FINANCIAL FINANCIAL REPORT REPORT Trustee Hoefert, seconded by Trustee Nocchi, moved for approval of the financial report for January 1, 1999-August 31, 1999, subject to audit. MAYOR'S MAYOR'S REPORT REPORT: A proclamation was presented to Janet Hansen, Executive Director and Dennis Saviano, President of the Mount Prospect Chamber of Commerce, proclaiming the week of CHAMBER OF September 26-October 2, '1999 as "Chamber of Commerce Week." COMMERCE WEEK Rob Winkle, Manager of the local Wal-Mart, presented Jim Photopoulos, owner of Photo's Hotdogs, with the Sam Walton Community Leader of the Year Award, and Dennis Saviano presented Mr. Photopoulos with the Mount Prospect Chamber of BUSINESS Commerce Business Leader of the Year Award. CLOCKTOWER OLD BUSINESS PLACE Trustee Corcoran, seconded by Trustee Hoefert, moved to defer the approval of the reduction in surface parking spaces at the Clocktower Place Condominium development PARKING until the next Village Board meeting, October 5. An ordinance was presented for first reading which would grant a Conditional Use to FAIRVIEW AVE. allow construction of a front pomh within twenty-five feet of the front property line. The Zoning Board of Appeals had recommended approval by a vote of 5-0. Trustee Hoefert, seconded by Trustee Wilks, moved to waive the rule requiring two readings of an ordinance. Trustee Corcoran, seconded by Trustee Nocchi, moved for approval of Ordinance No. NO. 5045 5045: AN ORDINANCE GRANTING A CONDITIONAL USE FOR PROPERTY COMMONLY KNOWN AS 407 N. FAIRVIEW AVENUE Upon roll call: Ayes: Corcoran, Hoefert, Nocchi, Skowron, Wilks Nays: None Motion carried. ZBA 27-99 ZBA 27-99, Text Amendments TEXT An ordinance was presented for first reading which would amend various sections of Chapter 14 (Zoning) of the Village Code, to allow day care centers as a Conditional Use AMENDMENTS in B-3, B.-4, and B-5 zoning districts. The Zoning Board of Appeals had recommended approval by a vote of 5-0. Trustee Corcaran, seconded by Trustee Skowron, moved .for approval of Ordinance No. ORD. 5046: NO. 5046 AN ORDINANCE AMENDING CHAPTER 14 OF THE MOUNT PROSPECT VILLAGE CODE Upon roll call: Ayes: Corcoran, Hoefert, Nocchi, Skowron, Wilks Nays: None Motion carried. AMEND An ordinance was presented which would amend various sections of Chapter 18 (Traffic) CH. 18: of the Village Code by adding the following regulations: VARIOUS 1. No Parking Any Time on the west side of Mount Prospect Road between Central Road and Northwest Highway; 2. No Stopping, Standing, Parking on School Days 8 a.m.-4 p.m. on the south side of Council Trail between Emerson Street and Elm Street, and between School Street and William Street; 3. 2-way Yield on Wille Street at Shabonee Trail. Page 3 - September 21, 1999 The following residents spoke relative to parking, illegal passing on the shoulder, and speeding on Mount Prospect Road: Jane McClung, 14 S. Mount Prospect Road Louis Caviani, 210 S. Mount Prospect Road The residents offered various solutions to Board members for the problem of motorists speeding and passing on the southbound shoulder of the road. Trustee Corcoran suggested that, because Cook County has jurisdiction over the road, residents contact Cook County Commissioner Carl Hansen for consideration of possibly widening the road to four lanes, and installing curbs on the west side of Mount Prospect Road. He also asked staff to contact county officials to open a discussion. The ordinance will be presented for second reading on October 5. NWMC An ordinance was presented for first reading which would authorize the Village to participate in the annual public auction of Village-owned vehicles, conducted by the VEHICLE Northwest Municipal Conference October 23, 1999 at the Mount Prospect Public Works AUCTION Facility, 1700 W. Central Road. Trustee Nocchi, seconded by Trustee Skowron, moved to waive the rule requiring two readings of an ordinance. Trustee Hoefert, seconded by Trustee Nocchi, moved for approval of Ordinance NO. 5047 No. 5047: AN ORDINANCE AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT Upon roll call: Ayes: Corcoran, Hoefert, Nocchi, Skowron, Wilks Nays: None Motion carried. TV A resolution was presented which would authorize the Village to enter into an agreement PRODUCTION with the Mount Prospect Park District and the Mount Prospect Public Library for the AGRMT. production of programs on the governmental access cable television station owned by the Village. The agreement establishes that a current part-time Community Producer position will change to full-time, with funding for the added programming being shared by all participants. RES. Trustee Corcoran, seconded by Trustee Nocchi, moved for approval of Resolution NO. 44-99 No. 44-99: A RESOLUTION AUTHORIZING THE VILLAGE OF MOUNT PROSPECT TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE MOUNT PROSPECT PARK DISTRICT AND THE MOUNT PROSPECT PUBLIC LIBRARY FOR GOVERNMENTAL ACCESS CABLE TV SERVICE PRODUCTION Page 4 - September 21, 1999 Upon roll call: Ayes: Coro0ran, Hoefert, Nocchi, Skowron, Wilks Nays: None Motion carried. MANAGER'S VILLAGE MANAGER'S REPORT REPORT A proposal was presented from Third Millennium Associates (TMA) for the printing and mailing of water bills for the Village. WATER Trustee Wilks, seconded by Trustee Nocchi, moved to concur with the recommendation BILLING of staff for the outsourcing of water bill printing and mailing. After further discussion, the motion was amended and seconded to exclude the cost of postage. Trustee Wilks, seconded by Trustee Nocchi, moved to concur with the recommendation of staff for outsourcing of water bill printing and mailing, with the exclusion of postage expenses, to be managed by Third Millennium Associates in an amount not to exceed $25,035 annually, based upon an estimated 80,000 bills and late notices. OTHER BUSINESS ANY OTHER BUSINESS Michael Janonis, Village Manager, reminded the audience of the Fire Department Open House scheduled for Saturday, September 25. He also stated that the planned discussion of stone shoulders in the Golfview Estates Subdivision vicinity has been deferred to the October !2 Committee of the Whole meeting; it was originally scheduled for September 28. Mayor Fadey informed the audience that he recently traveled to Sevres, France, representing the Village in its efforts to pair with a Sister City. He stated the trip was paid for with personal funds, and was successful, with that city indicating a strong interest in the Sister City program with Mount Prospect.
