OF THE YEAR IN ILLINOIS in 1983, as well as receiving numerous awards on the excellence of leadership of our Mount Prospect Fire Department. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby acknowledge the many contributions made by FIRE CHIEF LAWRENCE A. PAIRITZ to the Village as a community and to the Fire Service. SECTION TWO: That upon the occasion of his retirement,. the Mayor and Board of Trustees of the Village of Mount Prospect do express appreciation and good wishes to FIRE CHIEF LAWRENCE A. PAIRITZ and his family. SECTION THREE: That this Resolution shall be spread upon the minutes of the Village Board and a copy of this Resolution shall be suitably prepared and presented to FIRE CHIEF LAWRENCE A. PAIRITZ. The subject Ordinance establishes a time table in which the existing signs would conform to Village regulations as well as setting forth the size and design of the proposed signs and landscaping involved. Page 4 June 17, 1986 NEW BUSINESS An Ordinance was presented that would amend Chapter 17, AMEND CH.17 relative to the fees for vehicle stickers. This VEHICLE STICK Ordinanc~ raises the fee for a passenger vehicle FEE INCREASE sticker from $15.00 to $20.00, ~ffect with the 1986/87 stickers. The fee for a senior citizen sticker would be increased form $1.00 for one car person household to $5.00 per household and all other sticker fees would be increased as specified. Trustee Wattenberg, seconded by Trustee Arthur, moved ORD.NO.3669 for passage of Ordinance No. 3669 AN ORDINANCE AMENDING CHAPTER 17 OF THE VILLAGE CODE OF MOUNT PROSPECT Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. A Resolution was presented that would revise the list VEHICLE STICK of those eligible for free vehicle stickers. The _. An Ordinance was presented for first reading that would AMEND CH. 2 amend Chapter 2, entitled "Board of Trustees", to TIME OF MEETI change the meeting time from 8:00 P.M. to 7:30 P.M. for all Village Board meetings, and to change the order of business in one instance. Elmhurst Road ZBA 24-V-86 An Ordinance was presented for first reading that would 1900 S.ELMHUR: grant variations to permit a zero lot line setback in the rear of this Shell Service Station, to eliminate a required truck loading space and to reduce parking spaces from 40 to 38 spaces. An Ordinance was presented for first reading that would grant a variation to allow a 735 sq. ft. garage, instead of the permitted 600 sq. ft. The Zoning Board of Appeals recommended approving this request by a vote of 6-0. At the request of the petitioner, Trustee Farley, seconded by Trustee Wattenberg, moved to waive the rule requiring two readings of an Ordinance. ' (Wolf and Kensington 2oads) Z~A 12--V-86 Bill Moore, attorney for the petitio~er, presented this case noting that the request is to re-zone the subject property from R-1 (Residential) to 1-1 (Light Industrial) and a variation to eliminate the required rear yard. This is a parcel 38 acres in size, located within the flood plain, therefore 11 acres will be set aside for detention purposes. It was explained that the petitioner proposes an office/warehouse building with 75,000 sq.ft. The uses ---ould be approximately 80% office and 20% warehouse and maximum of 19 feet in height. A street (MacDonald ~ne is proposed off Kensington curving weste.~l~ to ;.;,olf Road. A private drive is also proposed from Wolf Road dead ending at MacDonald Lane, which private roadway would serve the buildings on both sides, north and south. Deceleration lanes and left turn lanes would be provided. Mr. Moore explained that there would be extensive landscaping and the dgtention basin would be fenced, landscaped or whatever th~.staff recommended in order .- to provide safety for neighboring children. While the proposal shows plans ~or the first building only, the . petitioner stated that verbage could be worked out to covenant the fact that any and all additional building would have to go before the Zoning Board of Appeals and Village Board before permits could be issued. REC0NVENE Present upon roll call: Mayor Krause Trustee Arthur Trustee Farley Trustee Floros Trustee Murauskis Trustee Van Geem Trustee Wattenberg Page 7 - June 17, 1986 There was discussion of the proposal by members of the Board, noting that while the Co~nprehensive Plan shows this parcel being developed as Light Industrial, it is a proposed plan for development and that can and has been changed from time to time. It was the opinion of a majority of the members of the Board that it would appear some accommodations could be reached between the residents, petitioner and Village in this case, however, the residents of the area expressed such strong feelings in opposition to this project the Board would have to concur with the recommendation of the Zoning Board of Appeals, which was to deny the request by a vote of 2 Ayes and 3 Nays. Trustee Parley stated that in his opinion former Boards and Commissions reviewed the possible uses for the subject property and following studies, it was deemed in the best interests of the Village to propose the Simonsons Nursery property for industrial use, therefore supports the proposal as presented. Trustee Floros, seconded by Trustee Arthur, moved to concur with the recommendation of the Zoning Board of Appeals and deny the request in ZBA Case No. 11-Z-86 and 12-V-86. Upon roll call: Ayes: Arthur, Floros, Murauskis, Van Geem, Wattenberg Nays: Farley Motion carried. VILLAGE MANAGER'S REPORT Village Manacer Terrance L. Burghard presented a ILL.TENANTS Resolution that would authorize the Village to enter ORGANIZATION into an Agreement with the Illinois Tenants Organization. This Agreement would provide a full program of services for tenants in the Village when a problem exists with a landlord. The offices for this organization will be located within the Dempster Center. Trustee Arthur, seconded by Trustee Wattenberg, moved RES.NO.18-86 for passage of Resolution No. 18-$6 A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT BETWEEN THE VILLAGE OF MOUNT PROSPECT AND THE TENANTS ORGANIZATION Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. KENSINGTON CENTER'XIX Trustee Van Geem, seconded by Trustee Arthur, moved to authorize the Mayor to sign and Clerk to attest her signature on the Kensington Plat of Resubdivision XIX. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: ~o~e Motion carried. Ms. Karen Giet presented a request for the Village to CABLE T.V. participate with other Cable communities in retaining a COMPLIANCE consultant to review the compliance of the Cable STUDY company. This review is a condition of the franchise agreement. Ms. Giet stated that such a study could cost the Village $10,000, however, if the study was conducted in conjunction with the other communities the cost to the Village of Mount Prospect would be approximately $1,500. Trustee Van Geem, seconded by Trustee Arthur, moved to authorize participation with the Cable T.V. compliance review study at a cost not to exceed $1,500.
