DUTIES OF THE SUPERIJTTE1IDElJ""T OF BUILDING COUSTRUCTIOI. It shall be and hereby is made the duty of the Superintendent of Build- ing C<DJnstructioJjL to enforde al-1 ordin..::.nces a.nd all orders or resolutions of the Board of Trsutees, rela ti ng to the erection. construction. alter- ation, repair, removal or safety of any building, wall. struQture. or portion thereof. wi thin the Villa.ge of Mount Prospect. Section 1. IlmECTORS A}JD ASSIS,TANTS - AIPOINTMElfT OF. Sq,id Superintendent is hereby authorized to a.ppoint. by a.nd Vi ith the consent of the Fresident, such inallectors "",nd a.ssistants in the execution of the duty mentioned in thelast :preceding section of this ordinance as he may from time to time require. and the Board of Trustees may, by ordinance or resolution, a.uthorize. Section 4. STOPPING WORK IN VIOLATION OF PUBLIC ~TY. - The Fire Marshall shall be emlloVlered under this ordinance to" stop any and all construction which is in violation of public safety and sl;all not. :permit said construction to continue until said ha.zard is removed. Section,. RIGHT TO ENTER BUILDING - PENALTY. The Superintendent of Building Construction and his duly authorized inspectors are hereby empowered to en ter any building. whether completed or in process of construction. a1 tera-tion or repair, for the :purpose of determining whether the same has been or is being constructed, altered or re:paired in accordance with the terms of any ordinance and any order or resolu- tion of the Board of Trustees, and no ~erson s~ll exclude them or attem:pt to exclude them from such building or interfere with them or any of them. in the performance of duties in that respect. under penalty of not less than Twenty-Five Dollar. ($25.0Q) nor more th~nOne Hundred Dollars ($100.00) for each offense. Section 6. SUPERINTENDENT MAY STOP WORK OR REVOKE PERTuIT. The Superintendent of Building Construction Sh~ll ~ve the po\rer to stop work under any permit issued when such work is being done in a ca.re- less manner or contrary in any respect to the provisions of any ordinance of said Village, or resolution or order of the BOd.rd of Trustees. Any :person or persona, firm or corpora tio. having clla.~ge of or directing or in any way engaged in such work. who ahrJ.1I refuse or fail promptly to desist from such work on notice f_om the Superintendent of Building Construction so to do. shd.11 be liable for the -penalties herein provided. and in addition' thereto shall be deemed guilty of a misdemeanor. and on conviction thereof ah.111 be fined not less than . Section 8. BUILDINGS NOT IN ACCORDi~lTC.E":VITH ORDINANCE DECLARED A NUISANCE - PENALTY. Any wall. building, structure or pa.rt thereof t ~ereafter built, erected, constructed, repa.ired or altered ~thin the Village of Mount Prospect in any manner contrary to the provisions of this ordinance is hereby declared a nuiSd.nce and. the person. ovmer, agent. archi teet, builder or contractor ao building, erecting.. con- atructing, repairing or altering the s~ne contrary to the provisions of said ordiance sh~ll be subject tp a pen~lty of not less than rsenty- Five Dollara ($25.00) nor more than Two Hundred Dollars ($200.00) for each offense an~ to a like penalty for each day any such structure shall be by him or them permitted to contiw~e in such condition "~er his or their conviction of such violation. Every such application smll give the location of the pro- posed work, thcl.t is. the legal or taxable d.escription of the land upon which the building, structure or part thereof is to be erected. constructed, altered or repaired as the case may be. and.ahall be filed with, the Superintendent of building Construction. Said application shall be accomp~nied by pl~ns signed by the owner or architect and in sufficient detail to enable the Superintendent of Building Constructi on to obta.in full ..1nd complet.e infor:ms. ti on as to the char::l.cter of the work proposed to be done under the permit sought, a. copy of which said plans shall remain on file in the office of said Superintendent. Section 13. F.EBS. PERMIT TO BE ISSUED - WHEn J vfuen it shall a.ppear to the Superintendent of Building Construction that an application has been made and plans filed in due fonn and ma.nner as prescribed by this ordinance. that the proposed use. manner of construction, kind and qUa Ii ty ,of material a.nd worlananship c.re in all raspects in a.ccordance with theprowisions of this ordinance, he shall thereupon issue tlie permit sought; and it is hereby m~de the duty of said Superintendent to 'PproTe or reject any plan filed with him pursu-ant to the provisions of this ordinance within a re~sonable time not exceeding ten days. . Section 15. OCCUPYING OF STREET. When said building or structure is ready for thi s inspection, it ah~ll be the duty of the owner or the contractor in charge to notify said Superintendent of such f~ct at least twenty-four (24) hours in advance of inspec tion and no further wo rk on aai d build.ing or structure ~ll be done until s~id certificate of satisfactory inspeotion shall have been issued. CLASS II CL.ASS II sh::t.ll contain these buildings used for domestie purposes, suoh as residences, barns and private garages, which are erected outside of the fire limits of the Village of Mount Prospect, acdShall be built of "OrdirL:l..ry Construotion." CLASS I. Section 18- Class I, in addition to the general provisions, shall comply with the special provisions of this section, as follows: FOUNDATIONS AND WALLS- The supporting walls, foundations and footings occurring below finished grade, must be of masonry. either concrete, concrete block, stone, brick or vitrified tile. fhey shall extend at least tour f~et below finished grade. All exterior walls above finished grade must be of fireproof material. When building tile is used, same must be covered with stucco. Foundation walls shall be at least twelve inches thick for one and ~o story structures and sixteen inches thick for three-story structures. Tee footing course shall be not less than twelve inches deep of con- crete mixed in proportion of not less than 1:3:5: and shall project not less than six inches on each side of wall. Interior column footings shall not be less than three feet square by one foot thick, built of concrete of the above proportion. lasonry walls above the foundation shall be stone, concrete block, brick or tile laid 1:3:5, cement, lime and sand mortar and shall be at least twelve inches thick for one and two story structures and at least sixteen inches thick for the first story and twelve inches thick lor the second and third story of the three-story structures. i/f", Tile or concrete block walls shall not be used for bearing'walls in structure higher than one-story unless fully grouted with concrete mixture in proportion of 1:3:5:.
