HomeMy WebLinkAboutOrd 340 02/13/1951 FMO*AGH 1&5c 2/13/51 ORDINANCE NO. ~ AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE VOTERS OF THE VILLAGE OF MOUNT PROSPECT~ COOK COUNTY, ILLINOIS, THE QUESTION OF ISSUING $22,000.00 FIRE IM- PROVEMENT BONDS AT THE REGULAR MUNICIPAL ELECTION TO BE HELD IN AND FOR SAID VILLAGE ON THE 17th DAY OF APRIL, 1951. * * * * * * WHEREAS, it is deemed advisable and necessary and for the best interests of the Village of Mount Prospect, Cook County~ Illinois, that there be acquired tire fighting equipment, in- cluding a fire truck and all needful accessories; and WHEREAS, this Village has heretofore estimated the cost of the acquisition of said improvements and does hereby estimate that it will cost not less than $22,000.00; and WHEREAS, funds are not available tor the purpose of ac- quiring said improvements as hereinabove desoribed and it will therefore be necessary to borrow money and in evidence thereof issue bonds of said Village; and, before bonds can be issued, the question of issuing said bonds must be submitted to the electors of said Village and approved by a majority of the elec- :tors voting on said question at the next succeeding general I state or municipal election or at any special election called for that purpose. NOW~ THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Mount Prospect, Cook County, Illinois, as follows: I I SECTION 1. That it is hereby determined to be in the best interests of public safety that there be acquired a fire truck and all needful fire fighting accessories for said Village as hereinabove described in the preamble of this ordinance, and for that purpose it \'li11 be necessary that this Village borrow -2- money and in evidence thereof issue the bonds of said Village. SECTION 2. That there be borrowed by, for and on be- half of said Village the sum of $22,000.00 for the purpose of paying the cost of acquiring said fire fighting equipment in and for said Village, as described in the preamble hereof, and to evidence said loan negotiable bonds of said Village be issued and that said bonds be designated Fire Equipment Bonds, be numbered I to 22 inclusive, be of the denomination of $1,000.00 each and mature serially on January 1 in each of the years and in amounts as follows: $2,000.00 due 1953 thru 1960 inclusive and $3,000.00 due 1961 thru 1962 inclusive, and bear interest from date at the rate of two per cent (2%) per annum, payable on January 1, 1953 and semi-annually thereafter on the first days of January and July in each year until paid. SECTION 3. That the question of issuing said $22,000.00 Fire Equipment Bonds as hereinabove described in Section 2 hereof, be submitted on a separate ballot to the legal voters of said Village at the regular Municipal election which is to be held in and for said Village on the 17th day of April, 1951, between the hours of 6 O'clock A.M. and 5 O'clock P.M. of said day. SECTION 4. That the existing election districts hereto- fore established shall constitute the boundaries for this elec- tion and the polling places heretofore established shall be the polling places at said election. SECTION 5. That the Village Clerk be and is hereby or- dered and directed to cause notice of said proposition at said general election to be given by publishing notice thereof once in the Mount Prospect Herald, the same being a newspaper pub- lished and having a general circulation within said Village; the date of such publication shall be not more than 30 days, nor less -3- than 15 days prior to the date set for said election. SECTION 6. ,That at said general election the Judges and Clerks heretofore appointed and designated to conduct the general election of officials on April 17th, 1~5l, shall also act as Judges and Clerks on the question submitted in this Ordi- nance. SECTION 7. That the separate ballot to be used at said general election shall be substantially in the following form: (Form of Ballot) OFFICIAL BALLOT (Instruction to voters: Place a cross (x) in the square opposite the word indicat- ing the way you desire to vote.) Shall bonds in the amount of $22,000.00 : be issued by the Village of Mount Prospect, Cook County, Illino:ts, for the purpose of acquiring fire fighting equipment in said Village, maturing on January 1 of each of the years and in amounts as follows: $2,000.00 due 1953 : thru 1960 inclusive, $3,000.00 due 1961 : thru 1962 inclusive, and bearing 1nter- : est at the rate of not to exceed two per cent (~) per annum? . . . . . . . . . . : YES . . . . . . . . . . . . . . . . . . . . . . . . . . NO . . . . . . . . . . . . . . . . . . . . On the back of the ballot shall appear the following: (OFFICIAL BALLOT) Official ballot to vote on the question of issuing $22,000.00 Fire Equipment Bonds of the Village of Mount Prospect, Cook county, Illinois, at the regular Municipal election held in and for said Village on the 17th day of April, 1951. That the Village Clerk is hereby ordered to cause a sample of the ballot to be published once in the Mount -4- !rospect Hera1d~ the same being a newspaper published and hav- ing a general circulation in said Vi11age~ not less than five (5) days prior to the date said for said election and to procure and prepare all necessary election material for holding and conducting said election. SECTION 9. That this Ordinance shall become effective immediately upon its passage and approval, according to law. PASSED: this 13th day of February, 1951. APPROVED: this 13th day of February, 1951.
