Lisa Angell Phone: 847/392-6000 Fax: 847/392-6022 WWlIl.lIlountprospect.org Village of Mount Prospect 50 South Emerson Street, Mount Prospect, Illinois 60056 MINUTES COFFEE WITH COUNCIL Saturday, July 11, 2009 Community Center, Village Hall The meeting convened at 9:00 a.m. Village Board members present were Mayor Pro-Tern Juracek and Trustee PoUt. Representing staff was Assistant Village Manager Dave Strahl and Finance Director David Erb. Residents In Attendance Carl Erikson Carol Tortorello Mal Holec Jim Chylik Anita Taylor Janice Serafini Steve Vanarsdale Barbl Vanarsdale Kimberly Skic Aleza Moore Avis Gibons Karen Behr David Schein Pine Street Elmhurst Avenue Quince Lane Locust Burning Bush Kenilworth Candota Candota Owen Pawnee Lane Camp McDonald Camp McDonald Na-Wa- Ta Avenue Mayor Pro-Tern Juracek opened the meeting with general remarks and asked for introductions from Trustees, staff and visitors in attendance. Juracek then moved to the resident portion of the meeting. Carl Erikson, Pine Street - Mr. Erikson reported a serious pot hole on Thayer and Pine. Also the pavement is torn up on Gregory at 83. The sidewalks are in dire need of repair at 518 and 520 N. Pine. Staff was going to look into the matter and see if immediate repair was needed. Mr. Erikson also questioned the spending on the 4-color village newsletter. Mr. Erikson was informed of the price savings by going with the new color format. Carol Tortorello, Elmhurst Avenue - Ms Tortorello noted that the Special Events Committee should be advised that, although communications from the Committee were to the contrary, parking at Melas Park was NOT available for parade participants and noted that especially some elderly veterans or their spouses had voiced displeasure with having to walk all the way to the Bosch parking lot. Eileen Gattas stopped into the end of the meeting and was passed along that comment for discussion at a future Special Events Committee meeting. Ms. Tortorello also noted there were property maintenance issues at 1750 Central. Ms. Tortorello also asked whether the Citgo on the corner of Mount Prospect and Central was going to become a Shell gas station. Lastly, Ms Tortorello wanted to know the status of the feral cat issue. General discussion was held on each of these comments. Mal Holec, Quince Lane - Mr. Holec stated that he was supportive of the Community Connections Center, and requests that we do a better job of explaining the need for it, especially to folks on the north side of town. Mayor Pro- Tem Juracek advised him of the grand opening date and that he raised a good point that our pre grand opening publicity should address. Jim Chylik, Locust - expressed displeasure with the sound levels at the Lions carnival. He had to leave because it hurt his ears and noticed babies in the audience being subjected to these high dB levels. Trustee Polit said he would bring that concern back to the Lions. Jim also reported a concern with the sidewalk in front of 1838 locust. The Village asphalted the trip hazard due to the change in grade, but the surface is essentially bare stone and also a concern. Staff would forward this information to Public Works for further action. Anita Taylor, Burning Bush - Ms. Taylor had questions regarding a letter received from Public Works regarding rear yard drainage. She wanted to know what the options were for having the repairs done of funds available from the village. Mr. Strahl offered to walk through the letter with Ms. Taylor after the meeting. Janice Serafini, Kenllworth - Ms. Serafini expressed displeasure with the way traffic and parking was handled in her neighborhood prior to the fireworks. In prior years there were manned barricade and residents had to provide their guest lists or residents had to state the address they were going to gain access. This year Ms. Serafini estimates that 150 cars cruised past her house in the hour before the fireworks. She did state that parking was allowed on only one side of the streets in her neighborhood, but there were no traffic controls regarding access. Ms. Serafini asked if we station at least a Police Explorer at the 3 streets entering into her neighborhood that intersect with Central Rd. to restrict access. Trustee Polit also noted problems in the Melas parking lot with motorists entering the lot despite no available parking creating additional traffic problems. Staff would share this information with Public Works and Public Safety personnel to see if a solution could be found fOf the parking/traffic problems. Steve and Barbl Van Arsdale, Candota - The Van Arsdale's did not have anything to bring to the meeting. They wanted to shafe with the group that they did have a rain garden placed in their back yard to address a flooding Issue and are pleased with the assistance from the Village to this point. Kimberly Skic, Owen - Ms. Skic reported that she lives on the corner of Owen and Thayer and that she participated in the 50/50 sharing program to replace sidewalk squares in front of her house on Owen. She held off on replacing the sidewalk squares along Thayer. because she was told that street would be resurfaced soon and that the Village would take care of the sidewalks at that time. Ms. Skic has been told that the work on Thayer has been deferred for the past 3 years and that it is again on the replacement schedule for 2010. She would like some certainty about this. If the project is deferred another year she would budget for replacement herself because the sidewalks are in a hazardous condition. Staff will check with Public Works on when the work on Thayer is to commence and to assess the current condition of the sidewalk. Avis Gibons, Camp McDonald - Ms. Gibons expressed concerns over the proposed rate increase from Illinois American Water (lAW). Ms. Gibons has prepared a letter to the ICC Chair voicing her displeasure with the rate increase and was looking for signers on a petition she was circulating to those In attendance. Discussion took place on the lAW increase and the Ice rate review process. No further action was requested. Karen Behr, Burning Bush - Ms. Behr shared the same concerns as did Ms. Gibons. No further action was requested. Dave Schein, Na Wa Ta - Mr. Schein commented on the work done on his neighbor's yard to install a rain garden. He was pleased with the work being performed by Martam. Mr. Schein also Inquired as to the status of the Walmart renovation and Community Connections Center construction. Staff provided an update on each. Trustee Polit shared with the group Information on red-light cameras, the use of speed cameras and how the village has addressed its traffic control issues with the comprehensive village-wide traffic study. He also wanted to plug the upcoming 5-K Corporate Challenge set for August 6. Mayor Pro-Tern Juracek asked if there was any further business for the good of the Village.
