Background
In the current budget, staff requested funds to continue the combined sewer system
repairs. These repairs were identified during the combined sewer system evaluation
study (CSSES) completed in 2004. In total, almost $15 million worth of repair work has
been slated.
This work primarily consists of rehabilitating existing sewer main pipes using a nO-dig,
cured-in-place-pipe (CIPP) process. However, some sewer pipe segments have
significant structural defects that can only be effectively repaired by excavating and
replacing segments of sewer main (spot relays). In addition, this year a third project has
been added. The third project includes the replacement of some sewer main segments
in We Go Park that have developed a sag due to poor soil conditions.
To facilitate this work, staff has prepared three (3) separate bid packages. One
package was designed to secure interest in rehabilitating sewer mains using the CIPP
process. Another bid package was drafted to procure the services of a sewer
excavation contractor capable of replacing structurally failed pipe. A third bid was let
specifically to accommodate the rather unique conditions created by poor soils in We
Go Park.
In addition, each year the Village also repairs a portion of the separate sanitary sewer
system using the CIPP process. This separate sanitary sewer work was included in the
CIPP bid package.
This proposed CIPP work, along with the rehabilitation work performed since 2005, has
resulted in the elimination of the worst defects (Category 5) and continues to focus on
the Category 4 & Category 3 defects in our combined sewer system.

This memorandum presents the results of the bids for CIPP work. Bid results for spot
relays and the We Go Park work will be presented in separate documents. The
locations of the work planned for the proposed CIPP award is outlined in Attachment A.
This year's proposed project features 17,289 lineal feet of lining work in pipes ranging
from 8" to 27" in diameter.
Bid Results
Prior to letting, ten (10) invitational bids were distributed to out-of-state and area
contractors experienced in the CIPP process. In addition, public notice was posted in a
local newspaper as required. Sealed bids were received until 10:00 AM on Monday,
March 23, 2009 at which time they were opened and read aloud. Four (4) bids were
received. The bid results are as follows:

Discussion
Staff evaluated all bids and determined that all four bids received were responsive to
the request. All bidders submitted the required bid securities and appropriate
references. American Pipe Liners of West Chicago, Illinois is the apparent lowest cost
bidder.
American Pipe Liners has not previously worked for the Village. However, it's sister
company, George W. Kennedy Construction Company of Park City, Illinois, has
successfully completed sewer and water main improvement projects for the Village in
the past.
Area references for American Pipe Liners were contacted and all had good remarks for
the company. American Pipe Liners has worked satisfactorily for local communities
such as Naperville, Hoffman Estates, Glenview, Des Plaines, and Itasca.
Their work in Itasca is particularly relevant because it included over 14,000 LF of lining
in sewers ranging in size from 8" - 15" diameters. The scope of work in our current
CIPP lining project closely matches the scale of this project. As indicated previously,

we plan to line slightly over 17,000 LF of pipe this year. 81% of the pipe in this project
ranges in size between 8" and 15" diameters.
Most notably, discussions with the Village of Itasca and their engineering consultant,
Baxter & Woodman (coincidentally), indicate that the work was completed competently.
Both the Village of Itasca and Baxter & Woodman indicate that they have no
reservations recommending American Pipe Liners for CIPP work.
The remaining 19% of our project includes pipes ranging in size from 18" diameters to
27" diameters. These large pipe liners are challenging primarily due to the difficulties
encountered with physical manipulation. They also require larger refrigeration units and
must be installed in a timely manner. American Pipe Liners has submitted a job history
indicating significant experience installing these larger diameter liners. Reference
checks with the Village of River Forest, City of Naperville, and City of Chicago indicate
that American Pipe Liners has the necessary skills and experience to install these liners
competently.
In addition to scale and volume, another unique aspect of our proposed CIPP project is
the inclusion of blind transitions in pipe sizes. Three (3) pipe segments slated for lining
this year change pipe diameters mid-segment without the benefit of a manhole. One of
these segments features more than one pipe size transition. These blind transitions
present a unique challenge for lining crews. Measurements must be precise and the
installation must be exact in order to effect a tight bond between the liner and host pipe
at the transition points. Reference checks indicate that American Pipe Liners has
capably managed a number of blind transition installations for the City of Chicago and
the City of Elmhurst.
In total, American Pipe Liners has installed over 230,000 lineal feet of CIPP liner in the
Chicago Metro area with work totaling more than $11 million dollars. It is the opinion of
staff that they are qualified to execute the work in our proposed project.
However, there were concerns raised by the second-lowest cost bidder, Insituform
Technologies of Lemont, Illinois, that American Pipe Liners did not meet the experience
requirements as stipulated in section 2.1 of the Bid Specification. Section 2.1 contains
the following provisions:
2.1 The Contractor and CIPP system used shall have a minimum proven
performance record of over 1,500,000 LF CIPP installed within the geographic
boundaries of the United States of America. A minimum of 150,000 LF CIPP
shall have been installed in the Chicago metropolitan area.

Insituform has advanced an argument that the American Pipe Liners does not have a
performance record of over 1,500,000 LF of CIPP installed and, therefore, does not
satisfy the bid specifications and should not be awarded the contract.
lnsituform's argument is technically correct. American Pipe Liners does not have over
1,500,000 LF of CIPP installed. However, staff must acknowledge that inclusion of the
word "Contractor" in the first sentence of Section 2.1 of the bid specifications is an error.
Prior to this year, Section 2.1 read as follows:
2.1 The CIPP system used shall have a minimum proven performance record of over
1,250,000 LF CIPP installed within the geographic boundaries of the United States of
America. A minimum of 125,000 LF CIPP shall have been installed in the Chicago
metropolitan area.
Although the linear footage installed requirements have increased over the years, the
wording in this provision has remained unchanged for the last 10 years. The insertion
of the word "Contractor" in the opening sentence dramatically changes the intent of the
paragraph. It is the position of staff that the placement of this insertion was unintended
and was most likely a missed proofreading edit.
Consequently, Section 2.1 should have been published as follows:
2.1 The CIPP system used shall have a minimum proven performance record of over
1,500,000 LF CIPP installed within the geographic boundaries of the United States of
America. The Contractor shall have a minimum of 150,000 LF CIPP installed in the
Chicago metropolitan area.
Staff acknowledges that a number of ideas and proposed modifications to the CIPP bid
specifications were discussed in the wake of last year's award. In particular, there was
discussion about adding specific experience and performance requirements for
contractors. Previously, there were no performance requirements for contractors in our
bid specifications other than they be licensed agents of specified CIPP systems. Staff
believes that a realistic performance requirement for contractors is verifiable installation
of at least 150,000 LF of CIPP locally.
Staff agrees with Insituform that the complexity and scale of our CIPP projects demands
the attention of experienced and skilled installers. However, we also feel that the
establishment of such a high performance requirement (1,500,000 LF) would
unnecessarily preclude qualified bidders.
Additionally, lnsituform has also advanced a proposal to install the requisite liners
utilizing a steam-cured process at a cost lower than American Pipe Liner's bid to install

the liners utilizing the specified hot water curing method. However, staff is not yet
satisfied that the steam curing method is an acceptable substitute for the hot water
curing process specified in the bid documents and utilized exclusively throughout the
Village for over 30 years. Staff initiated a 3,000 LF experiment with steam curing last
year. However, we are not yet convinced that this process is an acceptable alternative.
It is our intent to continue to evaluate the steam cured liners for another 2-3 years in
order to gauge its efficacy over time. Consequently, staff does not recommend
accepting or considering Insituform's all steam proposal at this time.
Staff has carefully and purposefully considered Insituform's ideas and arguments. This
consideration has included a lengthy review of the matter with the Village Attorney. The
Village Attorney's recommendation on the disposition of this bid award is attached to
this document under separate cover. Staff concurs with the Village Attorneys
conclusion that the American Pipe Liners should be considered the lowest cost
responsive bidder.
Recommendation
It is my recommendation that the Village Board award a contract for the 2009 Cured In
Place Pipe (CIPP) Project to American Pipe Liners of West Chicago, Illinois for an
amount not to exceed $926,339. Sufficient funds for this proposed expenditure exist in
the current budget.

CIPP Bid
As you are aware, there appears to be some confusion and dispute with
respect to the awarding of the CIPP contract. This confusion arises out of the
stated requirement in our specifications that both the product manufacturer and
the contracting installer will have at least one and one half million (1,500,000)
linear feet of experience in installing the product. The low bidder while meeting
the manufacturer's requirement apparently does not meet the contractor's
experience requirement. Another bidder has pointed out this discrepancy and
contends that the low bidder is, therefore, not a responsive bidder.
I have discussed this matter in great detail with the Director and Deputy
Director of Public Works. I have also spent considerable time reviewing our
specifications in the request for proposal for this work. In at least four places in
the RFP, the Village has reserved its right to waive requirements, technicalities
and formalities in the various bids and to exercise this right of waiver whenever it
is in the best interest of the Village to do so. Based on my discussions with Glen
and Sean, it appears that it is in the Village's best interest to waive the
contractor's experience requirement. According to Glen and Sean, it was an
oversight on our part to allow the contractor's experience requirement to remain
in the RFP at 1,500,000 feet. It is my understanding that it was our intention that
any contractor with 150,000 feet of CIPP experience be acceptable. The low
bidder meets both of these requirements.
One of the bidders has also pointed out that that bidder's steam seal
process alternative makes their bid competitive with the low bidder. However,
our Public Works Department has not yet had sufficient experience with the
steam sealing process to agree that steam sealing is the equivalent of hot water
sealing process.

Unfortunately, we are going to be subject to criticism irrespective of the
course of action we choose. While we indeed have the option of rejecting the
low bid because it did not conform to the precise wording of the specifications, it
is clear that they are the lowest responsible bidder. Likewise, we have the option
of rejecting any and all bids and then awarding the contract by waiving the bid
process. I believe that to be unnecessarily burdensome.
The unsuccessful bidder is arguing for strict compliance with the request
for proposal. However, that same strict reading makes it clear that we have the
right to choose the bid that best serves the needs of the Village.
Based on the foregoing, it is my opinion that the Village Board has the
right to award this bid to American Pipeliner, the low bidder for this project.

SUBJECT: 2009 SIDEWALK IMPROVEMENTS

Background
This project combines two programs: the Shared Cost Sidewalk Program and the Sid Ik
Construction Program. The Shared Cost Sidewalk Program is a cooperative effort between the
residents and the Village to share in the cost of replacing sidewalk throughout the Village.
Information about the Shared Cost Program was published in the Village Newsletter, giving
residents an opportunity to have sidewalk replaced at a discounted cost. This year's cost to the
resident is $49.00 per sidewalk square, approximately half of the total cost of one square. This
program is dependent upon resident participation. The Sidewalk Construction Program includes
the installation of new sidewalk on the north side of Euclid Avenue between Burning Bush Lane
and River Road.
Bid Results
Sealed bids for the 2009 Sidewalk Improvements were publicly opened and read aloud on April 27,
2009 at 10:00 AM. A Notice to Bidders was published in a local newspaper as required and
invitations were sent to contractors familiar with this program.

Ten (10) contractors submitted bids for this project. The bids ranged from a low of $148,250.00 by
Schroeder & Schroeder, Inc. to a high of $253,039.50 by Alliance Contractors, Inc. The Engineer's
estimate for the project was $156,267.50.
Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the bid
proposal packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

2009 Sidewalk Improvements
Discussion
The low bidder, Schroeder and Schroeder, Inc., is prequalified by the Illinois Department of
Transportation for concrete construction projects. The Villages of Winnetka and Northbrook, along
with the City of Highland Park, all indicated Schroeder and Schroeder, Inc. has done quality work
in their communities in recent years. They meet the requirements of the contract documents and
their references show their workmanship to be good.
The 2009 Sidewalk Improvements combines funds available in two accounts: Shared Cost
Sidewalk account and Sidewalk Construction account. The Shared Cost Sidewalk budget amount
is $125,000.00. This year, $23,000.00 will be set aside for reimbursements to residents for the
Village's share for work completed by their own contractors replacing public sidewalk in front of
their homes ,in conjunction with driveway replacements. Therefore, the total amount available for
the Shared Cost Sidewalk Project is $102,000.00. The budget for the Sidewalk Construction
account is $60,000.00. The total budget for the 2009 Sidewalk Improvements is therefore
$162,000.00.
Since Schroeder and Schroeder's original bid was based on estimated quantities of new sidewalk
to be constructed, I recommend we increase the length of new sidewalk construction to take full
advantage of the total budgeted dollars available.
Recommendation
I therefore recommend the contract for the 2009 Sidewalk Improvements to be awarded to the low
bidder, Schroeder and Schroeder, Inc. in an amount not to exceed $162,000.00. There are
sufficient funds in the 2009 Budget to cover this proposed contract.
Please include this item on the May 5th Village Board Meeting Agenda.

The Village is seeking to have improvements made to Kensington Road. between Forest
Avenue and Rand Road. which include complete pavement reconstruction right turn
lanes at Route 12 and Route 83. widening to a 3 lane cross section. and storm sewer and
street light improvements. The project is eligible to receive federal funding. The federal
funding process requires a full Phase I engineering study which includes planning. project
development reports and preliminary design. In order to comply with the federal
funding requirements it may be necessary to include intersection design studies (lOSs) at
the signalized intersection. The estimated construction cost is $3.100.000.
According to 50 ILCS 510 Local Government Professional Services Selection Act and Title
23. Chapter 1. Subchapter I. Paragraph 112(b)(2) of the United States Code. local
governments must negotiate and enter into contracts for architectural. engineering and
land surveying services on the basis of demonstrated competence and qualifications for
the type of services required and at fair and reasonable compensation. Awarding a
contract to the lowest bidder through competitive bidding is not allowed. The act
requires local governments to rank a minimum of three firms' in order of preference and
begin negotiations with only the top ranked firm. It is customary that the ranking be
done by a selection committee.
RESULTS
In conjunction with our Kensington Road Improvement Project. we requested a
statement of qualifications from five consulting engineering firms to perform Phase 1.
Project Preliminary Engineering Services. After reviewing and evaluating the
qualifications. we established a short list of consultants to be interviewed.
We then interviewed the following firms:

Based on the interview process we ranked the three consultants and selected to negotiate
an agreement with the first ranked consultant, Gewalt Hamilton Associates, Inc. The
negotiation process produced a final scope and compensation for the required services.
DISCUSSION
All of the three top ranked consultants submitted documentation that indicated their
ability to perform the necessary services. All of the consultants also included references
to past work and qualifications of the personnel who will be evaluating the material
samples. During the interview process, we questioned the consultants and discussed:
· Similar project experience.
· The firm's capacity to perform the work and key personnel committed to the
project.
· The firm's understanding of the project needs.
· The methods the firm proposes to use in providing the required services.
· The time schedule the firm proposes to complete the necessary work.
Based on our evaluation of the statements of qualifications, interviews, and negotiations
with the first ranked consultant, Gewalt Hamilton Associates, Inc., we have determined
that they are the most preferred and can perform the necessary services within the
budget limits for the project. Gewalt Hamilton Associates most recently completed the
design of the Algonquin / Busse / Dempster Pedestrian Signal Improvement Project for
the Village in and their work has been acceptable.
RECOMMENDATION
It is my recommendation that the negotiated proposal submitted by Gewalt-Hamilton
Associates, Inc. of Vernon Hills, Illinois for Phase 1 Preliminary Engineering services be
accepted with a not to exceed amount of $156,313.00 at the May 5, 2009 Village Board
Meeting. This represents 50/0 of the estimated construction costs, which is in line with
what we would expect for the Phase 1 Engineering Services for this type of project.

Repair work within We Go Park was identified during the staffs preparation of the 2009 sew~
Line Spot Relay project. The sewer lines that traverse across We Go Park have dipped into
what is called a sag. This happens when the ground underneath the sewer settles or the
ground heaves up due to frost. This sag in the line holds wastewater rather than letting the
wastewater flow freely with gravity. Excavating the sagging sewers provide a longer lasting
repair.
Staff suspected that poor soils caused the sewer line to sag and staff obtained the services of
Baxter & Woodman Consulting Engineers to investigate the soils within We Go Park and
recommend a repair solution. The proposed work involves replacing the sewer mains that run
through the park including the replacement of the four (4) interconnecting manholes in the park
and installing the replacement sewers on helical piers and timbers to compensate for the bad
soils.
The Village is coordinating the repair with the Mount Prospect Park District. Area residents will
be notified about the upcoming repair and that a portion of the park will be closed during the
repair.
Bid Results
Prior to letting, twenty-five (25) invitational bids were distributed to area contractors experienced
in sewer construction. In addition, public notice was posted in a local newspaper as required
Sealed bids were received until 10:00 AM on Monday, April 27, 2009 at which time they were
opened and read aloud. Five (5) bids were received. The bid results are as follows:

Discussion
Staff has evaluated all bids and determined that all bids received are responsive to the request.
All bidders submitted the required bid bonds and appropriate references. The apparent low
bidder for the proposed work is LiFco Construction from East Dundee, Illinois. LiFco
Construction has worked satisfactorily for the Village in the past without incident. They have
met all the bid requirements and submitted the required bid deposit.. Area references were
contacted and all had good remarks for the company.
Staff recommends the inclusion of a contingency in the award for this proposed contract due to
the fact that the bid quantities are estimates and actual field measurements will vary. In this
instance, staff is recommending adding a 15% contingency to the contract award in the amount
of $17,562. The total recommended award would be $134,642 ($117,080 base award plus a
contingency of $17,562). Sufficient funds for this proposed contract exist in the current budget.
Recommendation
I recommend awarding a contract for the 2009 We Go Park Sewer Repair to LiFco Construction
of East Dundee, Illinois in an amount not to exceed $134,642.

Bid Results
Sealed bids for the 2009 CDBG Sidewalk Program were publicly opened and read aloud on
April 27, 2009 at 10:00 A.M. A Notice to Bidders was published in a local newspaper as
required and invitations were sent to contractors familiar with this program.
Thirteen (13) contractors submitted bids for this project. The bids ranged from a low of
$85,449.25 by B & G Services, Inc. to a high of $141,405.00 by Alliance Contractors, Inc. The
Engineer's estimate for the project was $122,725.00.
Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the
bid proposal packet. All bids were checked for accuracy. One error was found in the bid from
Landmark Contractors, Inc. which raised their total bid by $311.80. This did not change the
order of the bids. All bidders correctly signed their bids and bid bonds. Below is a summary of

Discussion
The low bidder, B & G Services, Inc., is prequalified by the Illinois Department of Transportation
for concrete construction projects. The Village of Lindenhurst, along with the City of Yorkville
indicated B & G Services, Inc. has done quality work in their communities in recent years. They
have also completed work in the Villages of Spring Grove, Gilbert, Cary, Anitoch, and South
Elgin. They meet the requirements of the contract documents and their references show their
workmanship to be good.
Since the Contractor's bid is based on estimated quantities, I recommend a 15% contingency of
$12,817.00 be added to the proposed contract. This amount would be used to cover the cost of
unanticipated construction issues and final measured installed quantities. The revised total
contract award would be $98,266.25
Recommendation
I therefore recommend the contract for the 2009 CDBG Sidewalk Program to be awarded to the
low bidder, B & G Services, Inc. in an amount not to exceed $98,266.25. There are sufficient
funds in the 2009 Budget to cover this proposed ,contract.
Please include this item on the May 5th Village Board Meeting Agenda.

In the current budget, staff requested funds to continue the combined sewer system repairs.
These repairs were identified during the combined sewer system evaluation study (CSSES)
completed in 2004. In total, almost $15 million worth of repair work has been slated.
To facilitate this work in 2009, staff has prepared three (3) separate bid packages: the sewer
repairs using cured-in-place piping (CIPP), the We Go Park Sewer repairs and the Sewer Line
Spot Relays Project. The Sewer Line Spot Relay bid package was drafted to procure the
services of a sewer excavation contractor capable of replacing structurally failed pipe and
installing or repairing manholes. This proposed work, along with the rehabilitation work
performed since 2005 has eliminated the worst combined sewer defects, the Category 5 (100%
has been lined to date) and addresses the Category 4 (57% has been lined to date) and
Category 3 defects (9% has been lined to date) identified in the CSSES. Each year the Village
also rehabilitates the separate sanitary sewer system. This work is comprised of both spot
relays and CIPP and has been included in this bid package and distinct funds are appropriated
in the budget for these improvements.
This memorandum will present the results of bids for spot relay work. Bid results for the CIPP
and the We Go Park Sewer Repair work will be presented via separate documents. The
locations of the work planned for the proposed Sewer Line Spot Relays award is outlined in
Attachment A. This year's proposed project features five (5) point repairs and nine (9) new or
replacement manholes.

during each year of the project, there has been an average of 2 to 3 additional spot relays
discovered during the CIPP process. The average cost per additional dig costs up to $10,000
and this contractor would be able to perform those spot relays identified. In this instance, staff
is recommending adding a 15% contingency to the contract award in the amount of $12,671.
The total recommended award would be $97,146 ($84,475 base award plus a contingency of
$12,671). Sufficient funds for this proposed contract exist in the current budget.

Background
In the current budget, staff requested funds for continuing the combined sewer and separate
sewer system repairs. The combined sewer repairs were identified during the combined sewer
system evaluation study (CSSES) completed in 2004. In total, almost $15 million worth of
combined sewer repair work has been slated over the next several years. The Village is in the
5th year of the project.
The CSSES was performed by consulting engineer, Baxter & Woodman of Crystal Lake, Illinois.
Due to the scale of this project, literally a multi-million dollar, multi-year effort, staff is
recommending the use of a consultant part-time to assist Village staff in the oversight of these
programs. The programs for 2009 includes approximately 17,259 lineal feet of cured-in-place-
pipe (CIPP) project, the spot relay repairs and the sewer replacement in We Go Park. The total
work slated for 2009 is estimated to cost $1,158,127.
Discussion
Baxter & Woodman prepared the initial study that provided the Village with detailed information
about the integrity of the Village's combined sewer system. Their report recommended the
formation of the rehabilitation program that is now in its 5th year. The firm is very familiar with
the Village's infrastructure rehabilitation program and is attuned to our customer oriented work
philosophies. Baxter & Woodman assisted the Village in 2008 with limited engineering
assistance for the fourth year of the CIPP and Spot Relay project. Baxter & Woodman provided
similar assistance in 2006 and 2007. All of these projects were without incident and culminated
in a satisfactory and timely completion.
The ongoing CIPP and spot relay programs continue to be as large as previous years. This
year, the We Go Park Sewer Replacement has been added and with the bid packages requiring
additional materials testing and reporting staff is recommending the continued use of consulting
engineer, Baxter & Woodman on a part-time basis to assist with these projects.
At staff's request, Baxter & Woodman has submitted a proposal to supply limited engineering
assistance that includes half-time oversight of the CIPP project, 100% construction observation

of the spot relay work, including the work in We Go Park and overall contract administration for
all of these projects. Their proposal amounts to a not to exceed total of $96,000. Engineering
services for this type of work usually range between 8-10% of the overall project costs. In this
instance, this engineering services proposal is fair at 8% of the project budget for the CIPP, the
We Go Park Sanitary Repair and the Spot Relay work.
Recommendation
I recommend that the Village Board authorize a contract with Baxter & Woodman, Consulting
Engineers of Crystal Lake, Illinois for engineering assistance with the Sewer Line Spot Relay
Repairs, the We Go Park Sewer Repair and the Sewer Rehabilitation using CIPP Process
projects in an amount not to exceed $96,000. Sufficient funds for this proposed contract exist in
the 2009 budget.

2009 MATERIAL TESTING
RECOMMENDATION TO HIRE CONSULTANT - $95.000.00
BACKGROUND
For this year's construction season, the Public Works Department requires the services of a
material testing consultant. This consultant would perform material testing services for our Street
Improvement Program and the Public Building Projects.
SUBJECT:
According to 50 ILCS 510 Local Government Professional Services Selection Act and Title 23,
Chapter 1, Subchapter I, Paragraph 112(b)(2) of the United States Code, local governments must
negotiate and enter into contracts for architectural, engineering and land surveying services on
the basis of demonstrated competence and qualifications for the type of services required and at
fair and reasonable compensation. Awarding a contract to the lowest bidder through
competitive bidding is not allowed. The act requires local governments to rank a minimum of
three firms in order of preference and begin negotiations with only the top ranked firm. It is
customary that the ranking be done by a selection committee.
RESULTS
In conjunction with our 2009 Street Improvement Program, we requested a statement of
qualifications from five material testing consultants. After reviewing and evaluating the
qualifications, we established a short list of consultants to be interviewed.
We then interviewed the following firms:
. Geo Services, Inc. of Arlington Heights, lIIinois
. Material Testing Labs Group, Inc. of Lombard, Illinois
. Professional Service Industries, Inc. (PSI) of Elgin, Illinois
Based on the interview process we ranked the three consultants and selected to negotiate an
agreement with the first ranked consultant, Professional Service Industries, Inc. (PSI). The
negotiation process produced a final scope and compensation for the required services.
DISCUSSION
All of the three top ranked consultants submitted documentation that indicated their ability to
perform the necessary services. All of the consultants also included references to past work and
qualifications of the personnel who will be evaluating the material samples. During the interview
process, we questioned the consultants and discussed:
. Knowledge of lOOT Quality Control/Quality Assurance requirements
. General approach and methods for material testing
. Specific Village requirements for material testing
. Recent experience with projects similar to ours

Based on our evaluation of the statements of qualifications. interviews. and negotiations with the
first ranked consultant. PSI. we have determined that PSI is the most preferred and can perform
the necessary services within the budget limits for the project. PSI has completed material testing
services for the Village in conjunction with previous Street Resurfacing Programs and their work
has been acceptable.
EXPANDED SERVICES
We have also requested that PSI provide material testing for the following Village Public Building
projects:
. New Fire Station 14
. EOC / Public Works Building Expansion
. Well 16 Storage Shed
The scope of the work for these three projects shall include:
. Provide compaction testing for all soils. backfill. parking lot grades. including dry density
testing.
. Provide concrete cylinder collection and concrete breaks for all pours.
. Provide mortar testing for compressive strength.
. Witness proof-rolls of parking subgrade.
. Provide recommendations for undercutting. additional testing. make other
recommendations.
. Provide e-mail reports to all project team members in a timely manner.
RECOMMENDATION
The services listed in the proposal are based on estimated jobsite work hours using averages
from previous years and prorated for the anticipated work for this year. Many factors can
influence the actual jobsite work hours for quality assurance testing - especially weather and
unanticipated soil conditions. The estimated costs per work site are: Street Improvements -
$25.000. Fire Station 14 - $40.000. and EOC / Public Works / Well 16 - $30.000. for a total
estimated cost for material testing of $95.000. Therefore. I recommend the negotiated proposal
from Professional Services Industries. Inc. be accepted at the May 5.2009 Village Board meeting
for an amount not to exceed $95.000.00.

through the Northwest Municipal Conference (NWMC). The program is no longer available
through the NWMC. We have let our own cracking sealing contract with IDOT's approval since
we will be using Motor Fuel Tax money for funding.

mailed, and a bid notice was placed in the local paper. Also because State MFT funds are
funding these services IDOT also advertised this bid in the IDOT bulletin.

DISCUSSION
The bids received were based on estimated quantities. It is my recommendation to increase the
quantities up to the budgeted dollars and take advantage of this year's prices. Quantities will be
adjusted so the total expenditure does not exceed the budgeted amount. North Suburban Asphalt
Maintenance is an IDOT approved contractor and has provided satisfactory parking lot sealing
(which includes crack sealing) for the Village in the past. This is a first time award for this
company for strictly crack sealing streets in the Village of Mount Prospect. Sufficient funding
for this proposed contract exists in the 2009 budget.
RECOMMENDATION
I recommend acceptance of the lowest bid as submitted by North Suburban Asphalt Maintenance
for an amount not to exceed $58,350.

BACKGROUND
A contract is let annually for repainting markings for crosswalks, centerlines, lane dividing lines,
parking stalls, and stop bars throughout the village. Pavement markings require repainting and
installation of glass beading every two years to maintain their reflectivity. For purposes of this
contract, the village is divided into north and south sections using Central Road as the dividing
line. These areas are serviced every other year, with the exception of the downtown area and
parking lots, which are done annually. On the state highways we are only responsible for painting
some of the crosswalks and stop bars.
BID RESULTS

pavement markings. The pavement marking work contemplated this year will be for all areas
south of Central Road, the downtown business district, parking lots, Wolf Road, and select areas

the IDOT bulletin.

The Fire Department is requesting Village Board approval to purchase three (3) additional
thermal imaging cameras for the ambulances.
Backaround
The Fire Department currently has four thermal imaging cameras in operation; one on
Tower 13 and one on each of the three engines. The department's first thermal imaging
camera was donated by Wal-Mart in 1998 and was placed on Tower 13. Since that time,
this camera has been replaced and three additional cameras were added to each the
engines. Thermal imaging cameras allow firefighters to quickly search for victims in a fire
building, check for fire extension behind a wall or in concealed spaces, assist with locating
the seat of a fire, along with many other uses.
The proposed purchase will allow each ambulance crew to have immediate access to a
thermal imaging camera on the fireground. Often times, the ambulance crew is given an
assignment to conduct search and rescue, but they do not have a thermal imaging camera
to assist them with this task. The benefit of adding a camera to each ambulance is the
increased efficiency with critical tasks on the fireground.
State Bid Pricina
Currently the four current thermal imaging cameras used by the Fire Department are Mine
Safety Appliances (MSA) brand and are available on State bid pricing through Air One
Equipment Inc., in South Elgin. Air One is on the only authorized MSA Fire Distributor in
the Chicago Metropolitan area. Air One currently provides maintenance and parts for our
existing cameras and does an excellent job.

Recommendation
Based on the above information, I recommend a contract be awarded to Air One
Equipment in South Elgin in an amount not to exceed $22,522.33. This price includes a 3-
year warranty, vehicle charging units, and a spare battery for each camera.
Budaet Authorization
Funding for the three cameras is provided in account # 5107701-670022 in the 2009
Capital Improvement Program budget. The budgeted amount is $25,000.
