That all consumers of water furnished by the Village of Mount prospect shall pay for same according to the fol- lowing rates and charges, where meters can be permanently set:- For the first 5,000 gallons $.32 per thousand gallons, II It next .. .. Where the water 1s shut off temporarily, at the request of any consumer and the meter is not removed, the con- sumer shall pay the regular minimum rate of One Dollar and Fifty cents ($1.50) per quarter. J All water used for which rates and methods of measurements are not specifically provided for by any ordinance shall be estimated by the Superintendent of Water Works or such officer as may be desig- nated by the President and Board of Trustees to perform the duties of such Superintendent, and assessed at the rate of St~tetm :Ce>>1ts (16~) per thousand gallons or fraction thereof. Whenever practicable, a meter shall be used as the basis of euch estimate. The President and 'Board of Trustees at the It begiMing of each fiscal year, may appoint a Superintendent of Water Wo~... who shall hold his oft~e for one year from the date of bi8 _ _n___J D c c o .:) appointment and until his successor is appointed and qualified. He shall be a resident of said Village and may be removed at any time by the Board of Trustees with or without cause. He shall give bond in the sum of One Thousand Dollars (81000.00 l condi tioned for the fai thful discharge of his duties. ' His compensation shall be fixed by the Board of Trustees from time to time. He shall preserve and pro- tect the property of the Village,relatill8 to the Water System, and shall be the general executite officer of the Water Works; he shall supervise and direct the laying of all water pipes in the streets, Alleys and Publ:tc grounds of said Village; inspect all plwnbing in any way connected with said water system; have charge of the tapping of all water pipes or mains for public or private use; he shall keep a complete and accurate recora of all the taps and connections made with the water system. their exact location, nWllber andaize, the length and size of all service pipes and the location of the shut- off boxes. He shall furnish to the Village Collector a true copy of said record, and shall at all times keep the Village Collector in- formed of all work done in connection with said water system as 800n as said work is completed. He shall make and submit to the President and Board of Trustees, at the end of each yea.r, or whenever directed so to do by said Board, a report in writing showing the condition of said Water-works-system, 'and such other information as ~ be proper or ordered by the Board of Trustees. If directed by the Board of Trustees so to do, he shall act as engineer of said Water Works, and perform such duties as said Board may prescribe from time to time. If in the discretion of the President of the Board of Trustees of "said Villag~ said President anti Board shall at any time deem it advisable not to appoint such a Superintendent of Water Works said President and Board of Trustees ~ designate any other officer or employee of said Village to perform any and all the duties of such Superintendent of Water Works. or engineer, a5 prescribed by this ordinance. -3.. c Q Section III. The President and Board of Trustees ~ appoint an engineer who shall have direct charge of all the machinery appliances and appurt~nances,of the water system and make all nec- essary repairs in connection with the same. He shall fu~ish to the Village Collector a quarterly reading of all meters connected with said system, and when 80 directed by tbe ~oard of Trustees or the Village Collector, shall turn on or shut off the water and shall per- form such other duties as may be required of him by the President and Board of Trustees. Section IV. All applications for connections with the tater System shall be presented in writing to the Village Collector, who shall issue permits as hereinafter provided. He shall keep an accurate account with each consumer of all the water used. He shall also keep an accurate record of all the 'taps arid connections I1&de with said system and shall submi t to the President nnd Board of Trustees, at ea,* regular meeting, and oftener, if requested so to do a statement in writing of,all taps and connections ~de since his last report. He shall keep a blank receipt book with stub attachments, and each receipt blank with its accompanying stub shall bear corresponding numbers and shall give a receipt properly filled out from said blank receipt book for all moneys re~eived by him, and shall enter an exact and coaplete memo- random of each transaction on the corresponding stub. It .aid applieant ahall tully contorm t. the ~' 4" .. & - o o provisions of all ordinances relating to said water system, and the applicant shall have paid all fees and charges required to be paid, then the Village Collector shall issue a written or printed permit granting the applicant the right of connection with the distributing mains in accordance with the terms set forth in the application. Bo water shall be turned into any service or supply pipe nor into any ~ premises without the written permit of the Village Collector. and no such permit shall be issued until all fees have been paid, which the ordinances of the Village shall require. Such permit shall be pre- sented to the SUperintendent, who shall turn on the water to the .... premises therein described. r Section VI. Wo consuser shall be supplied with water from the Village $ystem until a meter shall be set and ready for use, ex- cept in cases where it is impracticable to set a meter, and in such cases the use and consumption of water shall b~ governed by the Ordinances of the Village. It It 2 .. .. 71.00 Such payment shall be made in advance to the Collector before such meter is installed, and shall entitle the consumer to the use of said meter during its life, actual wear and tear excepted, ..-.- , and except during such periods during which the water for such con- __ samer ~ be shut off for any reason as in this ordinance provided. One meter of proper capacity will be furnished to each water con- .6. ...01(' .... ....,. i I J4 .- - o o sumer and if more than one meter is desired it shall be furnished by the Village upon payment in advance to the Collector of the same amount as specified in the foregoing schedule, according to the size of the meter desired. The actual cost to the Village of installing each meter shall be paid by the person ordering the same immediate~ upon the installation and before the water is turned on, and the actual cost of keeping each meter in repair shall be paid by the person upon whose application such meter was installed as soon as the bill therefor is presented. The person upon whose application any meter is installed shall be liable for any breakage by freezing or otherwise, or any loss or damage to said meter in any way except by ordinary use and wear, and the cost of making good such damage or loss shall be paid by the person upon whose applications such m.eter was installed as soon as the bill therefor is presented, and the amount thereof shall be a lien against the premises upon which said meter is located to the same extent and with the same effect as water rates. In the event a m.eter shall have become worn out and unfi t for use the consumer may have a new meter installed upon the same terms and consideration as provided for herein in case of a first meter. Section y~. Before a permit for the use of water shall be issued, where meters cannot be conveniently used, the person app~ing for same shall deposit Ten Dollars (110.00) with the Village Collector as payment on account of water to be used by him. On or before thirty days from the date of the permit, the person to whom such permit is issued, shall file with the Collector a statement in writing,. verified by his affidavit, showing fully the purpose for which the water was used by him for that time, and the amount and location of all work done by him during said time in connection with which ~ water was used or required. The Collector shall ascertain from said statement and other information, the amount due for water so used. If the amount so found to be due, together with all other fees and coste chargeable against such person is less than the sum deposited, then the surplus shall be paid to the depositor. If the amount due for -7- o. o water so used is more than the sum deposited, then the excess shall be paid at once to the Collector by such person. If such person de- sires to continue to use the water after he shall have filed his state- ment he shall again deposit Ten Dollars ($10.00) with the collector and shall 'continue to make such deposits thereafter and in the same manner as ia provided herein with respect to the first deposit. and the method of determining the amount of water used and the charge for same and the other provisions respecting the first deposit. as herein before. Water consumers, licensed plumbers and others shall be go.emed by the following rules, and regulations, which are hereby established. 1: All work done in the streets and alleys or public places of said Village, in connection with the water system shall be done in a thorough and workmanlike manner and under the Supervision and Direc- tion of the Superintendent and subject to his approval. 2: Bo connection shall be made with the said water system wi thout proper permit from the Village Collector.1i. . ~3-~ 3: '!'be Bua of Thirty Dollars ($30,00) shall be paid in ........ .. advance by each applicant for each separate service required to be placed. for which the Village will furnish all the necessary pipes, cocks, valves and ahut-off box, ca~t iron service box and labor nec- essary to lay and construct Such service pipes. and which service pipes shall be constructed according to the following specifications: . a, Said water service pipes shall be of lead. -extra strong- of three-fourths (3/4) of an inch internal diameter and a weight of three (3) pounds eight (8). ounces per iineal foot. b. Each of said pipes shall be connected with said main water pipe by a braS8 tap of three-fourths (3/4) of an inch diameter and a weight of not lesa than twenty-three (23) ounces, and shall ex- tend horizontally at right angles with said main water pipe to a point eighteen (18) feet from the center line of the street. and ahall be provided with abraa8 stop cocle of three-fourths (3/4) of an inch di-.eter and a weight of not leS8 than twenty-three (23) ounces; and a spiral ahut-off box of the beat quality of caet iron or first grade steel pipe, of not less than one and one-halt inchea(l!-) nor more than two and one-half inches (2t-) internal diameter, and five (5) to six (6) feet in length, and if of cast iron. weighing twenty-eight pounds, placed at a point seventeen (17) feet from the cenie~ line of the street. On the top of the cover of said anut- off box ahall be cast the words .City Water.- All corporation and curb cocks used in connection with the water system shall be made of -8- ~ ~. II All casts shall be high grade, true to form and dimensions. smooth and free from all sand or blowholes or other foundry defects, and all material used herein shall be of the best quality and subject to the approval of the Board of Local Improvements of the Village of lIount Prospect. c. Bo water service pipe shall be laid nearer than eighteen (18) inches from a parallel trench. d. The main must be tapped at an angle of forty-five (45) degrees with the vertical, and the cock must be turned so. that the T-handle will be on top. e. A gooseneck shall be provided for each service pipe and must be supported by means of brick built up from the bottom of the trench. f. The service ~ipe shall be laid sufficientlY wa.Ving to al- low not less than one (1) foot extra lenght, and in such manner as to prevent rupture by settlement of the earth about it, and shall be laid at a depth of at least five (5) and six (6) inches below the es- tablished grade of the street. s. SWaples of corporation cocks and stop oocks must be sub- mitted. to the Board of Local Improvement for inspection before in- stallation. h. All earth removed in excavating for said water service pipes shall be returned to the trenches from which it ,,!,as taken, and shall be replaced in ~ers not exceeding six (6) inches in depth; eacb layer shall be thoroughly cODlPacted by ramming, and the earth shall be moistened 8ufficiently to permit the return of all the earth ta the trenches by ramming as above specified. ~n completed, the surface of the backfilling in the trenches shall not be higher than the general sUrface of the ground on either side of same, and the roadways of all streets shall be left, ana shall be ..intained for a period of one year, in as good condition for travel as they were be- fore the commencement of the work. i. Said work shall be done in workmanlike manner, under the superintendence of the Board of. Local Improvements of said Village of lOunt Prospect, and shall withstand & test of One Hunared twenty-fiTe (125) pounds pressure for a period of ten (10) ~inutes without leak- ing. Where larger service pipes are requirecl, the increased cost shall be paid by the applicant; and in businass streets, the shut- off box shall be set Bine (9) feet from the lot line instead of seven- teen (17) feet from the center of the street, as hereinbefore provid- ed, and the difference in the cost of setting such shu.t-off box at Bine (9) feet from the lot line shall be paid by the applicant. The tapping of the water main shall be done by means of a tapping machine to be furnished by the licensed plumber, employed by the Village to make said tap. 4: All service pipes shall be so laid 80 as to prevent freezing, breaking or rupture by settling. 5: All boilers conneoted with the water system shall be provided with a tank of sufficient capacity to hold at least six hours supply, and in case this supply is shut off for the purpose of repair or any other purpose, the Village will not be responsible for any damage that ~ result. Consumers and other persons are prohib- ited from connecting pipes direct with the Village pressure to supply ,t" U steam boilers. 6: Bo alteration, change of location or addition of any kind shall be made to any water meter, water cock or service pipe, connected in any way with the supply to any building or premises, without first obtaining a written perait from the Village collector. 7: A complete statement in writing shall be made to the Collector by the person doing the work of all connections made with the water system. a 8: All ~drants or plugs placed in said Village for fire purposes, are hereby declared to be the public hydrants, and no person, except suoh as have been authorized by the Board of Trustees, shall open or draw water therefrom, or in any manner interfere with same except in case of fire. 9: The Superintendent and the Village Collector and other authorized persons shall have free access to any premises in which water is introduced for the purpose of examinj,ng the fixtures and pipes at any time between the hours of 7:00 o'clock A. I. and 6:00 ,I o'clock P. I.. of any day. -10- [ c D c..) 0 S~~t~on IX. No person, firm or corporation shall engage in or work at the business of plumbing in the Village of .ount Prospect until they shall first have obtained a license so to do from the President and Board of Trustees of said Village, and shall have paid a fee therefor, as is by ordinance provid~d, which shall be the annual license fee for conducting the business aforesaid. Io person, firm or corporation shall receive such license until satisfactory evidence has been given to the Collector of the responsibilit, and skill of the applicant in the business of plumbing, and unless such person. firm or corporation holds a plumber's license issued by the state of Illinois. Every person, firm or corporation, making application for ~,license to engage in the plumbing business in the said Village sha~l file with the Village Clerk a good and sufficient bond, signed by two or more sureties to be approved by the President and Board of frustees. Said bond to be in the sum of Fiye Hundred Dollars ($500.00) conditioned that the principal will save and keep harm~ess the Village of .ount Prospect from all accidents caused by any inferior or defective material furnished, or any negligence, unskillfulness or incompetency, in performing any work done by such person, or any one employed by him in said Village, and that said Principal will conform to all conditions and regulations of said Village, pertaining to the business of plumbing, in accordance with the laws and ordin- ances of said Village, then existing or which may thereafter be passed. Section X.The license fee to be paid by a person, firm or corporation engaging in the business of plumbing shall cover a period of one year from the date of the issuance of such license, and said fee shall be paid annually thereafter in advance to the Collector. Any failure to pay said fee, when clue, shall forfeit the , licenaeof811ch person, firm or corporation and the right to fttlgage in the plumbing business in said Village. -11- o c, Ko person shall in any manner, obstruct the free access to any stop cock, meter, apparatus, appliance or appurtenance oonnected with any water pipe, and shall not refuse the free access thereto of the proper YillQ8e authorities. All fixture" appliances and appur- tenances, shall be at all times, kept in good condition, and water shall not be needlessly wasted, D Section XI. AnY person. who, shall lay any water service pipe or introduce into or about any building or grounds any water pipes or do any plumbi'ng work in any building or on any grounds for the purpose of connecting any pipes or plumbing work with the pipes of the water system, or prepare them f~r such connections, with a view of having such premises oupplied with water from the Village system, without being licensed to perform such work, and without first having obtained a permit, for doing such work, from the Superintendent shall be punishable by a fine of Three (3) to Fifty Dollars <$50.00) for each 'and every offense. Any person who shall violate any of the provisions of any ordinance, rule or regulatioD of. the Village res- pecting the Water aystemwhere .. specific penalty is not provided, shall be punishable by a fine of from three (3) to One HWldred Dollars (8100.00) . ,] 8ectionXII. Any person. firm, or corporation being a regular conswner, may be perDli tted by the Boarel of l'rustees to make special connectionew1th. the street mains, together wi,th hy-drants and house cocks, to be used in case of fire. ~or such permit, and for all water used for fire purposes, there will be no charge, but all such work in connection with the water must ,be done by the Village, and under the direction of the Superintendent of water 11 ;, Works. Section XIII. It shall be the duty of the SUperintendent and police of the Village and all persons in the employ of the Village. having police power. to enforce the provisions of all or- dinances. rules and regulations respecting the water system and to arrest or cause to be arrested all persons violating the eame. Section XV. Any person, fira or corporation to whom a license shall have been issued to engage in the plumbingbusinea8, who shall be guilty of any violation of any of the provisions of any ordinance of the Village relating to the water system, m~ have his permit revoked by the President and .oard of !rustees. Section XVIII. Any person .~ be appointed to hold one or more positions connected.with the water system except that the same person shall not be appointed to the office of Superintendent and Oollector. In the event the President and Board of Trustees of said Tillage shall not create the office of Superintendent of Water Works and appoint some one for that offioe. but shall delegate the duties herein presoribed for such officer to any other person or officer of said Village. then and in that event the person to whom su~ duties are delegated shall perfor.. the same duties and shall have the same powers as herein prescribed for the Superintendent of Water Works. And in the event said President and Board of Trustees shall appoint a Water Rates Collector as herein provided, then such water rates collector shall perfQr.m all the duties herein prescribed to be performed by the Village Collector. n Section ~ All ordinances or parts of ordinances which ~ conflict with this ordinance are hereby repealed.
