RESOLtJrION NO. 15-68
A RESOLtJrION IN SUPPORr OF A STATE CONSTITUTIONAL
CONVENTION
WHEREAS, the people of the State of Illinois will vote in the general election
to be held November 5, 1968; and .
WHEREAS, the people of the State of Illinois will decide by a separate blue
ballot on that date whether a constitutional convention will be convened
to rewrite our present state constitution; and
WHEREAS, the Illinois Constitution of 1870, despite some few amendments
from time to time, is basically a document written to govern a rural society
one hundred years ago; and
WHEREAS, the pattern of independent, largely integrated, autonoroous constitu-
tional offices provided for by the Constitution of 1870 still remains; and
WHEREAS, there exist areas of goverrnnental operation from which the standpoint
of effective decision making and administration are best vested in local
rather than state governrrents; and
WHEREAS, the 1870 Constitution is unduly specific, freezing for all time
matters which can and should be subj ect of statutory enactment, and is not
written in broad general terms as a constitution should be; and
WHEREAS, the importance of eliminatling the clutter, the obsolescense, and
the frustratingly outdated restrictions in our present constitution is
evident; and
WHEREAS, the aforementioned blue ballot must receive a majority, not only of
those voting on the proposition for a constitutional convention, but of all
those voting at the general election;
NOW, THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That all citizens of the Village of Mount Prospect be made
aware that to fail to vote on the blue ballot constitutional proposition,
while voting for the offices to be filled, would annunt to a vote against
the Constitutional Convention.
SECTION TWO: That as public officials we, the President and Board of Trustees
of the Village of Mount Prospect, shall make an extraordinary effor during
the next six months to aid in educating our citizens as to the real and
co~ll1ng importance of this Constitutional Convention.
SECI'ION THREE: '!his resolution shall be in full force and effect from and
after its passage and approval in the manner provided by law.
