A RESOLUTION SUPPORTING MUNICIPAL OVERSIGHT OF
TELECOMMUNICATION PROVIDERS
WHEREAS, the Village of Mount Prospect is a corporate organization within the State
of Illinois and Cook County;
WHEREAS, the Village of Mount Prospect now regulates the rights-of-way to promote
the public welfare;
WHEREAS, telecommunication providers have traditionally recognized the need for
municipalities to regulate the rights-of-way;
WHEREAS, changes in telecommunications policy and technology may affect the
ability of the Village of Mount Prospect to regulate current and future
telecommunication providers;
WHEREAS, policy and technology changes may require the Village of Mount Prospect
to update its telecommunications policy;
WHEREAS, the DuPage Mayors and Managers Conference, the Northwest Municipal
Conference, the South Suburban Mayors and Managers Association, and the West
Central Municipal Conference have come together to (i) assess the policy and
technology changes affecting municipal telecommunication regulation; and (2) develop
an updated model telecommunication policy for individual municipalities to consider
adopting;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
that the Village of Mount Prospect supports the effort of these four groups to develop a
model telecommunications policy that
· continues the role of municipalities in overseeing the public rights-of-way, for the
public well-being;
· reflects the changes in policy and technology occurring; and
· promotes competition in the provision of telecommunication services.
