JANONIS, VILLAGE MANAGER FROM: FIRE CHIEF DATE: MAY 13, 2009 SUBJECT: FOREST RIVER FIRE PROTECTION DISTRICT PROPERTY The Mount Prospect Fire Department provides emergency response to unincorporated areas outside the Village's corporate boundaries, which fall within the Forest River Fire Protection District. The Prospect Heights Fire Protection District has requested that Mount Prospect transfer some of that rural response area to their response jurisdiction. Background In 1971, the Village of Mount Prospect decided to pursue annexation of a majority of the area referred to as the Forest River Fire Protection District. After a formal evaluation, the Village decided not to pursue annexation of two areas within the district. These approximate areas are: 1. The area bounded by Kensington Road, River Road, Gregory Street, and the Canadian National Railway tracks. 2. The area bounded by Seminole Lane, Mandel Lane, Camp McDonald Road, and Wolf Road. As a result of the Village's 1971 annexation decisions, the Circuit Court of Cook County imposed a Consent Decree stipulating that the Forest River Fire Protection District continue to levee taxes at the maximum rate authorized by statute. These funds were required to be given to Mount Prospect as payment for emergency response services. Request The Prospect Heights Fire Protection District (PHFPD) is requesting that Mount Prospect transfer the area identified in number 2 above from the Forest River Fire Protection District to their jurisdiction (see attached map - Exhibit #1). The PHFPD is hoping that this transfer would clear up any confusion as to which fire department provides emergency response to this area as some of the homes in this area are in the City of Prospect Heights. None of these areas are within Mount Prospect's corporate boundaries. The Forest River Fire Protection District Property May 13, 2009 Page 2 addresses along Wolf Road and Camp McDonald Road also include a mix of Mount Prospect and Prospect Heights responses and can be confusing to the caller, dispatcher, and responding department. Often the actual jurisdiction cannot be determined until emergency response vehicles arrive on the scene. The PHFPD would also benefit financially as a result of this added response responsibility. The area being considered for this jurisdictional transfer includes 79 addresses. Based upon the Cook County Office of the Clerk 2007 Tax Report the tax revenue generated by this area is approximately $10,000 annually. All legal work and related filing fees will be at the expense of the PHFPD. Recommendation It is my recommendation that the Village Board approve the jurisdictional transfer of the Forest River Fire Protection District area identified in number 2 above to the Prospect Heights Fire Protection District. This transfer will help clear up any confusion in terms of service provision and financially assist the PHFPD. Approximately two years ago, the PHFPD was willing to provide first due ambulance service into the area bounded by Rand Road, Euclid Avenue, and Camp McDonald Road to reduce our long emergency response times. This agreement allowed the PHFPD to bill our residents when they respond to the estimated 100 emergency incidents annually. The benefit to them was the additional revenue. Over the past two years this arrangement has been very beneficial to Mount Prospect; however, the PDFPD has not received the expected revenue. They have only been able to collect ambulance fees from about 78 percent of the incidents they respond to and their dispatch agency is charging them $55 every time they are dispatched into Mount Prospect. Consequently, the added calls for service to Mount Prospect are not meeting the Fire District's anticipated revenue. This jurisdictional transfer will fill the financial void, which will ensure continued responses from the Prospect Heights Fire Protection District. Michael J.
