ACCEPTANCE OF MINUTES OF THE COMMITTEE OF THE WHOLE OF FEBRUARY 24,2009 III. CITIZENS TO BE HEARD IV. PROPOSED PROPERTY MAINTENANCE. BUILDING. LIFE SAFETY. SIGN. AND ZONING CODE UPDATES The Community Development Department has been focused on reviewing the Village of Mount Prospect's current rules and regulations related to the development and maintenance of property within the community, Staff has performed an in-depth analysis of the Property Maintenance, Building, Life Safety, Sign, and Zoning sections of the Village Code, Staff's goals throughout this process have been to make each code as user friendly as possible, to limit the need for any local amendments to adopted international code documents, and to maintain the Village's policies in relation to the development and maintenance of property within Mount Prospect. The Village currently utilizes the 2000 editions of the International Building, Life Safety and Property Maintenance Codes with local amendments, Staff is recommending adopting the 2006 edition of these Codes that reflect more current practices, In addition staff is proposing several amendments to the Village's Sign and Zoning Codes to reflect recent policies of the Village and to address a schedule for the adoption of the new codes, Appropriate staff will be available to answer questions and facilitate discussion, V, SYSTEMATIC PROPERTY MAINTENANCE INSPECTION SUMMARY REPORT The Village initiated the Sidewalk Inspection Program in 2007, An additional inspector was hired to begin this program to systematically inspect the community for code violations visible from the public right of way (primarily sidewalk), The goal of the program is to prevent blight and address code problems in the entire community thus preserving property values, improving the appearance of the community, reducing the likelihood of extensive repairs or demolition due to deferred maintenance, and supporting the crime free prevention efforts by making the community less conducive for crime by eliminating areas with the appearance of neglect (broken window theory), Staff will provide an update on the program and share the success stories and challenges that have been addressed since the inception of the program, VI.
