AN ORDINANCE CAL~ING A SPECIAL
ELECTION IN THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS,
TO VOTE ON THE PROPOSITION OF

~BF~~the Board of Library Directors of the Village
of Mount Prosp~ct, Cook County, Illinois, has submitted to the
Village Boarrl of sald Village of Mount Prospect, a record of
the proceedings of tts Board in connection with the constructIon
of the Ltnrary bu:tlding and provic1ing furntshings and equipment
therefor and has ~ubmitten plans; and
~REAS~ it appears from said record that the said
Library Board j~ des-irouq of constructing a Library building for
the use of the in-habitants of saiCl Village and to provide neces-
sary furnishings and equipment therefor at a cost of $35,000.00
and has r~('luested said ~Ti l1age Board that bonds be issued In
the S',1m of $35,OOO.OO<~ with interest at a rate not t", exceed 4%,
payabJe over a p~riod not to exceed 20 years; and
~~A~ the President and Board of Trustees by resolu-
tion duly adopted and apu't"oved on .Tuly 19, 1949, approved the
said record of proceentn~s of the Board of Library Directors of
~he Village of Mount Prospect and have determinen that the q'les-
tion of the issuance of bonds in the sum of $35,000.00 for the
purpose of financing the cost of said i.mprovement be subm:i.tted
to the electors of said Village at a spectal elect:ton to be
called and held in said Village; and
WRE~Y~~~ it appears that there are no funds on hand to
pay for sllch construction and equipment of a Ltbrary Building
and that it w:i.ll he necessary to borrow money and issue bonds of
said Village in evtdence t'hereof, all as provided oy the laws of
the state of Illinois thereunto enabling:

NOW, THEREFORE, BE IT AND IT IS HEREBY ORDAINED BY THE
PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT,
COOK COTTNTY,t ILLINOIS, AS FOLLOWS::'
SECTION 1. That the President and Board of Trustees

hereby find, determine and declare that tt is necessary for the
best intereflts of ~a1r1 Vi.llage that there be constructed a
Library building and prov:fdlng of furnishings an"! eql1iyment
t.herefor J foT' which purpose it will rerp151'e not less than
$35,000.00 ana that it is necessary that said sum of $55,000.00
be borrowed by this Village and that bonds thereof in said pJ'"tn-
cipal sum of $35,000.00 be issued in e~ridence thereof.
SECTION 2,,!.. That for the purpose of submitting the pro-
position of issuing $05,000.00 Library Building bonds of said
V:!.llage a spec1.al Alection is hereby called to be held :tn and
for said Village of Mount Prospect on the 27th day of September,
A.D. 1949, between the hours of 6 O'Clock A.M. and 5 Of Clock
P.M.., of said day ann for the purpose of said special election,
the Village boundary lines shall constit11te the election dis-
trict for this election.
S~_Q~ION_2. That notice of said special election shall
be given by the Clerk of t:hfs Village in the manner, form and
time as !lrovtdeo hy law; that said Clerk is hereby ordered and
directed to,give notice thereof by publishing same once, not
less than fifteen (15) days nor more than thi:rty (30) days be-
fore the date of said special electton in the M01mt Prospect
Herald, a newspaper pub11 shed and 'having a gene1"al (!tr~~11ation
in thi.s Village, whjch notlce shall be in substantially t.he fol-
lowing form:
