MAYORS REPORT 05/05/2009 PROCLAMATION "NATIONAL POLICE WEEK" May 10-16, 2009 WHEREAS, there are approximately 900,000 law enforcement officers serving in communities across the United States, including 88 sworn members of the Mount Prospect Police Department; and WHEREAS, some 60,000 assaults against law enforcement officers are reported each year, resulting in approximately 16,000 injuries; and WHEREAS, since theftrst recorded death in 1792, more than 18,000 law enforcement officers in the United States have made the ultimate sacrifice and been killed in the line of duty; and WHEREAS, the names of these dedicated public servants are engraved on the walls of the National Law Enforcement Officers Memorial, which was dedicated in 1991 in Washington D. c.; and WHEREAS, 387 names are being added to the National Law Enforcement Memorial this spring, including 133 officers killed in 2008 and 254 officers killed in previous years; and WHEREAS, the service and sacrifice of all officers killed in the line of duty will be honored and, and the names of the officers newly engraved on the Memorial will be formally dedicated, during the National Law Enforcement Officers Memorial Fund's 2rl annual Candlelight Vigil, on the evening of May 13, 2009; and WHEREAS, the Candlelight Vigil is part of National Police Week, which takes place this year on Mayl0-16; and WHEREAS, May 15 is designated as Peace Officers Memorial Day, with federal law (p.L. 103-322) directing that all flags be flown at half-staff on that date in honor of fallen officers and their families. NOW, THEREFORE, /, Irvana K Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the week of May 10- 16, 2009 as "NATIONAL POllCE WEEK" in the Village of Mount Prospect and publicly salute the service of law enforcement officers in our community and in communities across the nation. And, I call upon all individuals to recognize the dedicated men and women of the Village of Mount Prospect Police Department for their efforts to maintain our peaceful community and to also remember the fallen or disabled members of law enforcement agencies throughout our country. Irvana K Wilks Mayor ATTEST: M LisaAngell Village Clerk Dated this 5th day of May, 2009 PROCLAMATION ((NATIONAL PUBLIC WORKS WEEK" May 17-23, 2009 WHEREAS, the services provided by the Public Works Department in our community are an integral part of our citizens' everyday lives; and WHEREAS, the support of an understanding and informed community is vital to the efficient . operation of a public works system and its many programs relating to water, sewers, streets and highways, public buildings, public grounds, solid waste collection, recycling, trees, and snow removal; and WHEREAS, the quality and effectiveness of these facilities, as well as their planning, design and construction are dependent upon the efforts and skills of public works employees; and WHEREAS, the efficiency of the qualified and dedicated personnel who staff public works departments is materially influenced by the people's attitude and understanding of the importance of the work they perform; and WHEREAS, the Mount Prospect Public Works Department will have an Open House on Saturday, May 16, 2009, between the hours of 9:00 a.m. and 1:00 p.m., to acquaint the residents of Mount Prospect with the many services provided by the Public Works Department. NOW, THEREFORE, 1, Irvana K Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the week of May 17;..23, 2009 as {{NATIONAL PUBLIC WORKS WEEK" in the Village of Mount Prospect and I call upon all citizens and civic organizations to acquaint themselves with the various services provided by the Mount Prospect Public Works Department to assure the health, safety and comfort of our residents. A RESOLUTION URGING PASSAGE OF A COMPREHENSIVE CAPITAL INFRASTRUCTURE PROGRAM WHEREAS, passing a comprehensive Capital Infrastructure Program in the 2009 Legislative Session is critical to Illinois; and WHEREAS, ten years have passed since the Illinois General Assembly and Governor last passed and signed into law a comprehensive Capital Infrastructure Program; and WHEREAS, local communities are facing the problem of maintaining their roadways, bridges, water systems and sewer systems to meet growing needs; and WHEREAS, units of local government have responsibility for over 88% of public roads; and WHEREAS, Motor Fuel Tax Allocations for municipal, county and township roads and bridges are only 10% higher than they were eight (8) years ago, yet the cost of construction on local roads is 90% higher during that same timeframe; and WHEREAS, the Motor Fuel Tax has not been changed since it was raised to 19 cents a gallon in 1990; and after expenses are removed the balance of the 19 cent Motor Fuel Tax is distributed as follows: 45.6% to the state; 26.7% to municipalities; 19.1% to counties; and 8.6% to townships; and WHEREAS, regardless of the funding source (a Motor Fuel Tax or income tax increase), it is critical that local governments receive their fair share and are treated equitably in any capital bill; and WHEREAS, the Illinois Municipal League and all units of local government believe it is imperative that a comprehensive capital infrastructure bill be passed in 2009; and that local governments receive an equitable share of such capital infrastructure program funds. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: The President and Board of Trustees join the Illinois Municipal League and other units of local government in urging the General Assembly to pass a comprehensive capital infrastructure bill in 2009 and that local governments receive an equitable share of such capital infrastructure program funds. SECTION TWO: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE POWERS: SECTION ON E: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended by decreasing the number of "Class F-2" Liquor License by One (1) Breezes of Mexico Inc. d/b/a/ Breezes of Mexico at 1742 East Kensington Road.
