JANONIS 0' ~e, D~13\a FROM: PROJECT ENGINEER DATE: FEBRUARY 27,2009 SUBJECT: 2009 STREET RESURFACING CONTRACT AWARD - $2,750,000.00 Background This year's project represents the thirteenth year ofthe thirteen year extended street improvement program and includes the resurfacing of approximately 6.5 miles of Village streets. Again this year we also combined both the MFT funded program and the Village Street Improvement funded program into one project in order to secure an early and more favorable bid. Bids Results A notice to bidders was published in a local newspaper. Since this project uses MFT funds it was also published in the IDOT construction bulletin. On February 23rd, at 10:00 A.M. sealed bids for the 2009 Street Resurfacing Program were publicly opened and read aloud. Ten general contractors picked up the bid documents and four contractors submitted bids. The bids ranged from a low of $2,668,896.20 by A Lamp Concrete Contractors, Inc. to a high of $3,148,741.00 by Brothers Asphalt Paving, Inc. The Engineer's estimate for the project is $3,285,125.00. Total Bid $2,668,896.20 $2,811,426.63 $3,145,568.50 $3,148,741.00 Engineer's Estimate $3,285,125.00 PAGE 2 2009 STREET RESURFACING CONTRACT AWARD FEBRUARY 27, 2009 Discussion All bidders submitted mOT Local Agency Bid Bonds in the amount of 5% of their total bids as required by the Bid Documents. All bids were checked for accuracy. All bidders correctly signed their bids and bid bonds. The low bidder A Lamp Concrete Contractors, Inc. has . previously worked as a concrete and underground sub-contractor for the 2005., 2006 and 2007 Street Resurfacing Programs and their work was acceptable. A Lamp Concrete Contractors, Inc. has also worked for the Public Works Department under the 2007 and 2008 Samtary Sewer Spot Repair Programs. The Village budget limit for this project is $3,251,000.00. However, due to a reduction in projected funds from Motor Fuel Tax (MFT) and the Home Rule Sales Tax, we are reducing the budget amounts. MFT will be reduced from $1,260,000.00 to $950,000.00 and the Street Improvement amount will be reduced from $1,991,000.00 to $1,800,000.00. This changes the 2009 budget limit to $2,750,000.00. The low bid of $2,668,896.20 is less than the revised amount budgeted. Since A Lamp's bid is based on estimated quantities which may need to be adjusted during construction, I am requesting that A Lamp's bid award be increased to the revised budget amount of $2,750,000.00. Recommendation I recommend that the low bidder, A Lamp Concrete Contractors, Inc. be awarded the contract for the 2009 Street Resurfacing Program in the amount not to exceed $2,750,000.00. There are sufficient funds in the 2009 Budget to .cover this proposed contract. d~e~~~ I concur with the above recommendation.
