Section 1. The office of the Su~erintendent of Building

Section 2.. DUTIES OF THE SUPERIJTTE1IDElJ""T OF BUILDING COUSTRUCTIOI.
It shall be and hereby is made the duty of the Superintendent of Build-
ing C<DJnstructioJjL to enforde al-1 ordin..::.nces a.nd all orders or resolutions
of the Board of Trsutees, rela ti ng to the erection. construction. alter-
ation, repair, removal or safety of any building, wall. struQture. or
portion thereof. wi thin the Villa.ge of Mount Prospect.
Section 1. IlmECTORS A}JD ASSIS,TANTS - AIPOINTMElfT OF. Sq,id
Superintendent is hereby authorized to a.ppoint. by a.nd Vi ith the consent
of the Fresident, such inallectors "",nd a.ssistants in the execution of the
duty mentioned in thelast :preceding section of this ordinance as he may
from time to time require. and the Board of Trustees may, by ordinance
or resolution, a.uthorize.
Section 4. STOPPING WORK IN VIOLATION OF PUBLIC ~TY. - The
Fire Marshall shall be emlloVlered under this ordinance to" stop any and
all construction which is in violation of public safety and sl;all not.
:permit said construction to continue until said ha.zard is removed.
Section,. RIGHT TO ENTER BUILDING - PENALTY. The Superintendent
of Building Construction and his duly authorized inspectors are hereby
empowered to en ter any building. whether completed or in process of
construction. a1 tera-tion or repair, for the :purpose of determining
whether the same has been or is being constructed, altered or re:paired
in accordance with the terms of any ordinance and any order or resolu-
tion of the Board of Trustees, and no ~erson s~ll exclude them or
attem:pt to exclude them from such building or interfere with them or
any of them. in the performance of duties in that respect. under penalty
of not less than Twenty-Five Dollar. ($25.0Q) nor more th~nOne Hundred
Dollars ($100.00) for each offense.
Section 6. SUPERINTENDENT MAY STOP WORK OR REVOKE PERTuIT. The
Superintendent of Building Construction Sh~ll ~ve the po\rer to stop
work under any permit issued when such work is being done in a ca.re-
less manner or contrary in any respect to the provisions of any
ordinance of said Village, or resolution or order of the BOd.rd of
Trustees.
Any :person or persona, firm or corpora tio. having clla.~ge of or
directing or in any way engaged in such work. who ahrJ.1I refuse or fail
promptly to desist from such work on notice f_om the Superintendent of
Building Construction so to do. shd.11 be liable for the -penalties
herein provided. and in addition' thereto shall be deemed guilty of
a misdemeanor. and on conviction thereof ah.111 be fined not less than

Should. the person, persons. firm or corporation, to whom So, pe.rmi t
has been isaued. or. assigned, neglect or refuse to Cause the work to
be made to comply with the provisions of any ordinance or re solution
or order of the Board of Trustees violated after the work is stopped
for such cause by the Superintendent of Building c.onstruction. said
Superintendent shall have the rigl1.t to revoke the permit; and. it shall
be unlawful after the revocation of. such permit t.o proceed with such
work or building o!lerations (except as hereinafter provided) unless
such permit shall fir.st have been reinstated or issued by the .
Superintendent of' Building Construction. Before a permit. revoked fo r
the ci>use or Causes before menti oned, e:a.n be lawfully reissued or re-
instated. the entire building and building site must be first put in
such conditi on as to comply wi th the ordina.nce. resoluti on or order
which has bee.n viol.a.ted. as aforesaid. and any work or material applied
to the same in ri.ila,tion th~reof sha.ll first be remo-red from aa.id
building or buil,ding si t.e.
~ection 7. !UILDING MUST COlIFORM TO ORDINANCE. No wall, build-
ing or structure f any kind or description or part thereof Bhdll here-
after be erected constructed. altered. or repaired except in conformity
with the provisions of this ordinance.
Section 8. BUILDINGS NOT IN ACCORDi~lTC.E":VITH ORDINANCE DECLARED
A NUISANCE - PENALTY. Any wall. building, structure or pa.rt thereof t
~ereafter built, erected, constructed, repa.ired or altered ~thin the
Village of Mount Prospect in any manner contrary to the provisions of
this ordinance is hereby declared a nuiSd.nce and. the person. ovmer,
agent. archi teet, builder or contractor ao building, erecting.. con-
atructing, repairing or altering the s~ne contrary to the provisions of
said ordiance sh~ll be subject tp a pen~lty of not less than rsenty-
Five Dollara ($25.00) nor more than Two Hundred Dollars ($200.00) for
each offense an~ to a like penalty for each day any such structure
shall be by him or them permitted to contiw~e in such condition "~er
his or their conviction of such violation.
Section 9. PERMIT HEQ.UIRED. No !lerson. owner, :;gent. .archi tecta
build.er or contractor sh...l..ll begin the erection, construction. altera-
tion or repair of any buildi~ or structure in the Village of Mount
Prospect or begin the clearing or excavation of the site of any pro-
posed building or structure. nor sh~ll any person. owner. agent, arch-
i tecta builder or contractor begin the installati on of any plumbing.
electric wiring. hot air. hot water or steam heating system in any
build.ing or structure in the Village o~ Mount Prospect without first
having ci.pplied. for and. obtained a. permi t in writing so to do from the
Superintendant of Building Construction of aai~ Village.
Section 1.0. WORKING WITHOUT FERMIT - PEnALTY. Any person, o\mer.
agent. architect. builder or contractor mo shall continue in the
erection, oonstruction. al.teration or repair or installation of any
plumbing. electric wiring. ho t id,ir. hot water or steam heating system

his ordinance sh~ll be in writing over the sig~ture of the owner or
of his: responsible agent on printed bhnks to be turni shed by the
Village. Every such application smll give the location of the pro-
posed work, thcl.t is. the legal or taxable d.escription of the land
upon which the building, structure or part thereof is to be erected.
constructed, altered or repaired as the case may be. and.ahall be
filed with, the Superintendent of building Construction. Said
application shall be accomp~nied by pl~ns signed by the owner or
architect and in sufficient detail to enable the Superintendent of
Building Constructi on to obta.in full ..1nd complet.e infor:ms. ti on as to
the char::l.cter of the work proposed to be done under the permit sought,
a. copy of which said plans shall remain on file in the office of said
Superintendent.
Section 13. F.EBS. Fees for permits required by this ordinance
shall be p'3.id to the Vill3.ge Treasurer for the uae of satd Village in

Secti on 14. PERMIT TO BE ISSUED - WHEn J vfuen it shall a.ppear
to the Superintendent of Building Construction that an application
has been made and plans filed in due fonn and ma.nner as prescribed by
this ordinance. that the proposed use. manner of construction, kind
and qUa Ii ty ,of material a.nd worlananship c.re in all raspects in
a.ccordance with theprowisions of this ordinance, he shall thereupon
issue tlie permit sought; and it is hereby m~de the duty of said
Superintendent to 'PproTe or reject any plan filed with him pursu-ant
to the provisions of this ordinance within a re~sonable time not

Section 15. OCCUPYING OF STREET. It shall not be lawful to

the execution or protection of the work during buildfng operations or

Section 16. When excavatiQn for the fQQtings of a.ny building
or structure contemplated by this Qrdin~~ce and amendments thereto
~ve been dug the same shall be inspected by the Superi.tendent of
:Building Construction ,md if foung by him to be in full compliance
wi th the provisions of this ordinance and amend..men ts thereto, but
not otherwise. a certificate Qf satisfactory inspection Shull be
issued by sai d Superintendent. When said wa.lls, foundations <.md
f'ootings are ready for s:dd inspection, it sha.ll be the duty of' the
owner Qr contractor in charge to nQtify said Superintendent of auch
fact at least twenty-four (24) hQurs in advance of ins:pecti Qn and
no further work Qn said building or structure Shall be done until
said certificate of aatisfactQry inspection ,shall mve been issued.
When the work Qf construction on any building or structure con-
temIlla ted by this Ordinance :md amendments 'thereto shall ha.ve pro-
gressed to the point where Said building or structure is ready for
lathing but befo-re any lathing smll have been done said building or
structure smll be again inspected by said Superintendent of Build-

wise,a. certifioate of sati sfactory inspeotion Clohall be issued by a..1id
Superintendent. When said building or structure is ready for thi s
inspection, it ah~ll be the duty of the owner or the contractor in
charge to notify said Superintendent of such f~ct at least twenty-four
(24) hours in advance of inspec tion and no further wo rk on aai d build.ing
or structure ~ll be done until s~id certificate of satisfactory
inspeotion shall have been issued.
Provided, however th~t tne inspections provided for in this Seotion
sha.ll. be. in addi tion to all other inspections required or authorized in
this Ordino.nce and <:UIlendments thereto and nothing in this Section cop-
tained sh::l.ll be construed as limi ting or restricting any right or
authori ty given to said Superintendent of Building 'Construction in and.

CLASSIFICATIONS
Section 17., All buildings erected within the corporate limits
of the Village of Mount Prospect, sh.1.l1 be divided into the following
c1:~sses:
Class I shall consist of all COlmaerci~l, public and flat or tanement
buildings erected outsid.e the fire limi ts and all buildings wi thin the
fj.re limi ts, d.nd termed "SIOVi BU,rnJng Construe ti on.~

resid.enoe or in connection wi th living quu.rters of any kind shall be of-

suitable ventil~ting arrangement.
CLASS II
CL.ASS II sh::t.ll contain these buildings used for domestie purposes,
suoh as residences, barns and private garages, which are erected outside
of the fire limits of the Village of Mount Prospect, acdShall be built
of "OrdirL:l..ry Construotion."

in which timber and iron structural parts are not protected with fire
resisting coverin~.
. CLASS I.
Section 18- Class I, in addition to the general provisions, shall
comply with the special provisions of this section, as follows:
FOUNDATIONS AND WALLS- The supporting walls, foundations and footings
occurring below finished grade, must be of masonry. either concrete,
concrete block, stone, brick or vitrified tile. fhey shall extend at
least tour f~et below finished grade. All exterior walls above finished
grade must be of fireproof material. When building tile is used, same
must be covered with stucco.
Foundation walls shall be at least twelve inches thick for one and
~o story structures and sixteen inches thick for three-story structures.
Tee footing course shall be not less than twelve inches deep of con-
crete mixed in proportion of not less than 1:3:5: and shall project not
less than six inches on each side of wall.
Interior column footings shall not be less than three feet square by
one foot thick, built of concrete of the above proportion.
lasonry walls above the foundation shall be stone, concrete block,
brick or tile laid 1:3:5, cement, lime and sand mortar and shall be at
least twelve inches thick for one and two story structures and at least
sixteen inches thick for the first story and twelve inches thick lor the
second and third story of the three-story structures. i/f",
Tile or concrete block walls shall not be used for bearing'walls in
structure higher than one-story unless fully grouted with concrete mixture
in proportion of 1:3:5:. Thiw material may, however, be used for curtain
walls where the loads are carried on steel or reinforced ooncrete girders
or piers.
r:B~.iCk walls shall be bonded with a full header course at least each
six ourse.
Parapet walls except where gutters oQcur, are to extend at least two
feet above the high pointof the roof, laid in cement mortar and be not less
than nine inches in thickness.
Parapet walls shall be cover d with vitrified tile, terra cotta or
stone coping.
Hollow clay, gypsum or terra cotta tile partitions of not less than
four-inch material may be used where same do not extend more than one story
in height and do not carry any load~ Such walls shall be used around
stair halls, elevators or divisions between stores.
!welve-inch brick curtain walls may be used not exceeding tour stories
in height, where the same do not carry any load.
Bearing partitions ars to.be governed by same requirements as herein
provided for outside walls.
TIMBER FRAJlING.
Joists shall be supported on masonry walls, steel or reinforced con-
crete girders or timber girders and posts.

not less than eight inches square for fourteen teet in height and
ten inches for fourteen to twenty foot heights~

Joists shall be bridged eight feet with two by two (2~ x 2a)
bridging or equiv~lent. All.first floor joists ~1~11 be of not less

CUTTING }j'LOOR 1'II{BERS lmR PIPES, ETC. - No piping or condui ts
of allV' kind shall be cut into floor .timbers or joists at a .greater
distancethan two feet from the ends of supports of said beams or
joists, nor to a greater depth thun o~e sixth of the depth of the
beams or joists t unless reinforcemen ts, shall be provided th:J.t insure-
the strength of the floor system being as great as if no such cutting
was done.
FRUJING. All structural framing shall be designed in accordance
wi th tables in 'tCa.rnbria Steel, tl a h:.1nd.book hereinafter referred to
and made a part hereof, using a fiber atress of twelve hundred (1200)
pounds per square inch for timber ~nd sixteen thous~nd (16000)
pounds per square inch for steel. Live leads of one hund.red (100)
pounds per square feet of floor and twenty-five (25) pounds per square
foot of roof, in addi tion to the entire weight of stru.cture, a.re to
be used in calculating the atrength of members, under this olassi-
fi ca ti on.
All headers and trim"ll.ers, where headers are over four feet SlJaIl,
shall be doubled and where headers are over twelve feet sj!an tlley
shall be tripled; and, in the 1...l. tter case, theheaders sl'ull be
sup:ported by one-quarter inch bJ' ten inch (tit x 10") iron stirrups.
Frwaing around stairs, elev~tors ~nd other openings w~~ll be
designed to carry /the full live and. dead loads coming upon the saYne
and all members Shall be firmly anChored together.
FLOORIZG - No flooring sl1.all be less than one ~.l.nd three q,uarters
inches (li:.t) thick, either in one thickness or in two thicknesses
consisting of a rough floor witi~ finished floor laid above it in the
opposite direction. Each and every bo~rd comprising said floor, if
ot one thickness, or the lower or rough floor, if ot two thicknesses,
$k~ll be firmly and securely nailed at e~ch bearing. Each and every
board comprising the top or finished floor, ~en the floor consists

side walls shall be glazediIVith not less than double strength glass.
STAIRWAYS - Each b_ilding over two stories in height shall have at
least two exits and two complete flights of stairs - one of which may
bean iron stairway fire escdpe, two feet wide, on the outside wall;
complete wi th hand ra.il; extend.ed from roof to ground and provided wi th
counterbalance from second floor.
