Mayor Krause also congratulated the Fire Department PRESENTATION: on recently receiving the Fire Prevention Award. FIRE PREVENTION Mayor Krause, Fire Chief Ed Cavello and Deputy Fire POSTER AWARDS Chief Lonnie Jackson presented the annual Fire Prevention Poster Awards to the top 3 winner of each grade, Kindergarden to 7 grade and the top 3 winners of the 7 and 8 grade essay contest. Mayor Krause called for a 5 minute recess at 8:15 pm. It was noted that this business has been in operation for over 20 years and the following Ordinances bring this property up to present code. The petitioner was not present. Trustee Wattenberg moved to waive the rule requiring a second reading. Motion failed for a lack of a second. This Ordinance will be presented for second reading on November 4. AN ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOWN AS 901 SOUTH EDWARD STREET Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. A request was presented from Artfield Builders for a modification from the 1980 Consent Decree for this property commonly known as the Brickman Property, located at Camp McDonald and River Roads. Messrs. Arthur Powell, President of Artfield Builders, Norman Finkel, Attorney, and Joseph Schmitt, Engineer spoke on behalf of the Developer. The 1980 Consent Decree, agreed to between the Woodview Homeowners Association, the Developer and the Village of Mount Prospect, did not address the question of what building code would be in effect when permits were requested, and since the Village Codes have changed since the execution of the Consent Decree, it is the position of the Village that development must conform to current building codes. In order to comply with the current regulations, the buildings and parking areas would have to be re-aligned resulting in the requested modification from the Development Code. The following residents spoke in opposition to this project: Resident, 1503 Park Drive Silas Carbon Bob Brettrager, 1514 Park Drive Jack Madio, 1601 Park Drive Chuck Klein, 1518 Park Drive Residents of this area conducted a survey of the 360 homes in the area which indicated 262 against the project and 1 in favor. Meetings have also been held by the current Homeowners Association and it was their opinion that this project would have a great impact on the neighborhood as well as being located too close to the existing homes on Park Drive. Trustee Arthur, seconded by Trustee Farley, moved to grant the modification from the Development Code which would permit a 25 foot detention area. Page 7 - October 20, 1987 232 An Ordinance was presented for first reading that TRAFFIC CODE would amend the traffic code to provide for a 4-way ARDYCE/CATINO/ stop at Westgate and Ardyce; a 3-way stop at Ardyce CARDINAL STOPS and Catino and at Cardinal and Catino and by adding FAIRVIEW/HENRY Yield signs on North and Southbound Fairview at Henry Street. An Ordinance was also presented that would establish FLOOD LOAN a flood loan program to assist village residents PROGRAM TO who sustained losses in August, 1987. NEW BUSINESS ENCROACHMENT An Ordinance was presented for first reading that 1030 EAST would authorize an encroachment over a public right- NORTHWEST HWY of-way for property commonly known as 1030 East Northwest Hwy to install a wall sign that encroaches 6 inches over the sidewalk. AN ORDINANCE AUTHORIZING AN ENCROACHMENT OVER PUBLIC RIGHT-OF-WAY FOR PROPERTY COMMONLY KNOWN AS 1030 EAST NORTHWEST HWY IN THE VILLAGE OF MOUNT PROSPECT, ILLINOIS Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. FRANCIS A request from Francis Cadillac was presented for a CADILLAC Development Code modification to permit paving the MODIFICATION parkway area along Rand Road. The Plan Commission PAVED PARKWAY recommended denying this request by a vote of 5-3. Bernard Lee, Attorney for the Petitioner was present. This parkway has been paved since 1964 and no cars will be parked on this pavement. The parkway is used for stacking cars to be serviced at Francis Cadillac and is only used for the purpose of pulling into the parking lot and unloading cars from the trucks. Mr. Lee stated that a Hold Harmless Agreement would be entered into by the Petitioner and a letter from IDOT would be obtained'acknowledging their approval to this paved parkway. VILLAGE MANAGER' S REPORT Village Manager John Fulton Dixon, requested authorization COMPUTER to waive the bidding procedures in order to purchase EQUIPMENT specified computer equipment. Nine computers will be purchased over the next nine months. Trustee Murauskis, seconded by Trustee Arthur, moved to waive the bidding procedures for the purchase of specified computer equipment. Mr. Dixon also requested authorization to commence with CENTRAL ROAD Phase I of the engineering plans for the Central Road ENGINEERING improvement. PLANS PHASE I Trustee Arthur, seconded by Trustee Wattenberg, moved to authorize the commencing of Phase I of the engineering plans for the Central Road improvement. Upon roll call: Ayes: Arthur, Farley, Floros, Murauskis, Van Geem, Wattenberg Nays: None Motion carried. Mr. Dixon announced that no Village pension stocks wl~e ~ffected by the recent stock crash. The Police Department is having a Crime Prevention weekend at Randhurst Shopping Center on October 24-25. Northwest Central Dispatch will be charging fees to other communities which will reduce our costs. The Tax Increment Finance District Design Developer will be TIF DIS'. placing a trailer on the site by January 1988. The purchase of BUSSE Busse Flowers property will be closing on November 2. Mr. PROPERT~ Busse has ~equested that a 2 week transition be granted in order for him to move the business into the new building. Trustee Murauskis, seconded by Trustee Wattenberg, moved to authorize the Manager to extend the time of the contract and to make any rent adjustments for the Busse Flowers property.
