Sa':ii'er Company, 81'.1. Illinois Corporation has heretofore afforded water and sewe~ services to areas commonly knOl-ffi as IIatlen Heights and Colonial Heights, and \iHEREAS, the Village of Mount Prospect has purchased the prope~ties of the Cot'}k County tiater and Sewer Company, which properties serviced not only areas within the Village 01' Mount Prospect but also certain areas designated as Colonial Heights which lie outside 01' the Village of r-~ount Prospect, and ~f.HEREAS, the Village 01' Mount Prospect will afford unifo~ rates for the use 01' water and sewer to all areas within the village and intends to maintain in force and effect the same rates Which the Cook County Water and Sewer Company previously had as to areas which lie outside of the village, and liliEREAS, it is desil"'able and to the best interest to the Village 01' Mount Prospect that the areas designated as Colonial Heights which presently lie without the village be annexed and became a part of the Village of Mount Prospect. and tVHEREAS, to stimulate the annexation 01' said Colonial Heights area the Village 01' Mount Prospect wishes to make an offer to make its rates unifor.m to said area as well as areas within the Village if said Colonial Heights area will take positive steps leading toward the annexation to the village, and ~J.HEREAS, the Village of Mount Prospect wiShes to otter retroactively to adjust its rates to the date of acquisition to the properties of the Cook County Water and Sewer Company as to the Colonial Heights area which is not now a part of the village ! 1.r said area does petition and become a part of tho village and . said petition is filed with the County Court 01' Cook County prior to September 15, 1963. NOll\!, THEREFORE BE IT RESOLVED by the President and Board of Trustees of the Village of Mount Prospect; Cook County, Illinois, do hereby wish to go on record to all persons concerned and mainly the residents of Colonial Heights, which area is not presently within the Village of Mount Prospect, that if said area formally petitions the County Court of Cook County on or prior to September 15. 1963 for the purpose of annexing said territory to the Village of Mount Prospect, that the President and Board of Trustees will authorize an adjustment of the water and sewer rates retroactively from the time that the village acquired the Cook COlUlty "later and Sewer Company so that the rates to the residents of Colonial Heights will be the same a.s the Village of MOtmt Prospect rates as of said date aforementioned, and that ~le Presi- dent and Board ot Trustees wish by so doing to encourage said res1dents into annexing to the village so that said 8I'ea JDa7 1'80e1V8 full governmental 88n1088, at the same oost as the residents of the Village of MOunt ~r08.P8ot.
