HomeMy WebLinkAboutRes 29-63 07/09/1963 r;;l9- r; ~ RESOLUTION NO. ~-'~-':--+~'~I A RESOLUTION OPPOSING REZONING OF CERTAIN PROPERTY IDCATED IN COOK COUNTY - COOK COUNTY BOARD OF APPEALS CASE NOS. 587, 588 and 589. WHEREAS, the petitioner has requested the rezoning of 1.4 acres at the southeast corner of Algonquin and Elmhurst Roads from B-2 Restricted Service District to B-4 General Service Dis'l;rict for restaurant and cocktail lounge, see legal descrip- tion attached, from the Zoning Board of Appeals of Cook County, Case No. 587, and WHh~AS said petitioner in Case No. 588 has sought the rezoning of 2.48 acres immediately south of the above described area from R-4 Single Family Residence District to B-3 General Business District, see legal attached, and WHEREAS, the petitioner in Case No. 589 has also sought the rezoning of 15.96 acres immediately east of the foregoing along Algonquin Road from R-4 Single Family Residential to R-5 General Residence for Multi-family for the purpose of constructing 243 apartment units, see legal attached, and WHEREAS, the above described properties are within one and one half mile of the Village of Mount Prospect's boundaries, and WHEREAS, the President and Board of Trustees of the Village of Mount Prospect, Cook County, Illinois, believe that the granting of the above request for rezoning will be against public interest and adverse to public health, morals and general welfare. NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Mount Prospect, Cook County, Illinois: Section 1. That the President and Board of Trustees do hereby object to the granting of the rezoning sought in the above cases for the following reasons: 1. The property in question is and should remain single family residential since the use of the property to the east of the property in question is for a Catholic Church which is compatible to single family residential. Immediately adjoining the property to the south are twelve new single family homes, most of which are still under construction, in the $28,000 to $30,000 price range, built by Miller Builders who intends to erect a total of 120 single family homes in this location, some of which back up to Elmhurst Road, in the vicinity of the property in question. Both Elmhm~st Road and Algonquin Road form good zoning dividing lines along the west and north, respectively, separating the property in question from the multi-family uses to the north. 2. The proposed Miller development to the south positively indicates that not only is single family residential development suitable but also is desirable in the area and that if the property in question remains as zoned it too will be developed single family residential rather than as proposed. 3. The details of the proposed apartments were vague as to storm drainage, sanitary sewer and water, and the plans of the buildings were such that fire equipment could not get to the middle of the buildings. Rural fire equipment serves this area and neither the equipment nor the man-power is available to adequately handle same. Consequently fire hazard would be increased by the proposal submitted. 4. The proposed cocktail lounge is objectionable since it is nearby a Church and the United Airlines Stewardess Training Center. 5. The proposed development taxes public facilities beyond their ability, intrudes upon normal residential growth, is harmful to nearby and surrounding property values and the Church property abutting to the east. The roads proposed are private, 20 feet in width and inadequate to handle fire equipment. Continued apartment zoning in areas such as the one in question saturates said areas with populations for which there are inadequate public facili- ties, fire and police protection, storm drainage, and roadway systems to handle increased traffic. Section 2. The Village Attorney is hereby directed to submit a copy of this resolution to the County Clerk, Cook County Zoning Board of AppealS, Cook County Board of Commissioners and other interested persons. Section 3. This resolution shall be in full force and effect from and after its passage and approval according to law.
