For many years, the Illinois Department of Transportation has required municipalities, inc1u ng
Mount Prospect, to pass resolutions in lieu of surety bonds in order to perform emergency
construction work within State of Illinois rights-of-way. The resolution remains in effect for two
years. The resolution for the years 2007 and 2008 was passed on March 6, 2007
Attached is the new resolution which will cover us for the years 2009 and 2010. I would greatly
appreciate it if you could ask Lisa Angell to schedule it for passage at the April 8, 2009 Village
Board meeting. Also, please have Lisa send the signed resolution to me for mailing to IDOT.

RESOLUTION NO.
A RESOLUTION IN LIEU OF A SURETY BOND IN ORDER
TO PERFORM SPECIFIC CONSTRUCTION WORK WITHIN
STATE OF ILLINOIS RIGHTS-OF-WAY
WHEREAS, the Village of Mount Prospect, County of Cook, State of Illinois, desires to
undertake in the years of 2009 and 2010, the location, construction, operation and maintenance
of driveways and street returns, watermains, sanitary and storms sewers, street lights, traffic
signals, sidewalk, landscaping etc., on State highways (rights-of-way) within the corporate limits
of the Village of Mount Prospect, which by law and/or agreement come under the jurisdiction
and control the Department of Transportation of the State of Illinois; and
WHEREAS, an individual working permit must be obtained from the Department Transportation
of the State of Illinois prior to any of the aforesaid installations being constructed either by the
Village of Mount Prospect or by a private person of firm under contract and supervision of the
Village of Mount Prospect.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Village of Mount Prospect hereby pledges its good faith and
guarantees tha~ all work shall be performed in accordance with conditions of the permit to be
granted by the Department of Transportation of the State of Illinois, and to hold the State of
Illinois harmless on account of any damages that may occur to persons or property during the
prosecution of such work, and assume all liability for damages to persons or property due to
accidents or otherwise by reason of the work which is to be performed under the provision of
said permit.
SECTION TWO: That authorized officials of the Village of Mount Prospect are hereby instructed
and authorized to sign said working permit on behalf of the Village of Mount Prospect.
SECTION THREE: That this Resolution shall be in full force and effect from and after its
passage and approval in the manner provided by law.

Northwest Central Dispatch System received an unsolicited request in July of 2008 from the City of
Rolling Meadows to explore the possibility of joining the Agency as a full member and taking over all of its
police and fire dispatching obligations.
The System's growth policy is based on the financial contributions and operational efficiencies of the
perspective member community. The Agency Board indicated that it would consider admission of Rolling
Meadows if the following conditions were present:
1. The Agency had available "capacity" in its overall system to serve Rolling Meadows.
2. Rolling Meadows would bear all of the direct costs to make the modification to the system
necessary to serve Rolling Meadows.
3. Rolling Meadows' entry would be operationally advantageous to the Agency and its members and
Rolling Meadows would contribute their share to the invested "equity" of the Agency.
The Board of Directors authorized the Executive Director to undertake an assessment for admitting
Rolling Meadows satisfying these objectives.
The study found no adverse impact on the System for the admission of the City of Rolling Meadows.
Though there is not a significant financial benefit for Rolling Meadows' membership there are
interoperable benefits with Rolling Meadows bordering the System's service area on all sides and the fact
that the Rolling Meadows Fire Department has automatic response agreements with Arlington Heights
and Palatine. This will eliminate the extra steps the Center's Telecommunicators currently have to take to
notify Rolling Meadows that they are due to respond ultimately increasing their efficiency.
Staff recommended that Rolling Meadows be admitted for membership. The Executive Committee
supported staffs recommendation.
The Rolling Meadows City Council passed the requisite membership resolutions on March 10, 2009.

RESOLUTION NO.
A RESOLUTION APPROVING
AN ADDENDUM OF NEW MEMBERSHIP IN
THE NORTHWEST CENTRAL 9-1-1 SYSTEM
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect previously
authorized entry by said Village into an Agreement to provide for and maintain a joint Enhanced
9-1-1 System known as Northwest Central 9-1-1 System, referred to as "the 9-1-1 System"; and
WHEREAS, the City of Rolling Meadows has made application for membership in the 9-1-1
System; and
WHEREAS, the 9-1-1 System Board of Directors has unanimously recommended approval of the
request for membership made by Rolling Meadows; and
WHEREAS, it is believed, the inclusion of an additional community in the 9-1-1 System will prove
beneficial to both the 9-1-1 System and the Village of Mount Prospect; and
WHEREAS, the new member has agreed to:
1. provide funds for its proportionate share of the cost of operation of the 9-1-1
System; and
2. provide all necessary funds required to add or modify hardware and/or software
in order to accommodate the operational needs of the new member and to pay a
proportionate share of normal 9-1-1 operational expenses; and
3. pay a proportionate share of debts and liabilities which may be incurred after the
effective date of membership; and
WHEREAS, the addition of new members to the 9-1-1 System requires approval of an Addendum
of New Membership.
NOW THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of
Mount Prospect, pursuant to Article VII, Section 10 of the 1970 Constitution of the State of Illinois;
the Emergency Telephone System Act, 50 through ILCS 750/0.01 et seq.; and the
Intergovernmental Cooperation Act, 5 ILCS 220/1 through 5 ILCS 220/9:
SECTION ONE: That the Village Board of Trustees authorizes the Village of Mount Prospect to

ADDENDUM OF NEW MEMBERSHIP
WHEREAS, the Villages of Arlington Heights, Buffalo Grove, Elk Grove Village
and Mount Prospect have previously formed a joint venture to install, operate and
maintain an Enhanced 9-1-1 Emergency Telephone System, known as
Northwest Central 9-1-1 System (the 9-1-1 System), pursuant to authority
granted under terms of Article VII, Section 10 of the 1970 Constitution of the
State of Illinois; the Emergency Telephone System Act, 50 ILCS 750/0.01 et
seq.; and the Intergovernmental Cooperation Act, 5 ILCS 220/1 through 51LCS
220/9; and
WHEREAS, the City of Prospect Heights and the Villages of Hoffman Estates,
Inverness, Palatine, Schaumburg and Streamwood have subsequently joined the
9-1-1 System; and
WHEREAS, it is believed that the inclusion of an additional community in the
9-1-1 System will prove beneficial to both the 9-1-1 System and the Village; and
WHEREAS, the new member has agreed to:
1. provide funds for its proportionate share of the cost of operation of
the 9-1-1 System; and
2. provide all necessary funds required to add or modify hardware
and/or software in order to accommodate the operational needs of
the new member, and to pay a proportionate share of normal
9-1-1 operational expenses; and
3. pay a proportionate share of debts and liabilities which may be
incurred after the effective date of membership; and
IT IS THEREFORE AGREED by the Village of Mount Prospect to accept the City
of Rolling Meadows as a full participating member of the Northwest Central
9-1-1 System, effective upon the approval of all current members and according
to terms of the attached Memorandum of Agreement marked Exhibit "A."

A RESOLUTION AUTHORIZING ENTRY INTO
AN AMENDED AGREEMENT FOR
NORTHWEST CENTRAL DISPATCH SYSTEM
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect previously
authorized entry of said Village into an Agreement to provide for and maintain a Central
Emergency Dispatch operation known as Northwest Central Dispatch System, hereinafter
referred to as "NWCDS"; and
WHEREAS, NWCDS has proven successful in providing emergency communications services to
the Village of Mount Prospect police and fire departments; and
WHEREAS, the City of Rolling Meadows has made application for membership in NWCDS; and
WHEREAS, the NWCDS Board of Directors has unanimously recommended approval of the
membership request of Rolling Meadows; and
WHEREAS, it is believed, the inclusion of an additional community in the System will prove
beneficial to both the System and the Village of Mount Prospect; and
WHEREAS, the addition of new members to NWCDS requires approval of an amended Venture
Agreement.
NOW THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of
Mount Prospect, pursuant to Article VII, Section 10 of the 1970 Constitution of the State of Illinois
and the Intergovernmental Cooperation Act, 5 ILCS 220/1 through 5 ILCS 220/9:

NORTHWEST CENTRAL DISPATCH SYSTEM VENTURE AGREEMENT
THIS AGREEMENT, entered into on the effective date hereinafter set forth, by
and between the local governments signatory hereto (and also those which may
hereafter become signatory hereto):
WIT N E SSE T H:
WHEREAS, a Central Dispatching System has existed in Northwestern Cook
County and in parts of DuPage, Kane and Lake Counties since 1972; and
WHEREAS, such System has been demonstrated to be of great value to its
constituent municipalities, the signatories hereto; and
WHEREAS, the addition of another municipality to the System will provide for
more efficient and economical dispatching of life and property saving services;
and
WHEREAS, the cost of providing and maintaining a central dispatChing system is
probably excessive for anyone of such signatories; and
WHEREAS, a centralized police, fire and other emergency dispatching system
can adequately serve the needs of all of such signatories; and
WHEREAS, Article VII, Section 10 of the 1970 Constitution of the State of Illinois
and the Intergovernmental Cooperation Act, 51LCS 220/1 through 220/9,
authorize joint exercise be two or more local governments of any power common
to them; and
WHEREAS, it is the desire of the signatories hereto to jointly provide for and
maintain a central dispatching system for their mutual advantage and concern.
NOW, THEREFORE, for and in consideration of the premises, the mutual
advantages to be derived therefrom and in consideration of the mutual covenants
herein contained, it is agreed by and between the parties hereto as follows:
1. Venture Established. Pursuant to the joint powers authorization of the
Illinois Constitution and the Intergovernmental Cooperation Act, 5 ILCS 220/1
through 5 ILCS 220/9, the undersigned do hereby federate together in a
cooperative venture for the joint and mutual operation of a centralized
communications system, to be know as "Northwest Central Dispatch System"
(hereinafter designated as NWCDS) which shall consist of all of the local
governments which may hereafter become signatory hereto.
2. Bv-Laws. NWCDS shall be subject to and shall be governed by certain
By-Laws, a copy of which is attached hereto as Exhibit "A" and by this reference

made a part of this Agreement, together with any amendments, which may be
made to said By-Laws in the manner and means therein set forth.
3. NWCDS Participation. Each participating local government of the Central
Dispatching System (and each local government which may hereafter sign after
approval as required by the By-Laws, provided such local governments are
eligible to participate pursuant to said By-Laws) is a member of NWCDS and is
entitled to the rights and privileges and subject to the obligations of membership,
all as provided in said By-Laws.
4. Termination. Any party to this agreement may cease to be a party hereto
and may withdraw from participation in NWCDS in the manner and means set
forth in said By-Laws.
5. Powers of the Svstem. NWCDS shall have the power in its own name to
make and enter into contracts, to employ agents and employees, to acquire, hold
and dispose of property, real and personal, and to incur debts, liabilities or
obligations necessary for the accomplishment of its purposes, but no such
contract, employment, purchase, debt, liability or obligation shall be binding upon
or obligate any member except as authorized by the attached By-Laws. NWCDS
shall not have the power to eminent domain or the power to levy taxes.

6. Amendments. This Agreement may not be amended, except by written
agreement and resolution of all the then parties to it. However, the By-Laws
attached hereto as Exhibit "A" may be amended from time to time by the method
and means provided herein, provided such amendments do not conflict with the
terms set forth in this Agreement exclusive of said Exhibit "A".
7. Duration. This Agreement and NWCDS shall continue in effect until
rescinded by unanimous consent of the then parties or until terminated in the
manner provided in said By-Laws. Upon such termination, the assets remaining
shall be disposed of in the manner set forth in the said By-Laws.
8. Enforcement. Each member shall have the right to enforce this
Agreement against any other member. If suit is necessary therefore, a defaulting
member shall pay reasonable attorney's fees to NWCDS as adjudicated by the
Court.
9. Authorization. Prior to execution of this Agreement, each member shall
deliver to the other a certified copy of a suitable ordinance or resolution
authorizing and directing the execution of this Agreement.
10. Effective Date. This Agreement shall become effective when signed by all
of the respective representatives of the Village of Arlington Heights, Village of
Buffalo Grove, Village of Elk Grove Village, Village of Hoffman Estates, Village of

Inverness, Village of Mount Prospect, Village of Palatine, City of Prospect
Heights, City of Rolling Meadows, Village of Schaumburg and Village of
Streamwood.
IN WITNESS WHEREOF, the undersigned local governments have set their
signatures on the respective dates set forth below. This document may be
signed in duplicate originals.

Re: An Ordinance Amending Chapter m Of The Village Code, Regarding Appeal Procedur
Hearings
Article 4 of Chapter 10. licenses and Permits, of the Village Code provides a process for the Village Manager to determine if
a permit or license should be revoked, suspended or denied. Section 10.403 of that Article provides a process for
appealing that decision. which must be presented by the licensee or applicant to the Village Board. In order to expedite and
yet afford a meaningful appeal. we suggest that the appeal before the Village Board be limited to the certified official
record of the hearing that was held by the Village Manager. A similar process is found in Section 13.3D1(E)(8)(b) of Chapter
13, Alcoholic liquors, which provides that the Illinois liquor Commission's review of the Local liquor Control
Commissioner's decisions are based upon the certified official record of the hearing before the Commissioner.

AN ORDINANCE AMENDING CHAPTER 10 OF THE VILLAGE CODE OF THE
VILLAGE OF MOUNT PROSPECT, ILLINOIS, REGARDING APPEAL
PROCEDURES FOR LICENSE HEARINGS
BE IT ORDAINED by the President and Board of Trustees of the Village of Mount
Prospect, Cook County, Illinois, pursuant to its home rule powers, as follows:
SECTION 1: Subsection B of Section 100403, "APPEAL PROCEDURE", of Article IV, of
Chapter 10 of the Mount Prospect Village Code shall be deleted in its entirety and the following
two subsections inserted to be and read as follows:
B. The village manager shall file with the president and board of trustees the certified official
record of the proceedings subject to appeal.
C. The president and board of trustees of the village shall set a time and place for a hearing on
such appeal and notice of such hearing shall be personally served upon or mailed, postage
prepaid, to the appellant at his/her last known address. The only evidence which shall be
considered in the review by the president and board of trustees shall be the evidence found in the
certified official record of the proceedings before the village manager.
The remaining subsections shall be relettered accordingly.
SECTION 2: This Ordinance shall be in full force and effect from and after its passage,
approval and publication in pamphlet form in the manner provided by law.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTERS 8,13,18 and 23
OF THE VILLAGE CODE OF MOUNT PROSPECT. ILLINOIS
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE
EXERCISE OF THEIR HOME RULE POWERS:
SECTION 1: Section 8.901, entitled "Definitions," of Chapter 8, entitled "Food
and Beverage Tax," shall be amended by deleting definitions "Alcoholic Liquor" and
"Alcoholic Liquor Facility" in their entirety and the following definitions inserted to be
and read as follows:
ALCOHOLIC LIQUOR: Alcoholic beverage or liquor as defined in Chapter 13 of
this code.
ALCOHOLIC LIQUOR FACILITY: Any establishment licensed under the
provisions of Chapter 13 of this code.
SECTION 2: Subsection 13.204.1.D.2.b.iv, entitled "Promotion Permit" of
Chapter 13, entitled "Alcoholic Liquors" shall be deleted in its entirety and reinserted in
its entirety as a new subsection 13.204.1.D.2.a.v to be and read as follows:
v. Promotion Permit. A permit allowing a retail establishment to serve
alcoholic beverages at a promotional event. Regulations Specific to a Temporary
Promotion Permit.
(a) The promotion may be held at only one location within the Village.
(b) Each day of the promotion shall require a permit.
(c) Permits shall not be issued for more than three (3) consecutive days.
(d) All alcoholic beverage service and consumption must take place within
the area specified in the Permit.
(e) There may be no charge of any kind for the alcoholic beverage.
(f) No more than two such promotions at a particular premises shall be
eligible for such a permit in anyone year period.
SECTION 3: Subsection 13.204.1.D.2.b.i., entitled "Permits Requiring an
Existing Mount Prospect License," shall be deleted in its entirety and the following
subsection inserted to be and read as follows:

i. Mount Prospect Caterer's Permit: A permit for the service of alcoholic
beverages, at an otherwise unlicensed premises, by a Mount Prospect Class F or Class
S-3 Licensee. Regulations specific to a Mount Prospect Caterer's Permit:
(a) The caterer may serve alcoholic beverages only at events to which
specific persons (not the general public) have been previously invited or at a Village
sponsored event.
(b) A Mount Prospect Caterer's Permit may be purchased on an annual or
daily basis.
(c) The permit shall be subject to such other conditions as may be
established by the Commissioner.
SECTION 4: Paragraph B. of Section 18.502 entitled "Transportation of
Alcoholic Liquor; Penalty" of Chapter 18, entitled "Traffic," shall be deleted in its entirety
and a new Paragraph B inserted to be and read as follows:
B. Except as provided in Section 13.410 of this code, no driver may carry any
alcoholic liquor within the passenger area of any motor vehicle within the Village except
in the original container and with the seal unbroken.
SECTION 5: Paragraph F of Section 18.1813 entitled "Vehicle Seizure and
Impoundment" of Chapter 18 entitled "Traffic," shall be deleted in its entirety and a new
paragraph F inserted to be and read as follows:
F. This section shall not replace or otherwise abrogate any existing state or
federal laws or local ordinances pertaining to vehicle seizure and
impoundment including, but not limited to, those set forth in section 13.504.
SECTION 6: The first sentence of the first paragraph of Section 23.602, entitled
"Enhanced Penalties for Violating School or Park Safe Zones," of Chapter 23, entitled
"Offenses and Miscellaneous Regulations," shall be deleted and the following new first
sentence inserted to be and read as follows:
Any person who violates, within two hundred feet (200') of any public, private or
parochial school or any public park, including any private property designated and used
as a public park (safe zones), Chapter 13, Article V, entitled "Regulations with Respect
to Underage Persons,"; section 23.109, "Firearms or Facsimile Weapons," of this
chapter; section 23.603, "Possession and Purchase by Minors Prohibited," section
23.604, " Curfew," section 23.606, "Possession "Firearms Regulation with Respect to
Schools and Minors," section 23.607, "Vandalism," section 23.608, "Loitering for the
Purpose of Causing Street Gang Activity or Recruitment is Prohibited," section 23.609,
"Loitering for the Purpose of Illegally Using , Possessing or Selling or Buying Cannabis
or Controlled Substances is Prohibited," and section 23.612, "Maintaining Public
Nuisances," of this article; or any portion of the Illinois substances abuse act, Illinois
cannabis control act or the Illinois criminal code shall in addition to any other penalties
be required to perform not less than fifty (50) hours of community service, and if not a

student at the school the person shall be prohibited from entering the school for a period
of two (2) years.
SECTION 7: Section 23.613, entitled "Regulations Governing Use of Alcoholic
Beverages by and Delivery to Underage Persons," of Chapter 23, entitled "Offenses and
Miscellaneous Regulations," shall be deleted in its entirety and the following Section
23.613 inserted to be and read as follows:
The regulations governing the use of alcoholic beverages by and delivery to
underage persons as set forth in Chapter 13, Article V of this code are incorporated by
reference into this article as though fully set forth.
SECTION 8: Paragraph H of Section 23.1403 entitled "Nuisance" of Chapter 23

SUBJECT: RESERVATION OF PRIVATE ACTIVITY BOND VOLUME C
PURPOSE:
To present for Village Board consideration an ordinance that would reserve the
Village's 2009 private activity bond volume cap.
BACKGROUND:
The Internal Revenue Code allows state and local governments to issue tax-exempt
debt for the benefit of certain qualified private development projects. These projects
include the acquisition or construction of industrial facilities and apartments for low
and moderate-income families. The amount of such private activity debt issued in
2009 cannot exceed the equivalent of $90 per resident. The Village's private activity
bond volume cap is currently $4,833,990 (based on -a population of 53,711 as
estimated by the U.S. Census Bureau at 12/29/08).
DISCUSSION:
According to the regulations, any volume cap not reserved or committed by a
municipality by April 30th is automatically transferred to the State of Illinois. If a
community does not have any specific projects that would qualify for the tax exempt
financing, it can cede, or transfer, the volume cap to another community.
Over the past several years, it has become common for municipalities to transfer
their unused volume cap to other municipalities in exchange for a fee. The fee is
actually paid by the ultimate beneficiary of the tax-exempt financing. The amount of
the fee paid depends upon the economy and the current interest rate environment.
The Village has in the past received between 1-2% for the sale of its volume cap.
Most recently, the Village sold $1,000,000 worth of 2006 volume cap at 1 %, or
$10,000. The balance of the 2006 volume cap was transferred to benefit the
"Assist" first-time homebuyer program administered through the City of Aurora.
2008 volume cap was also transferred to benefit the "Assist" program.

The Village has a total of $4,833,990 of private activity bond volume cap it must
reserve by April 30th or it will be transferred to the State of Illinois. The Village can
choose to hold onto the volume cap atter it is reserved until a project is identified. It
may also be able to carry over the cap for up to three years depending on the type
of project being considered. There are currently no projects at this time placing a
request on the Village's volume cap.
RECOMMENDATION:
It is recommended the Village Board adopt the attached ordinance reserving the
Village's private activity bond volume cap for 2009.

WHEREAS, the Village of Mount Prospect, Cook County, Illinois (the "Municipality"), is
a municipality and a home rule unit of government under Section 6 of Article VII of the 1970
Constitution of the State of Illinois; and
WHEREAS, Section 146 of the Internal Revenue Code of 1986, as amended (the "Code "),
provides that the Municipality has volume cap equal to $90.00 per resident of the Municipality in
each calendar year, which volume cap may be reserved and allocated to certain tax-exempt
private activity bonds; and
WHEREAS, the Illinois Private Activity Bond Allocation Act, 30 Illinois Compiled
Statutes 1998, 345/1 et seq., as supplemented and amended (the "Act "), provides that a home
rule unit of government may transfer its allocation of volume cap to any other home rule unit of
government, the State of Illinois or any agency thereof or any non-home rule unit of government;
and
WHEREAS, it is now deemed necessary and desirable by the Municipality to reserve all of
its volume cap allocation for calendar year 2009 to be applied toward the issuance of private
activity bonds (the "Bonds "), as provided in this Ordinance, or to be transferred, as permitted by
this Ordinance;
NOw, THEREFORE, Be It Ordained by the President and the Board of Trustees of the
Village of Mount Prospect, Cook County, Illinois, as follows:
SECTION 1. That, pursuant to Section 146 of the Code and the Act, the entire volume
cap of the Municipality for calendar year 2009 is hereby reserved by the Municipality, which
shall issue the Bonds using such volume cap, or shall use or transfer such volume cap, without
any further action required on the part of the Municipality, and the adoption of this Ordinance
shall be deemed to be an allocation of such volume cap to the issuance of the Bonds or such
other bonds; provided, that any such transfer shall be evidenced by a written instrument executed
by the Mayor or any other proper officer or employee of the Municipality.
SECTION 2. That the Municipality shall maintain a written record of this Ordinance in its
records during the term that the Bonds or any other such bonds to which such volume cap is
allocated remain outstanding.
SECTION 3. That the President, the Village Clerk and all other proper officers, officials,
agents and employees of the Municipality are hereby authorized, empowered and directed to do
all such acts and things and to execute all such documents and certificates as may be necessary to
further the purposes and intent of this Ordinance.
SECTION 4. That the provisions of this Ordinance are hereby declared to be separable,
and if any section, phrase or provision of this Ordinance shall for any reason be declared to be
invalid, such declaration shall not affect the remainder of the sections, phrases and provisions of
this Ordinance.
SECTION 5. That all ordinances, resolutions or orders, or parts thereof, in conflict
herewith are, to the extent of such conflict, hereby superseded; and that this Ordinance shall be in
full force and effect upon its adoption and approval.

PURPOSE:
Present a recommendation that the annual budget be amended for fiscal
January 1, 2009 and ending December 31, 2009.
BACKGROUND:
Ordinance 5721, adopted December 16, 2008, established the annual budget for the year
ending December 31, 2009.
DISCUSSION:
In order to better manage the annual budget, the Village has taken to preparing budget
amendments in early Spring and late Fall to account for material variations in revenue and
expenditure line items. Many times this is as a result of fluctuations in the economy
affecting revenues (either positively or negatively), extraordinary or unanticipated charges
for expenditures or the timing of projects causing work to occur over different fiscal periods.
A proposed ordinance amending the 2009 Annual Budget is attached for the Board's
consideration. In total, we are decreasing our revenue projections by $195,000 and
increasing the budget for expenditures by $3,031,914.
Amendments to revenues were made to Prior Year Property Taxes in the General, Refuse
Disposal and Series 2001 and 2003 Bond Funds. Revenue in these four funds is being
reduced by $245,000. The economic slowdown has resulted in an increase in the number
of property tax appeals being filed with the County. As a result, prior year tax revenue has
been offset by refunds given to property owners. A portion of the reduction in property
taxes, $50,000, is offset by an equal amount of expenses in the General Fund as they
represent contributions to the Police and Fire Pension Funds. Contributions to the pension
funds are based on the amount of property taxes received for that purpose. The Village
continues to receive a high level of current year property taxes (97.5%).
There are a number of significant expenditure amendments related to capital projects for
infrastructure improvements and vehicles and equipment. Infrastructure projects utilizing
carryover funds include $477,500 for Water Main Replacement, $334,300 for Water Storage
Tank Renovations and $170,000 for Parking Lot Improvements. A carryover for the
purchase of an emergency generator totaling $225,000 and replacement Public Works and
Fire Department vehicles totaling $516,600 account for the other three significant
expenditure amendments. The balance of the amendments to expenditures is either
carryovers from the prior year or adjustments to the current year's budget amount.

WHEREAS, pursuant to the aforesaid Ordinance and the Statutes of the State of Illinois an annual budget for the
fiscal year commencing January 1,2009 and ending December 31, 2009 was adopted through the passage of
Ordinance No. 5721 approved by the Corporate Authorities of the Village of Mount Prospect on December 16,
2008; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have further reviewed certain
additions and changes to the aforesaid budget for the fiscal year beginning January 1,2009 and ending December
31,2009; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect believe the changes, as
specified on the attached January 1,2009 through December 31,2009 Budget Amendment Number One to be in
the best interest of the Village of Mount Prospect; and
WHEREAS, the Village has now revised the revenue projections or has reserves in each of the Funds in which the
budget is being increased adequate in amount to cover the budget changes reflected in Budget Amendment
Number One, attached hereto.
NOW THEREFORE BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR
HOME RULE POWERS:
SECTION ONE: That the fiscal year budget for January 1, 2009 through December 31, 2009 for the Village of
Mount Prospect is hereby amended, as detailed on Budget Amendment No.1 attached hereto.

WITH PMA FINANCIAL NETWORK AND PMA SECURITIES
PURPOSE:
To present for the Boards consideration a resolution establishing Brokerage an
Institutional accounts with PMA Financial Network.
BACKGROUND:
On March 11, 2009, the Village closed on the Series 2009 General Obligation bonds.
Proceeds from the bond issue were placed in the Village's Illinois Funds money market
account to begin earning interest. It is now desirable to invest the proceeds in higher
yielding certificates of deposit and short-term depository accounts through our financial
advisor, PMA Financial Network. The current Illinois Funds interest rate is 0.35%. By
moving the funds to certificates of deposits and another short-term liquid investment
account, the time and dollar weighted yield is approximately 1.25%.
DISCUSSION:
In order to begin utilizing PMA to provide investment services through Harris Bank, a
resolution permitting PMA to act on behalf of the Village will need to be approved by the
Village Board. The resolution must also include the Institutional and Brokerage Account
applications required to establish the accounts. Through this arrangement Harris Bank will
provide wire transfer, safekeeping, collateral and other investment services to assist PMA
in the investment efforts. PMA would be responsible for placing funds into the various
investments using staggered maturities to coincide with the payout schedule of the
construction projects. The resolution will also acknowledge Deputy Finance Director Lynn
Jarog and Finance Director, David Erb as authorized officials with authority to manage
investments on behalf of the Village.
Section 7.0 of the Village's Investment Policy requires that all investment advisors,
brokers/dealers and financial institutions be authorized by the Village Board to provide

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE ESTABLISHMENT OF A BROKERAGE AND
INSTITUTIONAL ACCOUNT WITH PMA FINANCIAL NETWORK, INC. AND PMA
SECURITIES, INC.
WHEREAS, the Village of Mount Prospect will have from time to time the need to invest
surplus funds not immediately needed for operations; and
WHEREAS, it has been determined by the Village President and Board of Trustees to be in the
best interest of the Village to permit its Treasurer to make use of investments which are legal
under applicable State statutes and permitted under its own Investment Policy; and
WHEREAS, a list of such investments is included in the Village's Investment Policy; and
WHEREAS, the President and Board of Trustees deems it to be in the best economic and
administrative interest of the Village. for its Treasurer to make use of PMA Financial Networks,
Inc. and PMA Securities, Inc. in securing such investments.
NOW THEREFORE BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT COOK COUNTY ILLINOIS:
SECTION ONE: That the Treasurer shall make use of investments legal under the applicable
State statutes and permitted under its own Investment Policy and such Policy be placed in the
minutes of the meeting at which this Resolution was adopted; and that when needed, notice of
the modifications made to the Policy from time to time be provided by the Treasurer; and
SECTION TWO: That monies of this unit of local government may be invested at the discretion
of its Treasurer or those acting on behalf of the Treasurer through the intermediary (PMA
Securities, Inc. and PMA Financial Network, Inc.); and
SECTION THREE: That the Treasurer may acquire guarantees for prompt return of invested
and deposited monies; and
SECTION FOUR: That attached to this resolution and placed in the minutes of this meeting are
the "Institutional Brokerage Account Agreement" and the "Institutional Account Application" as
issued by PMA Securities, Inc. and PMA Financial Network, Inc., and
SECTION FIVE: That the unit of government may open a depository account and enter into
wire transfer agreements, third party surety agreements, safekeeping agreements, collateral
agreements and lockbox agreements with Harris N.A. and other Village authorized institutions
participating in PMA programs for the purpose of transaction clearing and safekeeping or the
purchase of insured certificates of deposit through PMA's Insured CD Program, and PMA
Financial Network, Inc. and/or PMA Securities, Inc. are authorized to act on behalf of this entity
as its agent with respect to such accounts and agreements; and
SECTION SIX: That the Treasurer or those acting on behalf of the Treasurer may execute
documents, financial planning contracts, financial advisory contracts and other applicable
agreements, as necessary, with PMA Financial Network, Inc., PMA Securities, Inc. The
following individuals, or their successors, currently holding the office or position are designated
as "Authorized Officials" with full power and authority to effectuate the investment and
withdrawal of monies, contracts and agreements on behalf of this unit of local government
